.SYNOPSIS...
A pair of cyclones will track into the northeast tonight and
Sunday, bringing rain and strong winds to NY and PA. Cooler
temperatures and scattered snow showers will follow early next
week.

.NEAR TERM /THROUGH TODAY/...
925 PM update...
Some patchy freezing rain is occurring across northeast
Pennsylvania and parts of central New York, mainly in the
higher elevations. Issued an SPS for this through late evening
but current road temperatures indicate problems should be
isolated. Mainly very light rain continues making its way
through the region under isentropic lift. Continued warm air
advection will limit the threat for freezing rain after 11 PM.
Across Otsego, Delaware and Sullivan counties many mesonet sites
have surface temperatures around freezing with dew points in
the lower to middle 20s, therefore freezing rain possibly mixed
with sleet will continue for much of the overnight period, a
winter weather advisory continues here until 5 AM.

235 PM update...

A high wind warning is now in effect for the entire forecast
area. In addition, a winter storm watch is in effect for
Oneida County for Sunday evening and Monday.

A pair of cyclones rotating toward the northeast will bring
multiple significant weather events to NY and PA tonight through
early Monday.

Rain will increase across the region through the overnight
hours. Colder temperatures at high elevations will lead to
spotty freezing drizzle and sleet, especially overnight along
portions of the Western Catskills where a winter weather
advisory is in effect.

The rain will lessen Sunday morning, and a few breaks of sun are
possible as a strong jet moves overhead. Temperatures will climb
into the 50s in spots Sunday afternoon, particularly along and
west of I-81.

Very strong winds are forecast beginning Sunday afternoon and
continuing into Monday. Wind gusts in excess of 50 mph will
become more likely Sunday night, and a few gusts in excess of 60
mph are not out of the question.

.SHORT TERM /TONIGHT THROUGH MONDAY NIGHT/...
335 PM UPDATE...

Little change in the models for this update. Still showing the
potential for damaging winds areawide on Monday. Strongest winds
will be over the Finger Lakes to near SYR and Utica which will
be closer the rapidly deepening low and tightest pressure grid.
Also, areas nearer the lake will see less surface frictional
loss in the flatter terrain. Other very strong gusts will be
over the higher terrain all the way east into the Catskills and
Poconos of NE PA.

Monday: Strong cold air advection and increasing wind energy
moves into our forecast area behind the cold front. Large pressure
rises and deep mixing produces the strongest winds during the
morning or early afternoon hours. With the storm track up
across Central Canada (970-975mb low), the strongest winds still
seem to be focused from the northern tier of PA up across
central NY...with the maxima potentially setting up from near
Penn Yan to Syracuse and Rome. High wind warning in effect for
the entire CWA through Monday afternoon or early evening. GFS
and MAV guidance continues to have slightly higher winds
compared to the NAM/MET guidance...but this guidance has come up
in wind velocities since yesterday, in better agreement. BUFKIT
momentum transfer shows peak gusts 50-58 kts (55-65 mph) across
much of our forecast area. 30 meter winds are over 50-55kts
during the day Monday. Boundary layer winds also peak during
this 09z - 21z Monday time period. Daytime mixing increase and
keeps winds strong/gusty through at least late afternoon Monday.
These wind speeds certainly have the potential to take down
trees and powerlines. Wind gusts may not drop below 35-40 mph
until Monday evening so power outages may be long duration,
especially in the watch area.

The other issue will be the lake effect/upslope snow showers
this period across Central NY...especially north of Cortland
and Norwich. The flow will mainly be 280-290 degrees, so the
heaviest, most persistent snow is expected along and north of
the NY Thruway...especially in Oneida County. Issued a Winter
Storm Watch Sunday evening through Monday evening for Oneida
county, where 5-8 inches of snow is expected along with
significant blowing/drifting snow. The snow will combine with
the strong winds to create near blizzard (or local blizzard)
conditions in the watch area. Further south toward Syracuse,
Tully, Cazenovia, Sherburne etc were looking for 1-3 inches of
snow with blowing snow also a possible issue here.

