.The flood warning has been cancelled for the Root River near Houston
and the Zumbro River near Zumbro Falls.

River forecasts take into account both observed and forecast 
precipitation.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

 

Do not drive cars into flooded areas. Remember, it only takes two 
feet of water to float most automobiles, including sport utility 
vehicles. Turn Around, Don't Drown!

.SHORT TERM...(Today through Wednesday Night)
Issued at 232 AM CDT Tue Mar 12 2019

Surface map early this morning has high pressure starting to push
southeast of the area, centered over eastern IL. Skies were clear
across our forecast area with light/calm winds. Temperatures as of 2
am ranged from the single digits above zero over the favored cold
spots of central WI to the teens/lower 20s elsewhere.

Water vapor/IR satellite imagery showing a mid-level shortwave
trough rotating northeast out western SD/northwest NE. This was
producing an arch of mid cloud from southeast SD through western IA
but no precipitation as of yet per latest surface observations.

Look for this shortwave trough to continue lifting northeast toward
the area today with increasing 850mb warm air advection/moisture
transport. This is expected to generate increasing clouds with rain
overspreading the area this afternoon. Plan on highs today in the
upper 30s to the middle 40s which will start to eat at extensive
snow pack in place.

The wave exits east of the area after midnight but then increasing
moisture transport ahead of low pressure over CO will continue areas
of drizzle/rain. Warm/moist air advection across the melting
snowpack expected to produce areas of fog as well. Look for
overnight lows in the middle 30s.

Strong area of low pressure lifts out of CO into the Central Plains
Wednesday into Wednesday night with stronger feed of moisture
transport and warm air advection into the area. This will push more
rain into the area along with a chance of thunderstorms as well with
elevated instability. Highs Wednesday are expected to top off in the
middle/upper 40s with perhaps a few lower 50s across northeast IA
into southwest WI. This will continue to produce significant melting
of the snowpack and the potential for some flooding with runoff and
ponding of water. As such, will maintain a Flood Watch starting at
12z Wednesday, lasting into Thursday. See the hydrology section
below for area river concerns.

.LONG TERM...(Thursday through Monday)

Rain along with the possibility of a few thunderstorms continues into
Thursday as the low tracks overhead. Before the cold front passes
through in the afternoon, look for highs topping off in the 40s/50s.

The low pulls northeast into Ontario Thursday night with cold air
advection on blustery northwest winds overtaking the area. Could see
a light dusting of snow as well.

Cooler cyclonic flow will be over the area Friday into the weekend.
Embedded shortwave energy produces a slight chance for light snow or
flurries Saturday night into Sunday morning. Quiet Sunday afternoon
into Monday as high pressure builds in. Plan on highs in the middle
30s to the lower 40s.

.AVIATION...(For the 12Z TAFS through 12Z Wednesday morning)
Issued at 641 AM CDT Tue Mar 12 2019

VFR conditions at the moment (minus a little bit of MVFR light fog
at LSE) will give way to lowering ceilings and eventually rain
spreading into the area this afternoon and evening, as widespread
IFR or lower conditions develop with warm air overriding the snow
pack. LIFR to VLIFR conditions are expected at RST tonight with
even some dense fog at times, while even LSE lowers into the 500
foot range as rain transitions to drizzle. Winds from the south in
the 10-20 knot range today will gradually weaken tonight, though
even with the stronger speeds, low level wind shear becomes an
issue for all areas later this afternoon and evening with very
strong winds 1500-2000 feet above ground level.

.HYDROLOGY...

With the threat for river flooding enhancing due to snow melt and
rain, a Flood Watch has been issued from Wednesday through
Thursday. Minor to moderate flooding look possible at many of the
forecast points along and south of Interstate 90. Of greatest
concern is the Turkey river where moderate to major flooding look
like a possibility. This is especially the case from Elkader to
Garber.

In addition, there will be the threat for ice jams.

Please continue to monitor latest forecasts concerning this flooding
potential.

This Hazardous Weather Outlook is for portions of southeast
Minnesota, northeast Iowa, and southwest into central Wisconsin.

.DAY ONE...Today and Tonight

No hazardous weather is expected at this time.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday

A Flood Watch is in effect Wednesday through Thursday.

Warmer temperatures and periods of rain will lead to substantial
snow melt and runoff tonight through Thursday. This could produce
flooding on some of the tributary streams and rivers across the
area along with ponding of water in poor drainage areas. At this
time, minor to moderate flooding looks possible on the
Mississippi tributaries, mainly south Interstate 90.

There is a chance of thunderstorms from Wednesday into Thursday
with lightning being the main hazard.

.SPOTTER INFORMATION STATEMENT...

No action needed today, but reports of flooding would be
appreciated this week.

.EMERGENCY MANAGEMENT COORDINATION...

A webinar for the flooding potential is scheduled for 2 PM this
afternoon.
