Area Forecast Discussion

.SYNOPSIS...
An area of surface low pressure will move east through Ontario
province Monday with a trailing cold front moving across the
area on Monday night. This will bring continued unseasonably
warm weather to Western New York through Monday before the cold
front moves through. Surface high pressure will return for
Tuesday with a slow warming trend for part of the week. The
next system should bring rain or or a wintry mix to the region
late in the week.

.NEAR TERM /THROUGH TODAY/...
A weak surface low is slowly moving east into central Ontario
with a frontal boundary extending ESE into the North Country.
This is a sharp boundary separating spring-like weather over
much of NY and the Ohio Valley from colder weather over Northern
NY where some freezing rain is falling right along the Saint
Lawrence River Valley. Temperatures have started to rise across
far northern Jefferson County late this evening, but still
remain below zero across the northern third of the county where
freezing rain is still falling. A shallow northeast drainage
flow will continue to slow the progression of warm air, with a
Winter Weather Advisory in effect through 4 a.m.

The next feature of interest is a Pacific source upper level system
now over the Intermountain region with an accompanying surface low
east of CO. A surface boundary/trough is tied between the CO low and
the Ontario low.  This won't arrive until late Monday. Meanwhile,
continued warmth within the warm sector will last through Monday.
This will ensure well above normal temperatures, in fact
temperatures remaining well above freezing, through tonight and into
Monday.  With melting snow, there may be some patchy fog overnight,
but most if not all areas south of Lake Ontario should remain dry,
but with an ice jam threat as noted in the hydrology section
below.

For Monday, most of the region will continue to bask in
unseasonably warm weather as the snowpack rapidly melts. Many
areas south of Lake Ontario should see afternoon temperatures
crossing the mid 50F mark, with the lower Genesee Valley
possibly heading north of 60F as the continued supply of warm
air and dry southwesterly flow aloft whisks away at the high
moisture content and cool airmass near the surface. In short,
decaying snowpack will be no match for the warm air aloft with
rapid melting expected throughout the day.

.SHORT TERM /TONIGHT THROUGH WEDNESDAY NIGHT/...
Monday night a deepening area of low pressure will be crossing
across southern Canada, dragging a cold front across WNY Monday
night, and through the mid-morning hours of Tuesday east of Lake
Ontario. Along this front will be rain showers, with a quarter to
third of an inch of rainfall over the upslope regions of higher
terrain, and around a quarter of an inch or less across the Lake
Plain and Genesee Valley. Temperatures will remain above freezing,
maintaining the risk for both ice jam and low lying/poor drainage
flooding.

Tuesday, strong cold air advection will send temperatures tumbling
through the day. Temperatures at 850 hPa will fall from around +2 to
+4C down to -4 to -6C through the day. In addition to a return to
more seasonal temperatures, the deepening low to our north and CAA
aloft will support a gusty westerly wind, with gusts up to 40 mph
through the day.

Tuesday night will be a quiet period as surface high pressure
crosses the region. Lingering low level moisture may continue areas
of clouds through the night especially south of Lake Ontario. Some
clearing east of Lake Ontario will allow for single digit low
temperatures.

Wednesday a warm front will push towards our region, colliding with
cold air that is pushed southward from a surface high pressure over
southern Quebec. Isentropic lift and moisture will overrun a low
layer of cold air, creating the potential for a period of freezing
rain...with snow falling to the north of the surface warm front.
Where this front will eventually lie is still with uncertainty. At
this point WNY stands a good chance for a period of freezing
rain...that may change to plain rain for a period of time Wednesday
afternoon and night, while areas east of Lake Ontario remain in the
cold sector Wednesday and Wednesday night with several inches of
accumulating snow before warmer air rides over the region Wednesday
night with the risk of freezing rain. As warm air expands across WNY
Wednesday night, the area of plain rain will likely expand northward
such that most areas south of the Niagara escarpment will warm above
freezing.

