Wyoming...

  North Platte River at Saratoga affecting Carbon County

.Hydrologic Summary...

Pockets of 0.25 to 0.50 inches of rainfall occurred this 
afternoon and evening across small portions of the Upper 
North Platte River Basin. The overall basin average of 
rainfall received was 0.10 inches. A few light showers 
could occur overnight but rainfall rates and coverage 
will be low. However, additional and potentailly higher
 rainfall amounts will be possible over the next several days.

Furthermore, increasing temperatures will cause high 
elevation snow to melt. This combined with heavy rainfall 
through the weekend will likely cause the North Platte River
to rise. Any heavy rainfall on top of snow could cause 
substantial rises above the current forecast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Do not drive through flooded areas. Move to higher ground. The water 
may be deep enough to float you and your vehicle. Turn around, don't 
drown.

Occasional rain showers over the region have assisted with the current
trend of snowmelt in the Sierra Madre and Snowy mountain ranges. A
short break from the heavy rainshowers will occur on Sunday before the 
next approaching storm system on Monday increases the likelihood of 
heavy rainshowers. Monday has the potential to be the most impactful for 
the North Platte River near Saratago due to this approaching storm system.
This rainshowers combined with mild temperatures in the higher
elevations will assist with river levels increasing in a short time span.

.Hydrologic Summary...

More rain is expected today over the Upper North Platte River Basin
zone. An additional 0.40 inches of rainfall is possible over the 
next 24 hours. Higher amounts of rain are possible for areas under stronger 
storms. Conditions will quiet down over the next couple of
days, but above average precipitation returns Friday and Saturday
along with more concerns for the North Platte River at Saratoga to
rise into minor flood stage. In addition, there is still a deep snowpack over 9000
feet in the Snowy Range. Latest SNOTEL observation shows 4 feet of snow still on Medicine
Bow Peak with a snow water equivalent of 26.5 inches.

Latest SNOTEL observation shows 4 feet of snow still on Medicine Bow Peak

Medicine Bow, Old Battle, and Sand Lake are near 4 feet for snow depth.
A more dry weather pattern compared to the last several days is expected
through Wednesday, thus any chances of rain will be negligible in regard to 
runoff for the creeks and tributaries feeding into the North Platte River 
for the cities of Sinclair and Saratoga.

Snowmelt combined with heavy rainfall over the past few weeks

will continue to be a slow process and should not interfere 
with crests at both sites especially with little precipitation
in the forecast.

Heavy rain showers in the past week have caused the North Platte River 
near Sinclair and Saratoga to increase in levels in the minor flood 
stage. Precipitation chances look to be low the next 24 to 48 hours, 
but temperatures will continue to stay above freezing overnight with a
much warmer daytime maximum in the lower 60s in elevation above 10,000
feet. This warm up will continue the snowmelt process, where snowpack
still remains as high as 4 feet in the locations of Old Battle and 
Medicine Bow. The river should continue its decline in water levels today.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Do not drive through flooded areas. Move to higher ground. The water

Thunderstorms are increasing in coverage/intensity across portions
of southeast WY & the western NE Panhandle this afternoon. This is
in response to a weak mid-level short wave tracking across the CWA
and low-level convergence associated with multiple boundaries over
the area. This activity has not been particularly strong, but CAPE
values around 1500 J/kg and strengthening 0-6 km shear may support
hail growth with a few storms. A marginally severe storm or two is
certainly possible. We increased PoPs into the likely category for
much of the area in the 21z-03z time frame. Convective chances are
expected to decrease during the late evening/overnight.

The active weather pattern persists on Friday w/ yet another round
of showers and thunderstorms in the afternoon/evening. The general
threat for severe weather is fairly low, but once again with CAPEs
up to 1500 J/kg a few stronger storms cannot be entirely ruled out
even though modest H5 flow should preclude organized convection.

A risk for locally heavy rainfall will exist with some storms over
the next 24-36 hours, but overall coverage of activity will likely
limit flooding concerns to some degree thru Friday.

.LONG TERM...(Saturday - Thursday)

Longer range models/ensembles prolong the mild and wet pattern into
early next week. Several shortwaves will impact the CWA, resulting
in scattered to numerous showers and thunderstorms Saturday through
Monday. Severe threat will remain low, with concern for locally heavy
rainfall and potential minor flooding impacts (see HYDROLOGY section
for details). Shower/thunderstorm chances gradually lower Tuesday and
Wednesday.

potential near Saratoga and along the Laramie Rivershed. Precise QPF
forecasts remain unresolved but do indicate the potential for significant
precipitation above 8500 feet in the form of rain due to warm 700mb
temperatures. Runoff due to saturated soils will likely cause streams
and rivers to rise this weekend into early next weekly. A River Flood
Warning remains in effect for the Upper North Platte River near Saratoga.
As forecast certainty increases, additional flood watches and warnings
may be required with locally heavy precipitation.
