...Multiple Rounds of Heavy Rain Saturday afternoon through
Monday night...

.The risk for flash flooding will grow over the weekend as a
series of showers and thunderstorms develop along a stalled
frontal boundary which will linger over the region into early
next week. A moist airmass will support periods of torrential
rain, heaviest in thunderstorms. After each round of rain the wet
ground conditions will support more rapid runoff and increase the
threat for flash flooding.

The Flash Flood Watch for portions of Ohio and northwest

the lakeshore, and therefore, flash flooding is no longer
expected. With a heavier shower, some nuisance flooding may occur,
but there should not be a threat to life or property.

NIGHT...

The Flash Flood Watch continues for

* Portions of north central Ohio, northeast Ohio, and northwest
Ohio, including the following areas, in north central Ohio,
Ashland, Crawford, Knox, Marion, Morrow, and Richland. In
northeast Ohio, Holmes, Mahoning, Medina, Portage, Stark,
Summit, Trumbull, and Wayne. In northwest Ohio, Hancock and
  Wyandot.

* Through late Monday night

* Multiple rounds of rain remain possible through late Monday
night. Rainfall amounts of 1.5 to 3 inches have occured near
and south of a line from Marion to Mansfield to Warren.
Additional rainfall will be lighter today with half an inch to
1.5 inches possible. However these lighter amounts will
quickly run off where the heavier rains occured overnight,
  leading to flooding.

* The risk for flash flooding will increase after each round of
rainfall, particularly in poor drainage areas near creeks,
streams and ditches. Street flooding is likely. Rapid runoff
will cause area rivers and streams to rise and possibly result
  in flooding.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch is issued when there is a potential for flash
flooding. Flash flooding is a very dangerous situation. Monitor
the forecast and be prepared to take action should Flash Flood
Warnings be issued or if flooding develops.

What forecasters said that day

The local office's own words before this flash flood watch went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Cleveland, OH wrote its last area forecast discussion before this flash flood watch went out at Jun 14, 1:13 PM EDT, 1 hour 40 minutes earlier.

Area forecast discussion, Jun 14, 1:13 PM EDT, 1 hour 40 minutes before
Area Forecast Discussion
National Weather Service Cleveland OH
113 PM EDT Fri Jun 14 2019

.SYNOPSIS...
Low pressure moving into western Quebec will continue to move
eastward with a cold front clearing the region early this
morning. High pressure over the southeastern United States will
ridge north on Friday. Another cold front will sag into the
area from Canada by Saturday afternoon. This boundary will
become stationary over the region with additional ripples of low
pressure moving along it into next week.

&&

.NEAR TERM /THROUGH SATURDAY/...
The region has recovered well with temperatures early this
afternoon as temperatures are up to the mid 60s to lower 70s
under mostly sunny conditions. Some good mixing is occurring
over the region this afternoon and winds are gusting to 20 to 25
knots with the west to southwest flow. Dry conditions will
remain over the area through late tonight.

Previous Discussion...
Low pressure moving into western Quebec will continue to move
eastward with a cold front clearing the region early this
morning. The upper level trough is east of the area with
subsidence in its wake. So expect the lingering showers and
cloud cover to quickly move east of the area. However there is a
small area of isentropic lift that is generating some middle
level cloud cover over NW OH. This should move eastward through
the morning and may not clear the east until mid to late
morning. In any event all areas will be rain free into tonight.

The next area of low pressure moving across Canada will send a
cold front into the region by Saturday afternoon as a southern
jet stream area of low pressure moves toward the region with its
increased warm advection. Showers, maybe a few rumbles of
thunder, will increase in coverage from west to east on
Saturday. All locations should see rain by Saturday evening.

Temperatures will be warmer today with the sunshine but will
remain below seasonal averages. Lows in the 50s at most
locations tonight. The front should take its time sagging
southward into the area on Saturday so highs should range from
around 70 near the lake to the upper 70s south.

&&

.SHORT TERM /SATURDAY NIGHT THROUGH SUNDAY NIGHT/...
A large Bermuda High weather pattern will develop this weekend and
be positioned off the Mid-Atlantic coast. The upper Ohio River
Valley will be in deep west to southwest flow in the 500 mb
flow. Forecast upper air soundings and profiles show an abundant
amount of moisture moving into the Ohio Valley. PW values over
Ohio into northwest Pennsylvania may approach 1.8 to 2.0 inches,
which is very high moisture content for this region. A frontal
boundary will be slowly moving southward from the Upper Great
Lakes region into this parallel 500 mb flow. Guidance indicates
certain parameters may be coming together for several days of
heavy rainfall late Saturday through Monday. There is increasing
concern for potential flooding issues later this weekend giving
that our ground is completely saturated at this time. We may
need Flood Watches for portions of the area later this weekend
if confidence increases on where the heaviest rainfall will
occur. We have the potential of seeing widespread 2 to 4 inches
of rainfall through Monday. If that does materialize, we will
likely see river and stream flooding as well as other hydro
impacts.

&&

.LONG TERM /MONDAY THROUGH FRIDAY/...
The frontal boundary might get a push southward out of the
local area by Tuesday morning with a weak surface high pressure
building down from Ontario. Confidence is not high on this
solution as the EURO keeps the boundary closer through middle
of next week. We will decrease rain chance somewhat for Tuesday
into Wednesday. The next upper level wave moves through the
region Thursday into Friday with higher rain chances again and
additional rainfall expected. Temperatures will be seasonable if
not a little below average due to cloud cover and wet weather.

&&

.AVIATION /18Z Friday THROUGH Wednesday/...
High pressure ridging north into the area has allowed for VFR
conditions over the region. Some afternoon cumulus has developed
with the daytime heating but not enough cumulus to form a
ceiling at any location. Good mixing over the region has allowed
for some stronger west to west-southwest winds with gusts to 25
knots in several locations. Expect VFR to continue overnight as
the area remains on the periphery of high pressure. A cold front
approaches from the northwest on Saturday and lower ceilings and
spotty rain showers may begin impacting terminals late in the
TAF period and have a vicinity shower mentioned at KTOL and KFDY
as appropriate.

OUTLOOK...Non-VFR possible Saturday afternoon through Tuesday
with showers and thunderstorms.

&&

.MARINE...
Westerly winds 20 to 30 knots this morning will shift to
southwesterly this afternoon as well as gradually decrease to 10
to 15 knots late in the day. Small Craft Advisories will remain
in effect today. These advisories will likely be allowed to
expired from west to east later today as winds and waves
decrease. South to southwest winds may briefly increase again
early Saturday morning 15 to 20 knots before a frontal boundary
moves down across the lake and stalls outs near the southern
lakeshore late Saturday through early next week. Generally light
and variable winds can be expected with this boundary near the
southern portions of the lake. A weak surface high pressure may
build down from Ontario by Wednesday with modest northeast flow
of 10 to 15 knots on the lake for middle of next week.
