AREA FORECAST DISCUSSION

.SYNOPSIS...
A cyclone moving through the Great Lakes will spread snow across
NY and PA into tonight. A blast of Arctic air will bring very
cold temperatures, scattered snow showers and dangerously low
wind chills to our forecast area Wednesday afternoon through
early Friday. Areas of blowing and drifting snow are also
possible Wednesday into Wednesday night. Staying cold and
mainly dry through the end of the week.

&&

.NEAR TERM /THROUGH WEDNESDAY NIGHT/...
345 update...Winter headlines remain as is. Latest GOES-E WV
loop shows a good fetch of moisture riding up into our area from
the south-central Appalachians region, with a hint of a
baroclinic leaf across central PA/NY. Surface analysis shows
the frontal boundary hung up a little further west, back near
Penn Yan, but it is beginning to translate east. Therefore, the
very latest near term model trends continue to indicate a
period of steady snow in the warning/advisory areas into the
early to mid evening hours. The steadiest, 1/4 to 1/2SM
intensity snowfall is still expected into the evening hours,
mainly east of Towanda--Owego--Cortland and Rome. Snowfall
rates up to 1 inch per hour are possible for a time (mainly
through 8pm) along and east of I-81 in NY and PA. Forecast
soundings and observations show that the snow this evening will
be a rather fluffy, large flake (dendrites) type snow....despite
surface temperatures in the mid-20s to lower 30s. The steady
snow moves out from west to east between about 7-10 PM. Snow
totals were left the same for the most part with the afternoon
update. So the expected storm totals are: Less than 2" from
Auburn--Elmira--Towanda points west, 2-5 inches along the I-81
corridor from Syracuse---Binghamton to Wilkes-Barre, and 4 to 8
inches from Oneida county south into the western Catskills and
Poconos of NE PA. Localized higher amounts 8-11" are still
possible in the highest elevations of the Catskills and far
northern Oneida county.

Mainly dry overnight, with just a few flurries around. Turning
much colder with lows in the single digits. West winds 6-12 mph
could cause limited, localized blowing snow. Wind chills 0 to 10
below by daybreak Wednesday.

An Arctic airmass will slam NY and PA early Wednesday. Morning
lows will be near zero in spots, and highs will only reach the
single digits over portions of the Finger Lakes and Central
Southern Tier. Scattered snow showers and perhaps a few snow
squalls will accompany the arctic front as it moves through the
area midday. Dustings of snow, up to an inch or two locally are
expected. The biggest concern will be reduced visibility in blsn
and squalls. West winds increase and become gusty 15-25 mph,
gusts 30-40 mph with areas of blowing/drifting snow.

Record or near record breaking cold expected Wednesday night as
850mb temperatures fall to -25C to -28C, and thicknesses fall to
into the upper 480 decameters. Surface temperatures fall to
between 5 and 15 below zero, with wind chills 20 to 40 below
zero. Areas of blowing and drifting snow continue, with winds 10
to 20mph. Wind chill warnings will almost certainly be issued
with the overnight update for this period.

.SHORT TERM /THURSDAY THROUGH FRIDAY NIGHT/...
Thursday...A frigid arctic airmass will be over the region with
temperatures at 850mb around -25C. High temperatures will
struggle to reach the single digits. Combine this with strong
westerly winds and you have wind chill values in the warning
criteria with readings generally between 15 to 30 below zero.
The lake effect snow will just brush northern Oneida County as
flow within the steering layer remains southwest. Up to 2 inches
of snowfall is possible in the far northern parts of the county
along the Lewis County border.

Thursday night/Friday...Low level flow veers slightly Thursday
night into Friday morning bringing the lake effect snow briefly
into northern Oneida County. Several inches of snowfall is
likely before the activity weakens and lifts back north by
afternoon. A weak sfc low passing well to our south during the
afternoon may bring some snow showers to the far southern
forecast area. Overnight lows will range from zero to 10 below
with very cold wind chills continuing into the evening hours
before the winds weaken. Highs on Friday will be in the teens.

Friday night...Surface high pressure builds into the southern
tier and Pennsylvania. Mainly dry weather is expected although
scattered lake effect snow showers are possible southeast of
Lake Ontario.

.LONG TERM /SATURDAY THROUGH TUESDAY/...
Saturday through Tuesday: Very slight chance for a lingering
snow shower or two across portions of CNY Saturday morning.
Otherwise, dry weather expected area-wide for Saturday with high
pressure in control. With a dry airmass in place, a decent amount of
sunshine is expected during the day, especially further south and
east away from CNY. High pressure moves east/away from the area by
Saturday night. Model consensus continues to indicate a possible
weak wave that may move eastward through Ontario/Quebec on Sunday.
This may bring a light wintry mix to the area. Specific
precipitation types remain uncertain, as this depends what the
thermal profiles will end up looking like. A more potent low
pressure system will likely track over the Great Lakes Monday
through Monday night, although this timing is highly subject to
change given how far out this is. This may bring a wintry mix and/or
rain to the area. Right now, highest confidence for a wintry mix
would be over the northern parts of the area, while the highest
confidence for mostly rain would be further south across the
Southern Tier and into NEPA. Just like with Sunday's system, there
is not a lot of confidence regarding specific precipitation type(s),
so this will have to be fine-tuned as we get closer. Then wrap-
around moisture may bring lingering showers on Tuesday.

Temperatures will likely continue to be on a warming trend
throughout this period. Near to slightly below normal highs for this
time of the year expected Saturday (generally in the 20s). Then
above normal temperatures are expected the remainder of this period
(mid 30s to lower 40s Sunday, lower to mid 40s Monday and Tuesday).
Lows Saturday night are expected to be in the teens to lower 20s,
then mid 20s to mid 30s for lows Sunday and Monday nights. Thermal
profiles continue to widely vary, so confidence in these specific
temperature ranges is relatively low at this time.

.AVIATION /00Z TUESDAY THROUGH SUNDAY/...

Snow will move out of the area over the next couple hours
increasing visibility and ceilings as a low moves east and off
the coast. Behind this system will be westerly winds and
scattered light snow showers, but general VFR conditions.

An arctic cold front will push through the area on Wednesday
bringing spotty MVFR conditions in snow showers. The front will
be followed by very strong winds and blowing snow, but a return
to general VFR conditions.

Outlook...

Wednesday night: Scattered snow showers, blowing snow with some
restrictions possible, especially NY terminals.

Thursday: Lake effect snow mainly north of SYR-RME; but periodic
restrictions still possible in snow showers or blowing snow.

Friday: Mainly VFR. Lingering snow showers still possible SYR-
RME north. Chance of light snow AVP.

Saturday: High pressure. Mainly VFR expected.

Sunday: Light rain or wintry mix possible, with a chance for
some restrictions.
