...WINTER WEATHER IMPACTS THIS AFTERNOON INTO EVENING COMMUTE...

.Snow will transition to sleet before changing over to freezing
rain across interior Southern New England, transitioning over to
sleet then to rain along the coast. Beginning around noon to 2 pm
today, ending early morning Wednesday. Greatest concern are the
expected impacts for the afternoon into evening commute. Moderate
to heavy snow occurring at the height of rush hour, accumulating
easily even on treated roads. Expect slowed commutes, long drives
home, especially with snow covered roadways and any accidents.
Reduced visibility with any snow or sleet, especially as snowfall
rates of around an inch an hour are forecast shortly after the
onset.

.SYNOPSIS...
Dry and seasonably cold conditions will continue through
tonight as high pressure ridge builds to the north. A storm
system will bring snow changing to ice and rain Tuesday
afternoon into Tuesday night with a significant impact to the
evening commute. Leftover rain across the coastal plain
Wednesday, with a wintry mix inland will taper off during the
afternoon. Temperatures will be near seasonal levels, but will
be brisk late Wednesday into Thursday. Another low will pass
north and west of the region, but will bring another round of
rain that may cause nuisance flooding late Friday into
Saturday. A return to colder temperatures arrives Sunday into
Monday.

.NEAR TERM /UNTIL 6 AM THIS MORNING/...

1 AM Update...

No significant changes to the forecast overnight. Short wave
exiting Maine provides a reinforcing surge of cold air via gusty
north winds across the area overnight. Dew pts continue to fall
below zero across northern MA into northern CT. An indication of
low level CAA is well underway. Meanwhile mid/high clouds
continue to stream up and over this cold dome at the surface.

Northern stream short wave trough moving across Maine late this
evening is providing a reinforcing surge of cold air into
southern New England. Dew pts continue to drop with -4 at Boston
now at 10 pm. SPC mesoanalysis has 925 mb temps down to about
-8C across the region with -19C along the VT/NH Canadian border
 being advected southward. Thus cold air advection continues
 overnight across the region, setting up for a very interesting
 and challenging forecast Tue afternoon and evening. Only change
 to the overnight forecast was to lower temps/mins. Otherwise
 dry cold weather prevails.

00z Model Guidance Update...

New 00z NAM/ARW and NMM have trended colder Tuesday afternoon
and evening, holding onto the cold air longer. This is likely
due to northern stream short wave moving across Maine this
evening providing a reinforcing surge of cold/dry air into
southern New England overnight. This short wave also amplifies
the mid level trough over the northwest Atlc which in turn
amplifies the cold ridge over New England and Quebec tonight and
delays its departure Tue. Thus snow may linger a few hours
longer Tue evening before a changeover occurs, possibly
resulting in higher snow totals. However no changes to headlines
as we still have to review all 00z guidance overnight.

*/ Overview...

We continue to forecast a winter storm to impact southern New
England on Tuesday into Wednesday morning. Looking at the big
picture a deep mid level trough and parent surface low pressure
system swing through the Great Lakes region early Tuesday.
While this system stays to our northwest, a secondary low spins
up along the frontal boundary as it traverses the mid- Atlantic
and this low crosses the PVD-BOS corridor. This, as has been
the case recently, will be a mixed bag event. A preceding large
high pressure center to our north over Canada will allow for
snow at the onset, and lingering cold air at the surface. The
problem comes with a warm nose aloft. Given the along shore
track of the surface low and especially the far northwest track
of the 850 mb low, a strong southerly LLJ will push warm air up
and over the colder air lingering at the surface leading to a
period of sleet and some freezing rain before changing to rain.
The exact timing of the changeover is still not 100% certain, a
wavering of 1-2 hours could have significant impact on snow
amounts. This contributed to the decision to hang onto the
Winter Storm Watch for another period and reevaluate with more
of the hi-res guidance available tonight.

1) Timing / Ptype / Impacts

Snow starts over western MA/CT mid-late morning and expands to
eastern MA by early afternoon. Plenty of moisture available
with this event, PWATs approaching 1" and a saturated DGZ. Lots
of forcing for ascent on the front end of this event with a
strong WAA signature, isentropic lift, and a good band of low
level frontogenesis moving through. HREF guidance indicates
robust probabilities of snowfall rates >1"/hr before the warm
nose changes things over. The better chance for these rates
looks to be the further north you are, but everyone has a
chance. This will certainly disrupt the Tuesday evening
commute. Heavy snows are expected to cause hazardous conditions,
especially on untreated roads.

Snow transitions to sleet from the south coast by late
afternoon, moving north. Areas north of the Mass Pike are
expected to change over to sleet after 23-03Z. This event is
a bit unusual in that northwestern MA is likely to change to a
wintry mix before northeastern MA given the wind and trajectory
of the warm air. While a brief period of freezing rain is
possible across the region, the best chance will be over
interior MA...this will depend on how long that cold drainage
flow can hold on at the surface before being overcome. As warmer
air expands we'll change over to rain. The transition line
moves north and west until by early Wednesday morning the all
except for the high terrain of the Berkshires will be purely
rain.

