before lifting northward Wed AM.

It's been another nice spring day with warm temps into the 60s
and low humidity. A mid-level trough was located over Lake
Superior and its associated surface low was to the south over
central Lake Michigan. The low will drag a cold front through
eastern Iowa and northwest Illinois this evening and tonight.

Behind the front, the air mass will become noticeably cooler with
increasing NE winds. There is a large reservoir of cold air over
the Northern Great Lakes into central Canada. In far northern
Wisconsin, afternoon temps are only near 32 F. In parts of
Ontario, it's only in the 20s.

.SHORT TERM...(This Evening through Wednesday Night)

Tonight through Wednesday Night

The cold front moving southward into Iowa and Illinois tonight will
weaken, eventually becoming absorbed into a developing warm front
across the central Plains, as rapid cyclogenesis commences in
eastern Colorado and western Kansas.

For our area, rain chances increase quickly between 9 PM and
midnight as the eastern zone of an elevated warm front streaks in
from the west. There is some uncertainty on exact placement with
this band of precip because it will be relatively narrow as it
steadily moves to the ENE. The favored location for appreciable
rainfall is over the northeast third of the forecast area, and
accordingly, have the highest chances (80-90%+) in the far north
and northeast.

Mid-level omega signals are strong due to robust isentropic lift
and frontogenetic response on the nose of a southwest 850-700mb
wind field. PWATs surging to near 1" will support heavy downpours
with rain amounts of 0.50- 1.50"+ possible by Wednesday evening.
Mesoscale banding would likely be needed to realize the higher
amounts near or over 1.50 inches; these amounts are not expected
to be widespread.

Top-down thermal profiles suggest rain as the dominant precip type,
at least initially, even in the far north. Then a period of a mix
or snow is possible along the highway 20 corridor late tonight
into early Wednesday morning, mostly NE of Dubuque to Freeport.
If it snows/sleets heavily for a few hours, slushy accumulations
are possible on grassy or elevated surfaces before the precip
changes back to all rain.

Another impact on Wednesday will be strong east winds responding
to the 980mb low shifting into Kansas. Expecting gusts of 35 to 40
mph through the day. The pressure gradient and ESE low- level jet
will increase Wednesday evening, which will likely coincide with
our period of highest gusts. We could be looking at 40- 45 mph and
later shifts may have to consider a Wind Advisory. Still enough
time to re-evaluate new model data tonight before making the call

.LONG TERM...(Wednesday Night through Tuesday)

Thursday

Dry slot overspreads the area as the warm front shifts northward to
at least the I-80 corridor. This warm surge will push highs into the
60s south of highway 30, and even lower 70s in the far south.

Scattered dry slot convection is possible along the occluding front
during the mid morning through the afternoon. A balance of low-level
shear and surface-based instability could lead to a few severe
storms. The latest outlook from the Storm Prediction Center is for
a Marginal Risk in the far east -- mainly Bureau and Putnam
Counties. Of course, there is plenty of time for this threat area
to shift. Stay tuned.

Thursday Night On

The wind returns Thursday night through Friday, but this time out of
the southwest as the low departs and tracks over Lake Superior.
Gusts on Friday may peak around 40 mph.

Yet another upper trough may bring widespread precip to parts of
the Midwest or Great Lakes during the second half of the upcoming
weekend. The track of the low is far from certain, which will be
critical for determining precip type. Right now, have a rain/snow

.AVIATION...(For the 06Z TAFS through 06Z Wednesday Night)
ISSUED AT 1240 AM CDT Wed Apr 10 2019

Initially, VFR conditions are in place, but with a band of rain
stretching from north central Iowa to near Moline Illinois
overnight, visibilities and cigs will both lower to MVFR levels by
early Wednesday. Winds will increase through the night, and by mid
morning will be easterly around 20 kts, gusting up to 35 kts. This
strong wind will be in place through Wednesday night, but the
rains are expected to lift north of the entire area by late
morning Wednesday. Thus, cold windy, MVFR weather is anticipated
through the day, followed by lowering cigs to IFR Wednesday
evening and overnight.

.HYDROLOGY...
Issued at 1000 PM CDT Tue Apr 9 2019

A moderate to heavy rainfall and snow event still looks to be on
track for much of the rest of the week. The current forecast through
Friday has around 1.5 to 2.5 inches of rain falling to our north
across much of the upper Mississippi basin. Closer to our area,
anywhere from a quarter of an inch in the far south to 1.5 to 2
inches are possible across the highway 20 corridor from this strong
system. Another round of river forecasts this evening utilizing 72
hours of QPF, so most of the rain is included in the forecasts for
the rivers.

As far as the tribs go, many of them begin to see rises as the heavy
rain and snow melt up north eventually routes through the system.
The sites that see these eventual renewed rises do not have the
crest in the forecast through day 7 at this time. How high past this
point and if they reach or surpass the flood stage is still
uncertain. This will be driven by where and how much rain/snow
falls. The latest forecasts this evening have rises toward the flood
stage by late next Tuesday at several sites on the upper Cedar River
including Cedar Rapids, as well as on the Iowa and Wapsipinicon. The
Rock on the Illinois side will see rises early next week as well.

The Mississippi River will see somewhat similar additional rises
toward and after day 7, with the river rising after the next round
of snow melt-induced run-off routs downstream from the north. How
high this second crest is, is highly dependent on how much rain/snow
falls and where it falls through this event. What is certain is that
the ongoing river level falls behind the passing current snow melt
crest will slow then steady out, with rises starting again late in
the period.

This Hazardous Weather Outlook is for portions of north central
Illinois...northwest Illinois...west central Illinois...east
central Iowa...northeast Iowa...southeast Iowa and northeast
Missouri.

.DAY ONE...TONIGHT

Isolated non-severe thunderstorms will be found across portions
of far southeast Iowa, west central Illinois and northeast
Missouri. The main threat will be lightning.

Area rivers are experiencing flooding. Please see the
latest Flood Statements and Flood Warnings for details. The
Mississippi River is near crest this morning from near the Quad
Cities through New Boston.

.DAYS TWO THROUGH SEVEN...WEDNESDAY THROUGH MONDAY

An intense large storm system will move through the Midwest
Friday. This system will bring strong winds and heavy rain to
portions of Iowa and northern Illinois. A wintry mix of rain,
sleet and snow will even be possible Wednesday along the Illinois
Highway 20 corridor. There will be a chance for thunderstorms at
times from Wednesday night through Thursday, and some may be
strong Thursday afternoon and evening. In addition, strong east
winds gusting to 40 MPH will be possible at times from Wednesday
through Thursday.

The main threat from this intense spring storm system will be
several rounds of heavy rainfall across the area accumulated over
Wednesday through Thursday night. Early indications suggest areas
north of the Interstate 80 corridor will have the best chance of
receiving significant rainfall amounts during this period. It is
still too early to determine exact impacts to area rivers, but
potential rises on tributary rivers, as well as localized run-off
affecting the main stem Mississippi River will need to be
monitored. Please stay tuned to the latest river flood statements
and forecasts.
