THROUGH LATE FRIDAY NIGHT...
The National Weather Service in Wakefield has issued a Beach
Hazards Statement, which is in effect through Thursday evening.
* LOCATION...Maryland and Virginia eastern shore coastal locations
and Beaches, including tidal tributaries.
* TIMING...For the Coastal Flood Watch, from late Thursday night
through late Friday night. For the Beach Hazards Statement,
through Thursday evening.
* COASTAL FLOOD IMPACTS...Up to one foot of inundation above
ground level is possible in low-lying areas near shorelines
and tidal waterways.
* SHORELINE IMPACTS...Flooding of vulnerable areas could result
in an elevated threat of property damage to homes and
businesses near the waterfront and shoreline. Water will be 1
to 2 feet above ground level in some areas resulting in a
sufficient depth to close numerous roads and threaten homes
and businesses. Flooding will extend inland from the
waterfront along tidal rivers and bays resulting in some road
closures and flooding of vehicles.
* SURF OR RIP CURRENT RISK...Breaking waves of 3 to 4 feet
will result in rough surf conditions and a high risk of rip
currents Thursday.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Coastal Flood Watch means that conditions favorable for
flooding are expected to develop. Coastal residents should be
alert for later statements or warnings...and take action to
protect property.
A Beach Hazards Statement is issued when threats such as rip
currents...longshore currents...sneaker waves and other hazards
create life-threatening conditions in the surf zone. Caution
should be used when in or near the water.

the Middle Peninsula and York County on the Peninsula.

ground level is possible in low-lying areas near shorelines
and tidal waterways.
* SHORELINE IMPACTS...Flooding of vulnerable areas could result

...COASTAL FLOOD WATCH REMAINS IN EFFECT FROM LATE TONIGHT
THROUGH LATE FRIDAY NIGHT...
* LOCATION...Bayside of the Lower Maryland Eastern Shore and
Western Shore of the Chesapeake Bay in Virginia including the
Northern Neck, the Middle Peninsula and York County on the
Peninsula.
* TIMING...From late tonight through late Friday night.
* COASTAL FLOOD IMPACTS...One to two feet of inundation above
ground level is possible in low-lying areas near shorelines
and tidal waterways.
* SHORELINE IMPACTS...Flooding of vulnerable areas could result
in an elevated threat of property damage to homes and
businesses near the waterfront and shoreline. Water will be 1
to 2 feet above ground level in some areas resulting in a
sufficient depth to close numerous roads and threaten homes
and businesses. Flooding will extend inland from the
waterfront along tidal rivers and bays resulting in some road
closures and flooding of vehicles.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Coastal Flood Watch means that conditions favorable for
flooding are expected to develop. Coastal residents should be
alert for later statements or warnings...and take action to
protect property.

The National Weather Service in Wakefield has issued a Coastal
Flood Watch, which is in effect from Friday morning through late
Saturday night.
* LOCATION...Northampton County Virginia.
* TIMING...From Friday morning through late Saturday night.
* COASTAL FLOOD IMPACTS...Up to two foot of inundation above
ground level is possible in low-lying areas near shorelines and
tidal waterways.
* SHORELINE IMPACTS...Flooding of vulnerable areas will result in
an elevated threat of property damage to homes and businesses
near the waterfront and shoreline. Water will be 1 to 2 feet
above ground level in some areas resulting in a sufficient depth
to close numerous roads and threaten homes and businesses.
Flooding will extend inland from the waterfront along tidal
rivers and bays resulting in some road closures and flooding of
vehicles.
* COASTAL FLOOD IMPACTS...Up to one foot of inundation above
ground level is possible in low-lying areas near shorelines
and tidal waterways.
* SHORELINE IMPACTS...Flooding of vulnerable areas could result

Thursday through Friday before lifting northeast and away from
the area Friday night. High pressure builds into the area Saturday.

