.Light snow will gradually end across west central and central
Wisconsin as the afternoon progresses. Roads will still be snow

way to go.

Dangerously cold air will begin to spread in later today and
overnight. Wind chill values of 35 to 60 below are expected from

URGENT - WINTER WEATHER MESSAGE
National Weather Service La Crosse WI
1237 PM CST Mon Jan 28 2019

...Difficult Travel Still In Central Wisconsin...

.Light snow continues to fall in central Wisconsin and accidents
continue as well. Light snow will gradually end across west
central and central Wisconsin as the afternoon progresses. Roads
will still be snow covered and travel hazardous through mid-
afternoon there. Further west, snow has ended in Minnesota and
Iowa.

Some improvement has been seen in the far north and far southwest
in Wisconsin, and extreme northeast Iowa. The winter storm warning
has been cancelled there.

As winds increase into the 15 to 25 mph range this afternoon,
some drifting is expected to keep roads slippery.

While travel will slowly improve across the region, roads will
remain slippery or hazardous, and slower speeds will be the safe
way to go.

Dangerously cold air will begin to spread in later today and
overnight. Wind chill values of 35 to 60 below are expected from
tonight into Thursday, with Wednesday morning expected to be the
coldest. Take this cold seriously as it could be life-
threatening!

338 PM CST Tue Jan 29 2019

...Wind Chill Warning Now In Effect for Dangerous Cold...

.Late this afternoon, wind chills were in the 30 to 40 below zero
range across southeast Minnesota. Winds have increased in many
areas, with 30 to 35 mph wind gusts. Snow showers have also
developed and a dusting of snow on roads, combined with blowing

Wind chills and temperatures will continue to fall through the
evening, becoming dangerous for those outdoors. This historical
cold will last through Thursday morning.

Take this cold seriously as it could be life-threatening! Avoid
or reschedule outdoor activities if possible. Frequently check on

What forecasters said that day

The local office's own words before this wind chill warning went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS La Crosse, WI wrote its last area forecast discussion before this wind chill warning went out at Jan 28, 4:07 AM CST, 20 minutes earlier.

Area forecast discussion, Jan 28, 4:07 AM CST, 20 minutes before
Area Forecast Discussion
National Weather Service La Crosse WI
407 AM CST Mon Jan 28 2019

.SHORT TERM...(Today and tonight)
Issued at 407 AM CST Mon Jan 28 2019

Latest water vapor satellite imagery shows vigorous shortwave trough
over the Northern Plains States. With QG forcing and lift associated
with the shortwave trough...latest mosaic radar shows light to
moderate snow across the forecast area...with the heaviest snow over
southwest and central Wisconsin.

The 28.00z GFS/NAM/ECMWF and hi resolution models continue to be in
good agreement in moving shortwave trough into the Upper Great Lakes
Region today. Hi-resolution/deterministic models suggest east to
west frontogenetical band of snow developing over central to western
Wisconsin by 12z Monday and lingering over this area through around
15z Monday. Bufkit soundings over this area...indicate a deep
dendritic growth zone area through the band of snow. Based on
this...concerns are higher snowfall ratios and higher snowfall
amounts in central to southwest Wisconsin this morning...mainly
from Adams County to La Crosse County line. Total snowfall amounts
of 10 to 12 inches are possible in this area or along/near this
line.

Pressure gradient tightens across parts of the forecast area this
morning...as surface low tracks into northern Illinois. Greatest
pressure falls remain west/east of the forecast area...however the
far western/southern and eastern areas will be on the periphery
of the tighter pressure gradient. This will cause drifting and
some patchy blowing snow in open areas.

The deterministic 28.00z GFS/NAM/ECMWF show secondary upper level
shortwave trough to track across northern Wisconsin in the wake
of the main shortwave trough tonight. Weaker forcing/lift in
association with this feature will allow for light snow/flurries
to linger over north central Wisconsin tonight.

.LONG TERM...(Tuesday through Sunday)
Issued at 407 AM CST Mon Jan 28 2019

Next concern is very cold arctic airmass filtering into the Upper
Midwest and Great Lakes Region Tuesday into Thursday. Ensembles show
850mb temperatures anomalies remaining minus 3 to minus 4 across
the forecast area and the deterministic 28.00z GFS/NAM/ECMWF
models deepening upper level trough over the Upper Great Lakes
Region with 925mb temperatures falling to around 35 degrees
celsius below zero. High temperatures are expected to be in the
single digits to teens below zero and low temperatures around 30
degrees below zero. Combined with the wind...wind chill values
will be in the minus 30 to minus 60 range. Wind Chill
Advisories/Warnings are in effect tonight through Thursday.

The 28.00z GFS/NAM suggest PV advection at 500-300mb layer...steeper
low level lapse rates near the surface and weak QG forcing
aloft Tuesday afternoon/evening. This could produce isolated/scattered
snow showers across parts of north central and central Wisconsin.
Have introduced small chances of snow for this.

The 28.00z GFS/ECMWF/GEM breaks down upper level trough and
builds shortwave ridge into the Upper Midwest and Great Lakes
Region Friday into Sunday. Southerly flow aloft will advect warmer
temperatures into the forecast area...with highs potentially
climbing into the 30s Saturday. The deterministic models suggest a
couple of impulses embedded in the southwesterly flow aloft to
track into the Upper Great Lakes Region. Confidence in timing and
placement of shortwave troughs is very low...however models
suggest some light precipitation over the forecast area
Saturday...and a stronger impulse potentially for Sunday and bring
another round of rain or snow across the forecast area.

&&

.AVIATION...(For the 06Z TAFS through 06Z Monday night)
Issued at 1029 PM CST Sun Jan 27 2019

Snow will continue overnight into Monday morning with
predominantly IFR to LIFR visibilities. The snow will gradually
taper off during the day but MVFR stratus will likely persist
through much of the TAF period. SE winds gusting to around 25 kts
will becoming northerly on Monday and eventually northwesterly,
with some gusts around 25 kts expected at KRST.
