...Blowing, Drifting Snow In Open Areas...Snow Persists North of 
I-94...Bitterly Cold Overnight...

.The accumulating snows have shifting mostly north of Interstate
94, and will continue to shift east northeast for the rest of the
evening hours. Additional accumulations in those areas from 1 to 
2 inches possible. 

Strong northwest winds, gusting upwards of 35 to 40 mph, will
drift and blow the fallen snow around - especially across the open
and unsheltered areas of southeast Minnesota and northeast Iowa.
Visibilities under 1 mile will be common in these areas this
evening, with localized white-out conditions possible. 

Travel will remain difficult, especially where blowing and
drifting is taking place. Plan ahead, take it slow, and allow 
plenty of time to reach your destination.

After the snow comes to an end, bitterly cold air returns. Wind 
chills from 20 to 30 below are expected late tonight through 
tomorrow morning. If you must be outside, be sure to dress warm 
and cover any exposed skin.

...Blowing, Drifting Snow In Open Areas...Bitter Cold Returns...

.Strong northwest winds, gusting upwards of 35 mph, will drift 
and blow snow through the overnight hours - mostly across the 
open and unsheltered areas of southeast Minnesota and northeast 
Iowa. Visibilities from 1 to 2 miles will be common in these 
areas overnight, with improvement toward Friday morning.

Travel will remain slippery to difficult, especially where
blowing and drifting is taking place. Plan ahead, take it slow,
and allow plenty of time to reach your destination.

.SHORT TERM...(Today and tonight)
Issued at 415 AM CST Thu Feb 7 2019

Through 5 AM, freezing drizzle will continue then a band of snow,
sleet, and freezing will move northeast across the area between
5 AM and 7 AM. This band was producing thunder across eastern
Nebraska earlier in the night, but has since weakened some.
After this band moves through, the precipitation will then
transition back to freezing drizzle. Additional ice accumulations
will be up to a tenth of an inch mainly south of Interstate 94.

After 9 AM, soundings then show that as strong cold air advection
moves into the area in the wake of a short wave trough we will
see a rapid increase of ice crystals aloft. This will cause a
rapid transition back to snow during mid to late morning. This
snow will then continue into the evening.

Currently have storm total snowfalls of 5 to 9 inches in Clark
and Taylor counties, 4 to 6 inches near Interstate 90, and 1 to 5
inches elsewhere.

With this said, there is concern in the meso models and 07.06z
GFS and NAM that we could potentially be dry slot this afternoon
could reduce snow totals this afternoon significantly. This could
reduce storm snow totals by 1 to 3 inches. This trend will have
to be watched.

With the 925 mb thermal trough remaining along and north of
Interstate 90 into the afternoon, the temperature will be slow to
fall in these areas today. Meanwhile, northeast Iowa and
southwest Wisconsin will see a much faster drop in temperatures.

In addition, winds will become strong and gusty this afternoon and
evening. Wind gusts will be up to 35 mph across western Wisconsin
and up to 45 mph across open and unsheltered areas, especially
parts of southeast Minnesota and northeast Iowa. This will result
in some blowing and drifting snow. Impacts could be less if we get
dry slotted.

a quick recovery in temperatures. Highs will range from 10 to 20
on Saturday and from 15 to 25 on Sunday.

A low pressure system will move east through the Central Plains
and Mid Mississippi River Valley. This has the potential of
producing up to 2 inches south of Interstate 90.

From Monday night into Wednesday, both the operational GFS and
ECMWF are advertising that a significant low pressure system will
impact the area. However, many of their ensembles and even the
latest GEM have either a weak low transitioning to our south or an
Arctic high located over the region, so caution should be heeded
on trending toward this forecast. A quick look at the latest
07.00z GEFS plumes show a tremendous spread in the 850 mb
temperatures. This is due to a potential a major pattern shift in
the upper air pattern toward a positive Pacific-North American.
This is due a moderate to strong Madden Julian Oscillation
transitioning from Phase 7 to 1. Over the past week, there has
been much uncertainty on the speed in which this will take place.

through the early afternoon hours. Vsbys looking to improve thru the
mid/late afternoon hours as the system and heavier snow band
translates east of the area. Still looking like around 4 inches of
snow at KRST and 4-6 inches at KLSE. BLSN to plague the open country
areas of SE MN (including KRST) for the late afternoon/evening hours
as NW winds increase into the 20-G30KT range. MVFR cigs expected to
remain thru the afternoon and at least this evening as strato-cu
clouds/moisture wraps behind the the departing sfc thru mid level
low. Some signals the MVFR clouds may break up/become sct after
midnight but confidence not overly high on this and continued 2K-3K
ft cigs thru 13z Fri. Lower level moisture progged to be quite
shallow after 12z Fri and did trend tafs toward VFR after the 13z
Fri time.