.NEAR TERM /UNTIL 6 AM THURSDAY MORNING/...
As of 900 PM EDT Wednesday...
Adjusted pops slightly for the evening. A slight chance of
showers across the northern part of the CWA ahead of an
approaching cold front. Also lowered pops this evening across NE
NC where earlier convection associated with Hurricane Dorian has
dissipated, and short term guidance agrees that chances should
remain low in that area through pre-dawn tomorrow. Lows tonight
in the upper 60s inland to lower 70s near the coast.

.SHORT TERM /6 AM THURSDAY MORNING THROUGH SATURDAY/...
As of 330 PM EDT Wednesday...
Convective bands ahead of Dorian wil continues to overspread the
area Thurs from the south. PoPs ramp up (likely/cat) during the
aftrn across the sern half of the area with chc PoPs across the
nw. There will also be a chc of thunder across the se due increasing
instab. SPC has ne NC in a marginal svr risk. As usual with tropical
systems, the threat is for spin up tornadoes in mini supercells.
Cloudy and cooler with highs 75-80.
Latest track of the storm has slowed a bit since yesterday with the
previous shift adjusting for this last nite. Although shwrs continue
to overspread the area Thurs nite, it appears the heaviest rainfall
will be after midnite through most of Fri. With Atlantic moisture to
tap along with some heavier f-gen banding, conditions are coming
together for a prolonged period of mdt-hvy rain across sern VA/ne
NC. Given this along with being in a ERO risk, will issue a flash
flood watch for sern VA and ne NC Thurs nite and Fri. Bumped up QPF
a bit, but not much from the previous forecast. Basically 4-8
in the watch area (highest across the nrn Outer Banks) in in the
watch area rapidly dropping off to the west of there. Lows Thu
night in the 60s to lwr 70s se, and highs Fri 75-80.
Rain tapers off and ends along the coast Fri nite. Winds diminish as
well. Clrg late. Lows in the 60s.
This appears to be a decent wind maker. Tropical headlines remain in
place ivof the water. Gusts aoa 40 mph quite likely across the
Piedmont Fri as the system slowly pulls off to the east with some
dry air entrainment expected for a 6-12 hr period. Given the rainfall
combined with the wind, would expect power outages Fri.
High pressure builds into the area Sat. Look for mstly sunny skies
with highs low-mid 80s west of the bay, arnd 80 near the water.

.LONG TERM /SATURDAY NIGHT THROUGH WEDNESDAY/...
As of 300 PM EDT Tuesday...
Drier conditions arrive behind Dorian for the first half of the
weekend as high pressure builds in behind the storm. A cold front
drops south across the region Sunday and stall across southern
VA. This boundary will provide a chance for scattered showers
Sunday afternoon into early next week. High temperatures will
generally range from the lower to mid to upper 80s Saturday and
Sunday. Cooler on Monday with highs ranging from the upper 70s
to lower 80s. Overnight lows will generally range from the upper
50s to lower 60s across the NW Piedmont to the upper 60s along
the coast.

.AVIATION /01Z THURSDAY THROUGH MONDAY/...
As of 745 PM EDT Wednesday...
VFR conditions to begin the period tonight. Mid and high clouds
from Hurricane Dorian have spread across the region. Near term
model guidance keeps VFR ceilings and vsbys through the
morning. Rain associated with Dorian will begin to approach NE
NC by Thursday morning. Have VCSH at KECG beginning at 12Z. By
Thursday afternoon and evening showers are more likely at
KORF/KPHF/KECG. MVFR ceilings are likely by late Thursday as
shower coverage increases...possibly dropping to IFR at times in
heavier rain bands. Winds will be southerly tonight turning to
easterly by Thursday morning and remaining easterly through the
TAF period. Wind gusts of 20-25kts are possible Thursday
afternoon and evening at KORF/KECG.
Outlook...Poor flying conditions expected Friday due to
Hurricane Dorian. Periods of heavy rain leading to reduced
ceilings/vsbys and gusty N/NE winds expected especially at
eastern TAF locations. VFR conditions return by Saturday as
Hurricane Dorian pulls well away from the area.

