Area Forecast Discussion National Weather Service Bismarck ND 1200 PM CST Sun Feb 24 2019 .UPDATE... Issued at 1140 AM CST Sun Feb 24 2019 No big changes for the midday update. We will allow the wind chill advisory to expire in the southwest. Although there are a few areas in that 25 to 30 below range, they become even more spotty this afternoon. Will have to deal with wind chills across the forecast area tonight but we'll save that for another update. Across central ND, the only change was to cancel the winter weather advisory for blowing snow west of the Missouri River. Originally this morning we were thinking that we could drop a larger portion of the advisory. But as the sun angle has increased, areas of blowing snow have become more distinguishable across central ND via the Day snow-fog RGB composite. The biggest area is from around Harvey and Carrington south through most of Stutsman county and into western Dickey/Lamoure and eastern Logan/Mcintosh counties. Here we anticipate widespread advisory criteria visibilities with near blizzard conditions in open country. Also, this area mentioned will see the strongest winds this afternoon. Blowing snow is less widespread as you go north and west, and winds will begin to diminish here first this afternoon. But there are enough areas of blowing snow evident on satellite to justify keeping the blowing snow advisory, instead of transitioning to wind chill headlines. Again, this will need to be done with a later update. UPDATE Issued at 948 AM CST Sun Feb 24 2019 Updated latest sensible weather elements and blended to late morning values for this update. Visibilities remain low across eastern portions of central ND. For areas around the Highway 83 corridor, webcams and observations suggest visibilities are above advisory criteria, but expect there are still some local lower visibility issues in open country. Will continue with the winter weather advisory for now. May be able to get rid of some of the western counties around 18 UTC. Eventually everything currently in the winter weather advisory will need to transition to a wind chill advisory (south) or warning (north) tonight into Monday. The hard part is determining the best way to transition from one to the other, as we have both blowing snow and wind chill issues through the afternoon. UPDATE Issued at 617 AM CST Sun Feb 24 2019 The latest observations were blended in for the forecast update, paying close attention to the winds. Observed winds are close to the forecast winds, so no notable changes were needed to the wind forecast. The AWOS station at Oakes has finally dropped down to 1/4 mile as of 1155z. Expecting these visibilities to continue across parts of the southern James Valley this morning before wind speeds weaken this afternoon. Therefore, an upgrade to a blizzard warning may be warranted in this area if the low visibilities continue to be observed early this morning. Holding off for now until the observed 1/4 mile visibility shows more time continuity and we gather more information on what is being observed down there. Also updated the sky cover forecast today using a 50/50 blend of the HRRRTL/NBM latest iterations. Expect mostly sunny skies today. && .SHORT TERM...(Today and tonight) Issued at 218 AM CST Sun Feb 24 2019 Areas of blowing snow will continue across central North Dakota today before winds diminish tonight. Life threatening wind chills develop across northern North Dakota tonight. Gusty northwest winds continue early this morning, with some locations across central North Dakota observing sustained winds between 35 and 40 mph with gusts as high as 50 mph. This is a bit higher than the latest model guidance, so the the max of all model guidance was used for the wind forecast today while setting a limit of 35 kts for sustained winds, which observations and NAM BUFR soundings support. A few areas needed to be smoothed a bit to prevent the wind forecast from being too high. The blowing snow model now suggests definite blowing snow across much of the James River Valley from 10z to 18z today. Will need to closely monitor this area for potential blizzard conditions this morning. At the very least, near blizzard conditions look likely. Winds will gradually weaken this evening and tonight across central North Dakota as the surface low centered over the Great Lakes region continues pushing eastward and an arctic high builds in across western and central North Dakota. Although this will end the blowing snow threat, dangerous wind chills will develop tonight with the latest blend of model guidance suggesting wind chills as cold as 50 below zero to the north. Actual air temperatures look to bottom out between 20 and 30 below zero to the north and 10 to 20 below zero further south. Although this is simply the blended model output, it agrees very well with the latest MOS guidance and upstream observations. Lastly, a chance of light snow will move into southwest and far south central North Dakota tonight as a weak upper level impulse moves through. With rather weak synoptic and mesoscale forcing, only a trace to less than 1 inch of snow accumulation is expected. .LONG TERM...(Monday through Saturday) Issued at 218 AM CST Sun Feb 24 2019 A prolonged period of dangerous wind chills with several more chances for accumulating snow highlights the long term forecast. The 00z iterations of the EURO/NAM/GFS all show an arctic high centered over northwest and north central North Dakota on Monday into Monday night. Sinking motion underneath the high should lead to mainly clear skies to the north on Monday. Clouds and some light snow will likely linger to the south as Sunday night's impulse continues moving along the southern periphery of the arctic high. The main story will be the frigid temperatures, with highs in the single digits below zero, over 30 degrees below normal. Dangerous wind chills to 50 below will continue through Monday morning before briefly improving during the afternoon and dropping yet again Monday night into Tuesday morning. Widespread snow looks likely across North Dakota on Tuesday into Tuesday night as an upper level shortwave dives out of southern Saskatchewan and propagates across the state. Forcing looks rather weak Tuesday morning and afternoon, supporting mainly light snow. Q-vector convergence increases Tuesday evening with a large area of SEPV values less than zero developing, implying decreasing stability. This may allow for some moderate snow to develop, however confidence is low given very little to no frontogenetical forcing. Nevertheless, the latest blend of model guidance suggests a widespread 1 to 3 inches of snow early Tuesday morning through Tuesday evening. Only far northern North Dakota appears to miss out on most of the snow, with less than half an inch of snow expected. Winds do not appear strong enough for blowing snow concerns on Tuesday at this time. Wednesday and Thursday are shaping up to be a dry as another high settles in. High temperatures will likely stay stuck in the single digits on Wednesday with morning wind chills values as low as 35 below zero. Thursday looks a bit warmer with highs in the teens. An upper level trough and developing surface low look to impact the area Thursday night through Friday with more accumulating snow There is still quite a bit of model disagreement regarding the placement of the low, so snow amounts for this event are uncertain at this time. Blowing snow may also be a concern on Friday as gusty winds develop. && .AVIATION...(For the 18Z TAFS through 18Z Monday afternoon) Issued at 1140 AM CST Sun Feb 24 2019 VFR conditions expected at KDIK, KMOT and KISN this afternoon with a small potential for MVFR visibilities in patchy blowing snow. Although not enough to need a mention in the TAF. At KBIS we did include a TEMPO for visibilities down to 3SM in blowing snow with a thin ceiling due to lofted snow.
