...Snow and Mixed Precipitation Developing...

.Snow has continued to develop from northeast Iowa into southeast
Minnesota and north central Wisconsin early this afternoon with
roads becoming snow covered in some areas. Bands of heavy snow
will impact areas mainly near and north of a line from Dodge
Center, Minnesota through Neillsville, Wisconsin. Snowfall rates
of 1 to 2 inches per hour are possible through early evening.
Roads will become snow covered and slippery.

South of Interstate 90, a mix of light snow and sleet is expected,
with some freezing drizzle or light freezing rain possible.
Snowfall accumulations up to 2 inches are possible with a light 
coating of ice possible. The highest chances for light icing are 
over far northeast Iowa into southwest Wisconsin.

Late afternoon and evening travel is likely to be impacted,
including the evening commute.

...Snow North Of Interstate 90...Wintry Mix South...

.Heavy snow continued to impact parts of north-central Wisconsin
early this evening, mostly north of Interstate 94. Visibilities
under 1/4 mile with 1 inch per hour snowfall rates were common.
South of there, some snow was falling to around Interstate 90, but
was quickly moving northeast. However, behind the snow were areas
of freezing drizzle, which could last from 1 to 4 hours. 

So far this evening, locations north of Interstate 90 have 
received 2 to 4 inches, with an additional 1 to 4 inches possible
mostly north of Interstate 90. 

Travel will be impacted tonight - either from snow covered roads,
or from the wintry mix to light icing from freezing drizzle. Take
extra care while moving about this evening. Take it slow and 
expect slippery travel.

South...

.Heavy snow continued to impact parts of north-central Wisconsin,
mostly north of I-94. Visibilities under 1 mile with 1 inch per 
hour snowfall rates were common. South of there, most of the snow
has shifted northeast, leaving mainly areas of freezing drizzle to
a wintry mix. The freezing drizzle will persist for the next 1 to
3 hours, ending for most of the area shortly before midnight. 

State DOTs indicated snow to ice covered roads with numerous
accidents, including rollovers, being reported. 

Travel is slippery to hazardous. Even if you received only 
minimal amounts of snow, icing is likely occurring due to the

.Areas of light freezing drizzle continued across much of the 
area late this evening, leaving a glaze of ice on untreated roads 
and other surfaces. North of Interstate 94, the snow was quickly 
moving northeast out of the area. Additional accumulation of an 
inch or less are expected. 

The freezing drizzle will persist for the rest of the evening
hours, becoming less widespread and diminishing after midnight.

travel will remain slippery to hazardous. Impacts could continue
for many through the Wednesday morning commute. If traveling, slow
down and assume roads are going to be slick. Allow ample time to
reach your destination.

.SHORT TERM...(Today and tonight)
Issued at 339 AM CST Tue Feb 5 2019

The meso models show that a narrow band (1 to 3 county wide) of
heavier snow will be found north of an Austin, Minnesota to Black
River Falls, WI line into this evening. Some locations in this
band could see snowfall totals approaching 6 inches. With negative
ePV located above the 700-600 mb frontogenesis, there will be
potential of maybe some thunder late this afternoon and early
evening. This could enhance the snow rates. The 05.03z SREFs
indicate a 30 percent chance of snow rates exceeding 1 inch per
hour.  Even though this is just hours away, there is still some
fluctuations occurring on the location and amounts. As this snow
band exits the area, soundings indicate that there will be a loss
of ice aloft. This will likely result in a brief period of
freezing drizzle as the snow ends.

South of this heavier band of snow, a wintry mix of snow, sleet,
and freezing rain is expected. Up to a tenth of an inch of ice is
possible in Fayette and Clayton counties in northeast Iowa and in
Crawford, Grant, and Richland counties in southwest Wisconsin.
Snow totals will be up to 2 inches, though once again, there is
some uncertainty with the placement of the heaviest snow, and
higher snow totals could occur.

Late afternoon and evening travel is likely to be impacted,
including the evening commute.

.LONG TERM...(Wednesday through Monday)
Issued at 339 AM CST Tue Feb 5 2019

If today's system was not a mess, the Wednesday afternoon into
Thursday looks even more challenging. Both the GFS and ECMWF are
indicating that the surface and upper level low will track
further to northwest. This does make some sense due to the
longwave trough coming out with it. If this track does indeed
materialize, much of southwest and central Wisconsin could
potentially end up mainly rain. Meanwhile, there would a
deformation band of heavy snow on the northwest of this system.
Meanwhile, the NAM has a much weaker system. This results in a
wintry mix of freezing rain and snow south of Interstate 90 and
snow across the remainder of the area. With this system being
weaker, the QPF remains light. More winter headlines may be needed
with this system.

Wind chills on Friday night and Saturday morning will range from
15 to 30 below.

.AVIATION...(For the 12Z TAFS through 12Z Wednesday morning)
Issued at 534 AM CST Tue Feb 5 2019

Stubborn MVFR stratus remains intact around LSE but should scatter
out for a bit this morning, returning this afternoon, while RST
simply sees thickening mid level clouds into early afternoon.
However, big downhill trend expected in conditions by 20-22Z as a
batch of snow quickly develops and pushes across the area. Still
some question in the exact placement of the heaviest snow band,
but current signals point to the idea that RST could experience a
period of 1/4 mile in heavy snow, with rates of 1 inch per hour
for a few hours. Will have to closely monitor trends to make sure
that heaviest snow band doesn't shift just a little (i.e. toward
LSE) but it appears LSE will see lighter snow rates and amounts.
All locations may go over to a period of freezing drizzle this
evening as snow departs, but unsure at this time just how long
that might last, or how widespread it will be. Winds remain
relatively light, 10 knots or less from a northerly direction,
shifting easterly through the day.

This Hazardous Weather Outlook is for portions of southeast
Minnesota, northeast Iowa, and southwest into central Wisconsin.

.DAY ONE...Today and Tonight

A Winter Weather Advisory is in effect from 3 PM this afternoon
through midnight tonight.

A 2 to 4 inch band of snow, with locally higher amounts possible,
is expected near and north of Interstate 90 this afternoon and
evening. Elsewhere there will be a mix of snow, sleet, and
freezing rain. Up to a tenth of icing and up to 2 inches of snow
is expected in areas where the wintry mix occurs. Expect a
slippery evening commute.

Ice jams are also possible through tonight as runoff from recent
melting snow continues, and ice breaks up on streams and rivers.
Localized flooding could result.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday

Additional accumulating snow and ice appears likely from
Wednesday afternoon into Thursday, though at this time, it
remains too early to determine exact amounts.

Wind chills on Friday night and Saturday morning will range from
15 to 30 below.
