.A slow-moving winter storm continues to hammer the Northland with
snow and for areas around Lake Superior, strong winds. Observers 
this evening report 4 to nearly 13 inches of snow so far. The
higher totals were around Lake Superior including 12.5 inches in

Sunday will range from 2 to 6 inches over central into northern
Minnesota to 4 to 10 inches from far eastern Minnesota into

AFTERNOON...

.A slow-moving winter storm continues to hammer the Northland with
heavy accumulating snow and for areas around Lake Superior, strong
winds. Observed snowfall amounts continue to range between 4
inches over our far northern tier of counties to nearly 15 to 17
inches near the western arm of Lake Superior. So far, 16.3 inches
of new snow was measured at the NWS Duluth forecast office.
Additional snowfall from early this morning through this afternoon
will range from around an inch or less over far northern 
Minnesota to between 4 to 8 inches over east-central Minnesota and
northwest Wisconsin. Strong east winds will remain high this
morning, creating blizzard conditions in Duluth, with near white-
out conditions along the South Shore as well. Travel will be
extremely difficult to nearly impossible, especially around Lake

.A slow-moving winter storm continues to hammer the Northland
with heavy accumulating snow and for areas around Lake Superior,
strong winds. Observed snowfall amounts continue to range between
4 inches over our far northern tier of counties to nearly 15 to
17 inches near the western arm of Lake Superior. As of late last
night, 16.3 inches of new snow was measured at the NWS Duluth 
forecast office. Additional snowfall from early this morning 
through this afternoon will range from around an inch or less over
far northern Minnesota to between 2 to 4 inches over east-central
Minnesota and northwest Wisconsin. Travel will be extremely 
difficult or impossible into the afternoon, especially around

.SHORT TERM...(This evening through Friday)
Issued at 346 PM CST Thu Nov 28 2019

High pressure was centered north of Winnipeg this afternoon and
extended down into much of the Northland. This was leading to
quiet conditions for most with just a few spotty flurries around
the region. As the high moves to the east this evening, winds will
turn more easterly across western Lake Superior and lead to
chances for light snow showers or freezing drizzle along both the
North and South Shore of Lake Superior. Still seeing a lot of dry
air in the 700-900 mb layer and have yet to see any reports of
freezing drizzle. Model soundings show the lower levels saturating
later this evening through the seeder-feeder process and southerly
flow bringing in moisture, so thinking most of the precipitation
will hold off until that occurs. Additionally, that warm, moist
southerly flow will lead to light snow showers and freezing
drizzle spreading northward overnight as well. Temperatures will
hold nearly steady or slightly warm through the night as well.
Overnight snow accumulations will be around a half inch or less
with patchy areas of a glazing of ice.

Light wintry mix will then continue for Friday as warm air
advection continues to bring moisture and warmer temperatures into
the Northland. Light snow, freezing drizzle and drizzle will all
be possible at times on Friday. Any snow accumulations will again
be around a half inch or less with perhaps a couple of hundredths
of ice for areas along and south of the Iron Range. Temperatures
will slowly warm through the day with many areas reaching into the
upper 20s and lower 30s with some middle 30s possible in northwest
Wisconsin. Heavier precipitation will hold off until later Friday
evening into Saturday morning as the next major winter storm
begins to move in. Details on that system can be found in the Long
Term discussion below.

.LONG TERM...(Friday night through Thursday)

High confidence in another major winter storm to impact the Upper
Midwest this weekend. Unlike the pre-Thanksgiving storm, this
weekend storm will bring higher snow amounts to all of northern
Minnesota and northwest Wisconsin, linger on for a longer amount of
time, and cause stronger winds and waves on western Lake Superior.
Snowfall amounts over a foot are likely for areas around Lake
Superior, with 6 to 12 inches likely for the rest of northeast
Minnesota and northwest Wisconsin. Travel will be difficult to
nearly impossible for the Twin Ports and much of the north and south
shores during the worst of the storm Saturday night, with the
possibility for near-blizzard conditions due to the heavy snowfall
rates and strong winds.

On then synoptic scale a deep mid/upper level longwave trough over
the west coast will evolve over the Rockies and eject into the
central Great Plains on Friday into Saturday, with a broad 100+ knot
southwesterly jet streak at upper levels from the Four Corners to
the the Mid-Mississippi River Valley. A mid-level closed low deepens
over Nebraska/South Dakota in response to the broad divergence
aloft, with the entire low quickly maturing causing surface pressure
to rapidly fall across the high plains of western Nebraska Friday
night. The mature low tracks east across the SD/NE border through
Saturday afternoon, with a prolonger period of southern flow up the
Mississippi River Valley from the Gulf Coast causing increasing low
level moisture across the Upper Midwest ahead of the low.
Precipitable water values will reach as high as 0.75 inches for the
Twin Ports, which is greater than the ~0.50" that occured during the
previous storm. Ahead of the surface low on Friday night into
Saturday morning, strong southerly flow across the Midwest will also
lead to warm air advecting in, with the 850mb 0C line reaching the
Twin Cities east across central Wisconsin, but potentially even
further north, with the deterministic GFS being one of the warmest
solutions with 0C at 850mb at Duluth, with a decent number of GEFS
ensemble members also near the 0C mark through Saturday afternoon as
the low is over eastern Nebraska.

