* Moderate flooding is occurring and Major flooding is forecast.
* Forecast...The river will continue rising to near 31.3 feet by
early Friday afternoon. The river is forecast to remain in major
flooding through Sunday morning. The river is forecast to fall
below flood stage the afternoon of March 30th.
* At 30.0 feet...Levee on the Missouri side of the river near river
mile 427 about 4 miles upstream of Atchison is overtopped.
* At 27.0 feet...River Road in Atchison floods and levees on the
Missouri side of the river are overtopped. If the river remains
above 27 feet for several days then U.S. Highway 59 and large
portions of the floodplain in Missouri flood.
* At 25.0 feet...A castings plant in Atchison is affected by flood
waters.
* At 22.0 feet...Low-lying areas on the Missouri side of the river
begin to flood.

late in the evening of March 30th.
* At 25.1 feet...Water overtops the levee north of Fort Leavenworth.
* At 23.4 feet...The Hildebrandt Island north of Fort Leavenworth
begins to flood and families in this area need to evacuate.
* At 22.3 feet...Water enters Riverfront Park in Leavenworth. In
addition, 2nd Street at the waste water treatment plant is closed
due to high water. Persons should vacate the park to avoid the loss
of life and property.
* At 20.0 feet...Lowland flooding occurs along the east and west
banks of the river.

* Flood stage is 33.0 feet.

* Forecast...The river will continue to fall to 31.4 feet by Thursday
morning.
* At 33.0 feet...Undeveloped woodland along the river and outside of
levee protection is flooded. No flooding of areas behind the levees
is expected.

AREA FORECAST DISCUSSION National Weather Service Kansas City/Pleasant Hill MO 608 AM CDT Tue Mar 19 2019 .Discussion... Issued at 352 AM CDT TUE MAR 19 2019 Atmosphere is saturating from the top down this morning, but dry air at the lower levels is preventing rain from reaching the ground. Forecast skew-Ts are indicating drier air will erode by sunrise and areas of light to occasional moderate rain will spread across eastern Kansas and western Missouri. Warm air advection and ascent out ahead of weak low pressure over western Kansas will create enough lift to produce rain for most of the morning. By early afternoon, a majority of precipitation will push north into Iowa providing a brief break until the aforementioned surface low and cold front arrive with the second round rain arrives by early evening. Eventually, the system exits the area near sunrise Wednesday morning, taking the precipitation with it. However, overcast skies will linger during the morning hours and eventually clear west to east during the afternoon. High amplitude upper level ridge builds into the central US Thursday and Friday. Warm up begins slowly on Thursday with highs in the mid-upper 50s, however, by Friday, highs should reach the low-mid 60s. Clouds increase on Saturday as the next upper level trough and a series of shortwaves increase rain chances and possibly thunderstorms late Saturday, Sunday, and into Monday. && .Aviation...(For the 12Z TAFS through 12Z Wednesday Morning) Issued at 608 AM CDT TUE MAR 19 2019 Despite areas of light rain this morning, VFR conditions are expected to hold on until this afternoon when ceilings will eventually lower to MVFR levels as rain becomes more widespread. Conditions will continue to deteriorate to IFR and possibly LIFR into the evening and overnight hours.
