What forecasters said that day

The local office's own words before this wind chill warning went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Bismarck, ND wrote its last area forecast discussion before this wind chill warning went out at Mar 1, 5:28 PM MST, 2 hours 39 minutes earlier.

Area forecast discussion, Mar 1, 5:28 PM MST, 2 hours 39 minutes before
Area Forecast Discussion
National Weather Service Bismarck ND
628 PM CST Fri Mar 1 2019

.UPDATE...
Issued at 626 PM CST Fri Mar 1 2019

Initial surge of arctic air was moving into northwestern North
Dakota early this evening, with some gusty northwest winds along and
behind the surge...and increasing clouds ahead/behind this first
frontal boundary. Temperatures in the far northwest corner of the
state were around 5 above zero, with temperatures mainly in the 5F
to 15F range across southern North Dakota. Aside from temperatures
lowering a tad faster than forecast, other elements of the forecast
are on track. Will monitor development of light snow during the
evening hours.

&&

.SHORT TERM...(This evening through Saturday)
Issued at 247 PM CST Fri Mar 1 2019

Will continue with the winter weather advisory across the southern
James River Valley until 3 PM CST, as latest radar and surface
observations show the back edge of the light snow will be exiting
LaMoure and Dickey counties by this time.

The leading edge of another arctic air mass pushes into western ND
this evening and through central ND tonight. Along the leading
edge is a period of weak low level frontogenetical forcing
somewhat aligning with large scale ascent and marginal mid level
lapse rates. This will be good enough for some light snow west
and south central tonight. Highest snowfall of around one inch
will occur in far southwest ND, with less than one inch from Beach
to Dickinson, and from Bismarck to Linton.

Have issued a wind chill advisory for northwest and north central
ND tonight through early Saturday evening, with wind chills 30 to
40 below. It will be even colder Saturday night through Sunday
across all of western and central ND. The pressure gradient will
begin to increase Saturday, resulting in northwest winds between
10 and 20 mph. Lows tonight will range from zero in the southern
James River Valley to 20 below far northwest. Highs Saturday will
range from 3 above far southern James River Valley to 10 below north.

.LONG TERM...(Saturday night through Friday)
Issued at 247 PM CST Fri Mar 1 2019

Life threatening wind chills 40 to 50 below zero Saturday night
through Sunday morning highlight the early portion of the long
term period. Wind chills to 35 below continue Sunday through
Monday morning. Thus, full expectations will eventually be
centered around be a wind chill warning across western and
central ND Saturday night through Sunday morning, then transitioning
to wind chill advisory through Monday morning.

A persistent pressure gradient between 12mb and 14mb continues Saturday
through Monday, resulting in patchy blowing snow - and at times areas
of blowing snow. Northwest winds of between 20 and 35 mph can be expected
Sunday through Monday. Will need to monitor this closely for any increase
in wind and possible blowing snow issues.

Another arctic front slides from north to south Monday with a chance
for light snow. Dry conditions Tuesday/Wednesday, with another
chance of snow Thursday.

&&

.AVIATION...(For the 00Z TAFS through 00Z Saturday evening)
Issued at 626 PM CST Fri Mar 1 2019

MVFR cigs expected to continue at KDIK until after daybreak
Saturday. KDIK will have another round of light snow/MVFR cigs/vsbys
expected from 04z-14z Saturday. VFR conditions begin the TAF period
at other western and central ND TAF sites, but MVFR cigs expected to
develop at KISN between 00z-03z. Expect periods of mvfr cigs at
KMOT/KBIS/KJMS mainly after 05z this taf period. Light snow with
VFR/MVFR vsbys at KBIS and KJMS mainly 05z-15z.