Monday night: Lake effect snow showers continue up toward
Syracuse, Utica and Rome area in the evening. Just some
scattered flurries or dry further south across Central NY and
NE PA under partly cloudy skies. The snow shower activity
weakens but could shift a bit south into Cortland/Chenango
counties overnight as the flow becomes 310-320 degs. Gusty winds
in the evening 30-40 mph, decrease after midnight to less than
20 mph. Cold, with lows 5 to 15 above zero, and wind chills 5
above to 10 below zero.

.LONG TERM /TUESDAY THROUGH SATURDAY/...
345 PM UPDATE...

Relatively quiet weather period with occasional light snow or
snow showers and seasonably cold temperatures. High pressure
over the northern plains noses east to the mid Atlantic keeping
a supply of cold air on a northwest flow.

Tuesday features cold weather, with lingering lake effect snow
showers or flurries on a WNW flow. Should be mainly dry and
partly cloudy for NE PA this period. Snow accumulations look
light for this period across north-central NY. Northwest winds
decrease 8 to 15 mph Tuesday. Cold with highs in the 20s.

Some uncertainty returns Tuesday night as the GFS brings a
weather system through the area and a period of light snow,
especially north and west. Meanwhile the ECWMF and CMC keep high
pressure over the area with mainly dry weather. For now, used a
blend of the latest guidance which gave chance PoPs for snow
showers west, fading to slight chance east. Continued cold with
lows 5 below to 10 above NY, and 5 to 15 above NE PA.

Wednesday's forecast is still uncertain. The GFS and Canadian
continue to show a weak wave moving through the area from the
midwest, which may bring some light snow to the area, depending
on the track. Meanwhile, the ECMWF continues to show the area
under high pressure with mainly dry conditions. For now, kept
chance POPs in the forecast for light snow due to the
uncertainty. Should the GFS/Canadian solution pan out, some
lingering snow showers are possible Wednesday night, especially
in CNY where there could be lake effect or lake enhanced snow
showers.

Thursday through Saturday:

Some lingering lake effect snow showers are possible on Thursday,
mainly in the morning. Then high pressure likely builds in through
Friday, bringing drier conditions. The forecast for Friday night
through Saturday becomes more complicated, as several models are
indicating another possible low pressure system moving over the
Great Lakes with a possible secondary area of low pressure
developing off the coast (a similar setup to the last several storm
systems to impact the area). Should this occur, another mixed
precipitation event would be possible. Considering this is 7-8 days
away and a lot can change between now and then, only capped POPs at
low end chance and kept P-types simple with a rain/snow mix for now.
This will be fine-tuned throughout the upcoming week should this
continue to be a threat.

Temperatures Thursday and Friday look to be seasonable with highs
generally in the upper 20s to mid 30s. Lows Thursday night likely in
the teens. Friday night through Saturday's temperatures are highly
uncertain, as this will be dependent on if the above mentioned
possible low pressure system impacts the area and if so, what the
track, timing, etc. would be. For now went with a model blend.

.AVIATION /06Z SUNDAY THROUGH THURSDAY/...

Trapped low level cold air is keeping some freezing rain at RME,
SYR, BGM this morning. Slow warming should allow for a change
over to rain at these stations over the next few hours.
Otherwise. IFR ceilings continue as many stations as spotty
light rain continues. The deep low over the Great Lakes will
gradually spin drier air into the region during the day Sunday
raising the ceilings and visibility to MVFR and VFR through the
day. Colder air will bring a chance of snow showers late in the
period.

Wind will be quite strong and getting stronger as the low
deepens and a cold front sweeps through. This will bring the
chance of LLWS and strong gusty surface winds at all terminals.

Outlook...

Sunday night through Monday...Rain showers changing back to
snow showers but also mainly impacting the NY terminals with
intermittent restrictions. Strong gusty winds expected with the
highest winds at KSYR.

Monday night and Tuesday...Mainly VFR conditions but brief
restrictions possible at KRME/KSYR in snow showers.

Tuesday night and Wednesday...Restrictions possible in light
snow.

Wednesday night and Thursday...Primarily VFR.