2) Snow and Ice Amounts and Headlines

Snowfall and ice forecasts are holding generally steady, if
adjusted up slightly in some locations. Still expecting 1-2
inches along the south coast, 2-4 inches south of the Mass
Pike, and 4-8 inches to the north. As noted previously, given
the heavy snowfall rates, a small shift in timing of changeover
can have a significant effect on snowfall totals. While
confidence is increasing, given the marginal nature of the
event, a Winter Storm Watch was continued for northern MA while
a Winter Weather Advisory continues for CT, RI, and southeast
MA. Ice accumulations are generally expected to be 0.10" or less
with patchy spots up to 0.25" in interior MA. Accumulations
like these aren't expected to cause widespread damage.

3) Coastal Flooding

Not expecting much in the way of coastal flooding with this
system. Astronomical tides are quite low which helps. A Gale
Warning has been issued for the eastern waters for wind gusts of
35-40 kts which could cause a storm surge of 1.5 to 2 ft. With
seas forecast to only reach 12-14 ft we don't expect flooding to
occur. At most we may see some splashover or very minor flooding
on the east coast during the Tue night high tide.

.LONG TERM /WEDNESDAY NIGHT THROUGH MONDAY/...

Highlights...

* Leftover rain and/or mixed precip lingers into Wednesday
  morning
* Seasonal temperatures but brisk winds move in late Wednesday
  through Thursday
* Another low passing NW of the region brings more rainfall,
  possible localized flooding late Friday through Saturday
* Cold air moves back in late this weekend into early next week

Overview...
12Z model suite starts off in good agreement, with mid level
long wave trough/cutoff H5 low center will push NE out of the
eastern Great Lakes into Quebec Wed/Wed night. The associated
surface lows will lift into northern New England by late Wed.
Blustery west winds will linger into Thursday but, with the
cold air locked across Canada, temps should remain near
seasonal levels.

Continue to see signals of another digging mid level trough
across the central U.S., which looks to trigger another
developing low and frontal boundary late this week which could
tap the Gulf of Mexico or SW Atlc ocean and bring another round
of locally heavy rainfall across central and eastern areas,
along with some mixed precip well inland.

Mid level pattern across the lower 48 remains amplified but
progressive into next week, with another cutoff H5 low sweeps
across the region Fri night or early Sat. Model solutions
diverge quite a bit behind this system, yielding quite a spread
in the timing and track of surface and mid level systems.
However, it does look like temperatures will return to near or
below seasonal levels late in this timeframe.

Details...

Wednesday into Thursday...
Low pressure crosses the central and eastern Great Lakes around
12Z Wed with a second low developing as it crosses the region.
Leftover rain and/or a mix of freezing rain and snow lingers
across N central and W Mass through a good chunk of the day
before lifting.

As the lows push N-NE, will see excellent mixing push in by
around midday Wed as low level lapse rates run around 9-9.5C/km
from H95 to H85 pass across the region. Low level jet up to
40-50 kt all the way down to H95 along S coastal areas. So,
could see gusts up to 30-40 kt across N CT/RI/SE Mass where best
mixing is forecast.

Mixing remains very good across the coastal waters Wed night
with the high LL lapse rates continuing, but these will lower
after across the land areas so winds should diminish. CLouds
will linger across central and northern areas, but will break
along the S coast.

Cyclonic westerly flow lingers on Thursday, so will see a mix
of sun and clouds except more diurnal clouds will develop inland
during the late morning and afternoon.

Expect high temps in the upper 30s to mid 40s on Wed, then a
few degrees cooler on Thu, but will remain slightly above
seasonal normals.

Thursday night through Saturday night...
With the progressive pattern continuing, will see another
somewhat amplified mid level trough in the northern stream flow
shifting E-NE late Thu night/Fri. The associated surface low
will remain across the northern Great Lakes into western Quebec
as a trailing front will swing toward the region during Friday.
GEFS ensembles signal a tropical connection from the Gulf of
Mexico ahead of and with this front, with PWATs running about 1
to 2 SD above normal for mid February on SW winds. QPF amounts
could be around 0.6 to 1 inch Fri night and Sat.

Model members begin to show some solution spread by around 12Z
Saturday with the mid level features and track, but appear to
keep the general movement of the passing front into Sat night.

Sunday and Monday...
Model members showing quite a large solution spread during this
timeframe, so have high uncertainty in specifics especially the
faster 12Z GFS run. Used a non-GFS blend for this portion of
the forecast, which was pretty close to the previous forecast.
Should see dry conditions with temperatures running around 5
degrees below seasonal levels.

21z in heavy snow. However the heavy snow is short lived with
snow transitioning to sleet/ice pellets 21z-00z from southwest
to northeast.

Widespread IFR/LIFR in mixed wintry precip (snow, sleet and
freezing rain) transitioning to plain rain along the coast
including KBOS to KPVD. Not a lot of snow more ice (sleet and
freezing rain) especially northwest of KBOS-KPVD. Marginal LLWS
possible along the coast.

KBOS Terminal...High confidence in TAF. Snow begins 19z to 21z
pm then briefly heavy before mixing/changing to sleet 21z-00z.
Then changing to all rain 00z-03z.

KBDL Terminal...High confidence in TAF. Snow begins around 17z
then quickly becomes heavy but also mixes with sleet and then
prolong period of sleet and freezing rain likley tonight.
