.A rapidly intensifying storm system will track into eastern Iowa
and then to the Great Lakes by Sunday. As the cyclone pushes
northeast of the area, very strong northwest winds will develop
late tonight and early Sunday morning, and persist into Sunday
evening. The winds will be sustained at 25 to 35 mph with gusts
to 50 mph. A few locations near to north of Interstate 80 could
see wind gusts to near 60 mph within a few hours either side of
daybreak Sunday. These strong winds combined falling snow could
lead to near blizzard conditions for a short period of time
across portions of northeast Iowa late tonight and early Sunday
morning.

With initial onset, even where temperatures are colder north of
Highway 30, it has yet to result in notable icy conditions. The
warming temperatures overnight will not allow colder conditions to
develop along I-80.

UPDATE Issued at 751 PM CST Fri Feb 22 2019

I have sped up the start time on the winter weather advisory to
start now. This is based on the showers developing in on the lead
nose of mid level WAA. Surface wet bulb freezing line is near
Interstate 80 as of 730 PM. Impacts are possible where wet bulb
temps are 32 or colder. If areas are warmer than 34 with dewpoint
of 29, they're in the clear as far as that variable goes.

UPDATE Issued at 546 PM CST Fri Feb 22 2019

I have been working on low level gridded forecasts for the past
hour, and one thing seems true here, the wet bulb temperatures are
rising faster than our previous forecast. This is supported by
all short term guidance, and basically means that our southern
portions of the advisory will only see a few hours if that of
freezing rain. I will not cancel this advisory along I-80, but
will introduce verbiage that suggests the ice threat is north of
I-80, and in reality, mostly north of Highway 30. By early
Saturday morning, it should be all rain along the I-80 corridor
including the Quad Cities. Ice accumulations are now lower with
the more marginal temperatures, basically a trace glaze near I-80
to one-two tenths in the north. The incredibly strong warm
advection may overwhelm this event before it really begins.

upper Midwest with a developing storm system in the southern
Rockies. Dew points were in the teens and 20s from the Great Lakes
into the central Plains. Dew points in the 30s and higher ran from
the Ohio Valley into the southern Plains down to the Gulf Coast.

Bottom Line Up Front

Have expanded the winter weather advisory for tonight and Saturday
morning down to the I-80 corridor. The atmosphere is drier that what
the models depicted which will delay the onset of precipitation but
should allow more areas to see ice accumulation.

Tonight

Precipitation will be slow to start with it not beginning until
between 9 PM and midnight. As forcing increases late tonight the
precipitation will quickly expand in areal coverage. The area most
at risk for the higher ice accumulations is along and north of
Highway 30. Some areas may approach one quarter inch of ice
accumulation.

Generally south of an Ottumwa, IA to Galesburg, IL line the
precipitation will remain as all rain.

Saturday

The wintry mix of precipitation will change over to all rain north
of I-80 by late morning. The overall intensity of the rain may
decrease from late morning through early afternoon.

By mid to late afternoon the forcing will increase significantly as
the main surface low approaches and a very strong upper level
disturbance moves through the area. This strong forcing combined
with the atmosphere becoming unstable should allow rainfall
intensity to increase across the area and allow embedded
thunderstorms to develop.

If the thunderstorms that develop can pull down the higher winds
aloft, localized wind gusts of 45 mph are possible. Small hail
is possible from the stronger storms.

Forecast focus on intense storm system this weekend.

Headline: High wind watch issued for Saturday night into Sunday
evening for potential wind gusts to around 55 mph.

Saturday night: Deepening low pressure will be moving near the Quad
Cities in the evening, with the cyclone tracking to eastern Upper MI
by sunrise Sunday (979 mb). Rain and isolated thunderstorms during
the evening will turn to a mix of freezing rain and sleet then
changing to all snow from west to east overnight. There is the
potential for around an inch in our far nw counties with lesser
amounts elsewhere. Gradient really tightens up as the low continues
to deepen with strong winds and falling temps. Northwest winds
gusting to 50 mph can be expected, and where the snow is occurring
could result in considerable blowing and drifting. Lows will range
from the upper teens nw to the 20s elsewhere.

Sunday: The cyclone will continue to deepen to 970 mb as it moves to
Ontario. High winds are expected with gusts to around 55 mph but
much of the day will be dry. Highs should be early in the morning in
the 20s to lower 30s then gradually falling temperatures. Wind
chills all day will be in the single digits and teens.  The winds
will be diminishing Sunday evening.

Sunday night through next Friday: Well below normal temperatures
with chances for light snow, but low confidence in the
timing/location of any upper air disturbances in the nw flow.
The GFS does suggest March coming in like a lion on Friday with the
potential for another intense storm system impacting the Midwest.
However, the ECMWF is much weaker with the system. Obviously, low
confidence this far out.

ISSUED AT 1047 PM CST Fri Feb 22 2019

Gradually lowering conditions are expected tonight with VFR cigs
lowering to MVFR around midnight, and to IFR to low IFR by around
12Z Saturday as the storm moves up over the region. Rain will
spread over the area, possibly freezing rain north of Highway 30,
until going to all rain in all areas after 10Z Saturday. Winds
will not be strong Saturday, but will be very strong Saturday
night, this is due to the low pressure tracking directly over top
the Mississippi River.

Issued at 1156 AM CST Fri Feb 22 2019

Moderate to possibly heavy rainfall Saturday into Saturday
evening, combined with temperatures above freezing and snowmelt,
will result in new rises on area rivers. With confidence still
somewhat low in regards to rainfall amounts, have opted to issue
flood watches for the following locations: Wapsipinicon River at
De Witt, English River at Kalona, Skunk River at Augusta, Rock
River near Joslin, and the Rock River at Moline. These rivers are
forecast to rise to minor flooding by early next week. However,
the timing and ultimate crest height will depend on the amount of
rainfall so forecasts could change. Complicating the situation
will be the amount of snowmelt and runoff into the rivers.

With river levels already running higher than normal, flooding is
again possible either through runoff or break up ice jams, and may
impact other rivers in the area as well.

A high wind watch is in effect for the entire area from late

...Freezing Rain Overnight...

An area of light freezing rain, possibly mixed with sleet and snow
in a few areas, will continue to overspread the region over the
next couple of hours. This will lead to slick travel conditions,
and icy elevated surfaces including wind shields with temperatures
near the freezing mark. Use caution if driving overnight. A
winter weather advisory remains in effect for the area. South of
Highway 30 temperatures are generally above freezing, thus the
precipitation is expected to fall mostly as regular rain with
roadways mostly just wet.

...Ponding Water and Reduced Visibilities in Heavy Rain...

An area of moderate to locally heavy rain will lift across the
area over the next few hours. Much of this rain will go into
runoff, resulting in ponding water in low lying or poorly drained
areas. In addition, visibility will be reduced to around a mile
or less in the heavy rain. If traveling early this morning, be
prepared for periods of reduced visibility and ponding water on
roadways.