As the low nears on Saturday and moves across central Iowa Saturday
night, low/mid level flow turns more easterly across Lake Superior.
The gradient between the 985mb-ish surface low in Iowa and a
strong 1030mb area of high pressure over eastern Ontario will
cause very strong easterly winds across Lake Superior, with 925mb
winds across Lake Superior on the order of 35-45 knots Saturday
night. As the mature low then gradually moves towards southern
Lake Michigan on Sunday night, low level winds become more
northeasterly across western Lake Superior, causing lake-
enhancement to precipitation along the north shore and Twin Ports
as well as large waves on Lake Superior. (See marine section for
more details on the marine forecast.) Colder (but not frigid) air
advects in from the northeast, cooling down to around -8C by
Sunday morning at the coldest. With lake water temperature around
+5C currently, this lake- air temperature difference combined with
the long fetch across the lake, deep-layer moisture already in
place, and the attendant strong broad-scale lift from the stacked
low, lake effect processes will enhance snowfall amounts on the
north shore and in the Twin Ports, perhaps to an extreme degree
given a wide-open lake (little ice cover outside a few protected
bays).

Overall guidance is in very good agreement in the broad-scale
features for the weekend storm, with typical agreement in smaller
scale thermodynamic challenges for this time range. Some of these
minor thermodynamic differences could lead to much different
outcomes include low level temps (could see more rain/snow mix in NW
Wisconsin especially, lowering snowfall amounts) and the placement
and strength of the dry slot (leading to a loss of ice aloft,
possibly then leading to a period of freezing rain/drizzle and thus
some ice accumulation; also less QPF overall). There's also slightly
different possibilities with low level winds and thus where the best
axis for the heaviest lake-enhanced snowfall amounts will be. Right
now it's a Duluth-to-Silver-Bay target, but that could adjust north
or south. Regardless, though, there are likely to be some extreme
snowfall amounts over a foot.

With the possibility for a loss of ice aloft but low confidence on
timing and extent, the top-down forecast method used to make our
forecast was leading to more freezing rain than would seem
plausible. There may be a period of freezing rain/drizzle for a
period on Saturday, but ice accumulations from any such period
during a dry slot would be little because there would also be loss
of broad-scale lift. Since we can't include that kind of detail in
our deterministic forecast, the period of time that the weather
grids change over to freezing rain was limited to a short period of
time, and the probability of ice aloft was set high enough to
include wording of a snow/freezing rain mix (i.e. definite snow,
chance for freezing rain) and thus lower ice accumulation.

Current forecast QPF and snow amounts near the Lake Superior
shoreline such as Silver Bay, Twin Ports, and northern Bayfield
County are well on the high end of the range of model solutions,
representing something closer to a worst-case scenario due to the
limited amount of guidance that resolves the lake-enhancement
possibilities well for this time frame. However, over the next 24
hours there will be dozens of additional models/runs to help us
adjust the most likely and worst-case scenarios for the lake-
enhanced snowfall.

As far as timing goes, precip will likely slowly develop from south
to north late Friday night into Saturday morning, with some lake-
effect snow along the north shore ahead of the main precipitation
band (just like the pre-Thanksgiving storm). The heaviest precip
rates are most likely late Saturday afternoon into early Sunday
morning, though if lake-enhanced snowfall ramps up earlier
conditions could be dangerous by noon in the Twin Ports and along
parts of the north shore. Snow quickly comes to an end from west to
east on Sunday afternoon, with little lingering snowfall due to much
drier air moving in from the north.

Beyond the weekend storm, while it will be cooler Sunday night in
the wake of the storm as skies clear out, temperatures then trend
warmer Monday as a warm front approaches from the west. A chance for
a few weak clippers early to mid week leading to light snowfall
accumulations, but nothing significant - maybe an inch out of an
aggressive clipper, but generally additional snowfall through the
work week will be less than an inch. Temperatures near normal with
high pressure building in towards late-week.

Widespread MVFR cigs, with some areas of IFR cigs at the start of
the forecast. Some flurries have been noted on area web cams, but
confidence on adding wording other than VCSH is low. No change in
these cigs through the forecast. Some steady light snow should
move into the BRD terminal starting at 04Z with some MVFR vsbys.
Gusty surface winds will develop by mid to late afternoon.

No changes to previous discussion which follows here. Persistent
easterly winds around 10 to 15 knots tonight through Friday, then
wind speeds increasing late Friday night into Sunday, gradually
turning from east to northeast on Sunday and gradually weakening
on Sunday afternoon as a low pressure system moves across the
Midwest. Easterly gales to 35 to 40 knots are likely to cause very
large waves along the north shore (8 to 10+ feet), with gale
conditions likely across all of western Lake Superior from
Saturday morning through Sunday morning.

Light snow or freezing drizzle will be possible across northeast Minnesota
through tonight. Some slick spots may result from this precipitation.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday

A major winter storm will bring heavy snow, strong winds, and the
possibility for lakeshore flooding late Friday night through
Sunday. Snowfall will begin from south to north on Friday night
into Saturday morning, with heavy snowfall rates likely late
Saturday afternoon into Sunday morning. There may be a period of a
wintry mix Saturday afternoon, especially in northwest Wisconsin.
Confidence in at least 6 inches of snowfall is very high from the
Brainerd Lakes east to the Twin Ports and along all of northwest
Wisconsin. Confidence is lower north of the Iron Range and along
the international border, but at least some snowfall is possible.
Lake enhanced snowfall will lead to higher amounts on parts of the
north and south shores, with heavy snowfall rates and strong
winds off of Lake Superior possibly leading to blow snow and near-
blizzard conditions at times Saturday afternoon and Saturday
night. A Winter Storm Watch is in effect for all of northern
Minnesota and northwest Wisconsin for this storm.

The strong east winds and large waves may also lake to lakeshore
flooding for the Twin Ports and parts of the north shore. A
Lakeshore Flood Watch is in effect for this possibility.
