Travel problems are likely with localized whiteout conditions in rural areas and slick roads. The winter storm warning has been downgraded to a winter weather
advisory. The winter weather advisory has been expanded to areas
south and east of Burlington.
The risk of heavy precipitation has ended. Wrap around
precipitation will change from freezing drizzle to snow as the
arctic front moves east of the Mississippi.
UPDATE Issued at 818 AM CST Mon Jan 28 2019
Arctic front is currently moving through eastern Iowa and is
approaching the Mississippi river. Expect a quick 10 degree
temperature drop in the first hour behind the front with an
additional 10 degree drop over several more hours.
There is an extensive area of wrap around light snow behind the
arctic front that is moving east. The forecast has been revised to
reflect this as there is a good possibility of seeing a dusting of
accumulation with the wrap around snow.
Ahead and immediately behind the arctic front drizzle or freezing
drizzle can be expected.

The accumulating snow event has ended for most of eastern Iowa as of
230 AM, with the dry slot working east into Illinois. This main
thrust of warm frontal snow and some freezing rain and sleet south
was intense, but relatively short lived, and amounts in our warning
area may be on the low end of what was forecast, the advisory
counties are working out well, with high impact 1-4 inch snows. The
arctic front is moving through western Iowa at this time, with wind
gusts over 50 mph!

.SHORT TERM...(Today and Tonight)
ISSUED AT 251 AM CST Mon Jan 28 2019
Headlines are dominating our forecast, with the short term winter
storm exiting in what could be a blowing and drifting snow situation
worthy of advisory, and on it's heals, we plummet our temperatures
sufficiently by evening to warrant a wind chill advisory in the
northern 2/3rds of the CWA.
The Winter Storm Warning will continue early today along with the
advisory. However, NO ADDITIONAL SNOW ACCUMULATION IS FORECAST
TODAY. They are retained for two reasons, one, we had high impact
snow and blowing snow this past evening, and roads are greatly
impacted in the warning area (as well as the advisory area). This
impact will be better observed after the sun comes up and reports
flow in. So changing to advisory or cancelling might not be a good
call. Next, though winds should be light through mid morning as the
low passes by, another period of blowing snow is possible this late
morning and afternoon. Again, this may not be high enough impact to
keep the headlines going through this afternoon. Once we gain
confidence in that, we can cancel, but until then, will ride with
the notion of possible blowing snow impact.
Strong northwest winds and crashing temperatures will be the rule
today, with blowing snow possible in all areas, and some wind gusts
near 40 mph in the southwest. An advisory is in effect in southeast
for that threat. Temperatures should drop to the lower single digits
to around zero in the west by sunset, and by midnight in the east.
That will only get worse, with wind chills of -20 to -30 in the
north 2/3rds late evening through Tuesday. A wind chill advisory is
need for this, preceding the ongoing wind chill watch for the worse
conditions Tuesday night and Wednesday.
.LONG TERM...(Tuesday through Sunday)

Extremely dangerous, life-threatening cold is the main highlight of
the long term period, There are additional chances of precipitation
with a clipper Thursday night and a potential system for the weekend.
Tuesday through Thursday Afternoon...
Very strong CAA will take place across the Midwest as strong Arctic
high pressure builds over the Dakotas. The pressure gradient between
our departing winter storm and the building high will be tight,
meaning surface winds are expected to be breezy. Forecast soundings
from the NAM & GFS continue to show decent vertical mixing up to 900
mb occurring Tuesday through Wednesday evening, which means we have
the potential to tap into 30+ kt winds!
When this wind combines with an extremely cold Arctic air mass
building south with the high, dangerous, life-threatening wind
chills will result, especially from Tuesday night through Thursday
morning. The current forecast has Tuesday and Wednesday night lows
ranging from around -15 F along and south of Highway 34, to around
-30 F along the Highway 20 corridor. Forecast highs for Wednesday
current range from around -5 F over northeast Missouri, to around
-15 F along Highway 20. This will be enough to produce dangerous
wind chills ranging from -30 F across the south, to -55 F across the
north! If winds are able to go calm Wednesday night and Thursday
morning, there is the potential temperatures could drop more than
forecast.
A Wind Chill Watch remains in effect for the region from Tuesday
Afternoon through Thursday Afternoon. Upgrades to these headlines
are expected soon.
Bottom line...This is a very dangerous, and life-threatening
situation. Many impacts are likely, including cars not starting,
water main breaks, frozen water pipes/pipes bursting, very quick
onset of frostbite and the potential for hypothermia.
Additionally, snow covered roadways are not likely to improve as
treatments and chemicals will no longer work properly with such
cold temperatures. Now is the time to prepare and take proper
precautions!
Please refer to the climate section for more information on record
lows for January 29th, 30th and 31st, record cool highs for January
30th and coldest January low temperatures. Many of these values are
likely in jeopardy of breaking.
Thursday Night...
The GFS, ECMWF and Canadian remain in agreement of bringing a fast
moving clipper across the region during this period, but vary with
regards to QPF amounts. For now, I will maintain chance of pops in
the forecast. Current forecast snow-liquid ratios are around 15-
20:1, which is enough to act on the limited moisture to produce
accumulating snow.
Friday...
Generally quiet conditions as high pressure moves across the region.
Temperatures will begin to moderate with southerly flow behind the
high.
Saturday on...
All global models in agreement of another storm system impacting the
Midwest. However, differences in track and timing continue. Will
therefore maintain chance of pops for now.
At this time, a mix of precipitation is possible across the
region.

MVFR conditions with light snow and blowing/drifting snow along
with some freezing drizzle will be seen through 00z/29 with
pockets of VFR ceilings. After 00z/29 MVFR conditions will slowly
improve to VFR as the storm system exits the area. Drifting snow
will still be a problem through at least 06z/29.

.HYDROLOGY...

A suspected freeze up ice jam that produced sharp rises on the
Rock River at Joslin on Sunday, is still holding up river levels
there at that site but they have stabilized now under the flood
stage and are expected to hold steady or slowly fall though the
upcoming weekend. Thus the river flood warning for Joslin has been
canceled for now. But as long as there is still open water on the
river and it is not completely iced over, there will remain the
potential for additional ice jams in the coming days and stages
could suddenly fluctuate rapidly by several feet and may go higher
than forecast. This statement is also true for much of the rest
of the stretch of the Rock River as river levels stay elevated.
Ice action is also keeping elevated river levels on the
Wapsipinicon River near De Witt, with sudden fluctuations also
possible on stretches of that river as long as there is some open
water.
Continued very cold conditions and higher than normal flow will
promote additional ice formation over the coming week, with ice
jams possible on other area rivers.

Wind chills will fall to below zero in eastern Iowa this afternoon, with levels reaching the -20 range around 6 PM. A wind chill advisory is in effect from 6 PM tonight through Tuesday for wind chills of -20 to -30. .DAYS TWO THROUGH SEVEN...TUESDAY THROUGH SUNDAY Dangerous, life-threatening wind chills are expected by mid-week. A Wind Chill Watch is in effect from Tuesday afternoon through Thursday morning for the entire outlook area. During this time, wind chill values as low as 35 below to 55 below zero are possible. Favorable conditions exist on many area rivers for rapid development of ice, which in turn could cause flooding due to ice jams.