.LONG TERM /THURSDAY THROUGH SUNDAY/...
12Z model guidance has come into better agreement with the track and
timing of the system for Thursday and Thursday night. Surface low
pressure will consolidate over the upper Ohio Valley Thursday
morning then track across southern Ontario late Thursday and
Thursday night. Broad warm advection will support a likelihood of
showers ahead of the system Thursday, with the mid level trough and
cold front supporting ongoing precipitation chances Thursday night
into early Friday. A colder airmass will have entered our region
again ahead of this system, and the low level cold air may be slow
to dislodge initially on Thursday. This may support freezing rain
chances especially along and north of the NY Thruway in the morning,
and much of the day for the North Country. Given the track of the
low, eventually the warm air will win out with precipitation
changing to rain. The rain will change back to snow again on Friday
as colder air pours back into the eastern Great Lakes, although
precipitation will be light following the cold front.

As far as impacts go, the freezing rain may produce hazardous travel
on the front side of the system. Rainfall amounts are not overly
impressive in the current model runs, but heavier amounts are not
too far away across PA and southern New England. If these heavier
amounts were to move north, the chances of hydro problems from ice
jams and snowmelt would increase.

Following this system, much colder air will pour into the region
next weekend. Cold northwest flow will support a chance of lake
effect snow showers Friday night and Saturday southeast of the
lakes. High pressure will build into the eastern Great Lakes By
Saturday night and Sunday bringing mainly dry conditions.

.AVIATION /06Z MONDAY THROUGH FRIDAY/...
A boundary over the North Country will move further north
overnight, with some lingering showers which will be of little
consequence for our TAF locations, with the freezing rain
staying to the north of KART. There will be quite a bit of low
level moisture, but a strong southerly flow has helped downslope
and mix out this moisture which has prevented stratus from
developing so far. This strong flow will result in LLWS for some
locations into the early morning hours before winds aloft
diminish late tonight. As this flow diminishes, stratus and fog
may develop from low level moisture from melting snowpack.
However, upstream observations show this has been slow to
develop with a risk of MVFR/IFR conditions late tonight.

This pattern will continue on Monday but with some drying
aloft, and improving conditions Monday afternoon. The next
frontal system will not arrive until late Monday or Monday
evening.

Outlook...
Monday night...MVFR with rain.
Tuesday...VFR/MVFR with a chance of rain and snow showers east and
southeast of Lake Ontario.
Wednesday...MVFR with a chance of rain and snow.
Thursday...IFR/MVFR with a wintry mix likely.
Friday...IFR/MVFR with snow showers.

.MARINE...
A southerly flow will persist overnight. Winds and waves will
stay below Small Craft Conditions. Lake Erie is predominantly
ice covered at this time with some pockets of open water in the
eastern basin, east of Presque Isle and Long Point. The
anticipated warm-up this coming week and some opportunities for
rain will likely decrease ice coverage through Thursday.

.HYDROLOGY...
A significant warm-up is ongoing and will continue through
Monday and will result in extensive snow melt across western and
north central New York. Many locations east of Lakes Erie and
Ontario have more than a foot of snow depth and average 2 to 4
inches of water equivalent. There will be a few opportunities
for rain through the week. The first rain event continues to
look light, with rainfall amounts generally around a quarter
inch late Monday and Monday night along a cold front. Another
rain event may arrive Wednesday and Thursday, although some of
this may fall as freezing rain.

Temperatures have soared into the low to mid 50s today across
the lower elevations of Western NY, and will rise well into the
50s (if not 60) on Monday. Based on the latest temperature
forecasts, we will reach 300 thawing degree hours by around 2AM
Monday, and reach 500 thawing degree hours by mid afternoon
Monday. Ice typically begins to breaks up around 300 thawing
degree hours, although in this case with no rain falling, it may
take a little longer than that. The greatest risk period for
ice jams will be very late tonight through Monday.

A Flood Watch remains in effect for Niagara, Orleans, Erie,
Genesee, Wyoming, Chautauqua and Cattaraugus counties from late
tonight through late Wednesday night. The risk for ice jams is
non-zero for areas outside the Watch area and will be closely
monitored. At this stage, it seems like ice jams that do occur
outside the Watch area will be more isolated.

The most susceptible areas to ice jams are the Buffalo area creeks,
Cattaraugus Creek, and the upper Allegany River, although they
can happen anywhere. There is already an ice jam on the Buffalo
Creek near Gardenville from the last warm-up, but with low
water flows this has not resulted in any flooding. This area
will be the most immediate concern as runoff ramps up.

Outside of ice jams, the flood risk is minimal given the
relatively low rainfall amounts expected.

Colder temperatures arrive on Tuesday will slow the thawing
process.