.MARINE...
As of 530 PM EDT Wednesday...
Latest sfc analysis shows ~1021 mb high pressure centered over the
Upper Midwest, with low pressure tracking through srn Quebec. The
trailing cold front was located from nrn New England-srn PA-NW VA.
Meanwhile, Hurricane Dorian continues to track NNW paralleling the
FL coast and is now positioned ~120 miles E of Jacksonville, FL.
Winds over the waters are S-SE at 10-15 kt. Seas are around 3 ft,
with waves on the Ches Bay of 1-2 ft. The aforementioned cold front
approaches the area tonight before stalling somewhere over the nrn
half of the CWA by 12z Thu high pressure builds across the Great
Lakes.
Models/NHC are in agreement that Dorian tracks NNW then turns to the
N-NNE tonight before becoming centered ~100 miles E of Savannah, GA
by 12z Thu before moving to just S of Myrtle Beach by Thursday
evening. The NHC forecast continues to call for the center of Dorian
to come dangerously close to the coast of North Carolina late
Thursday night before nearly making landfall near Cape Lookout
around/just before sunrise Friday. Still some slight disagreement in
the models with respect to the track of Dorian. 12z/04 Global
models (such as the GFS/ECMWF) have a track similar to/just SE
of the official NHC track. Mesoscale/convection-allowing models
(e.g NAM/NAM Nest), have a track to the NW of NHC's track. This
latter solution would bring significant impacts to a larger
portion of the CWA (and slightly higher winds/seas to the marine
area). Will go largely with the NHC track for the marine
forecast.
Seas are progged to build to 4-7 ft from south to north Thursday
evening and continue increasing to 13-18 ft by midday Friday. Winds
will turn to the E-NE across the entire area by Thu evening and
increase to ~20 kt (sustained) by 00z Fri. Hurricane Warnings are
now in effect for the waters of NE NC, with Tropical Storm Warnings
in effect for the Ches Bay/coastal waters S of Chincoteague. In
addition, a Tropical Storm Watch has been issued for the
northernmost coastal zone (ANZ650). The onset of tropical storm
force (mainly ENE-NE) winds will likely be sometime around 03-06z
Fri, with tropical storm force winds persisting into Friday evening
for at least a portion of the marine area as Dorian pulls offshore
and winds turn to the N then NNW. Hurricane Dorian will begin
acquiring some extratropical characteristics due to its interaction
with the aforementioned stalled cold front and a strong upper level
jet, causing the wind field to expand. As a result, the highest wind
gusts will likely come on the back side of the storm (likely from
the mid-morning through aftn hours on Fri) as winds shift from the
NE to NNW due to cooler air wrapping in behind the
system...promoting mixing of higher winds aloft over the waters.
Model consensus has 925mb winds of 55-75 kt (highest S) on the back
side of the storm (with the NAM having 925mb winds of 80-90 kt in
the srn coastal waters. Therefore, expect a few gusts
approaching/potentially exceeding hurricane-force across the srn
Ches Bay/coastal waters from Parramore Island to the VA-NC border on
the back side of the storm. Gusts to 65-75 kt are expected over the
waters S of the VA-NC border on Friday (where the Hurricane Warning
is in effect). Will continue to mention the tropical storm
conditions in areas N of the VA-NC border in the coastal waters
forecast, with hurricane conditions in the Currituck Sound/ANZ658.
Marine interests are strongly encouraged to continue monitoring the
latest forecast from the NHC regarding the progress of TC Dorian, as
there will likely be significant impacts across the marine area
(especially S).
Winds/seas slowly diminish from Friday night into the weekend as
Dorian moves away from the area. However, seas will likely remain
aoa SCA thresholds through Saturday night while winds remain aoa 20
kt over the Ches Bay/25 kt over the ocean through early Saturday
morning. Sub-SCA conditions return on Sunday. A cold front
potentially crosses the waters early next week, but conditions will
most likely be sub-SCA with the FROPA.

.TIDES/COASTAL FLOODING...
As of 615 PM EDT Wednesday...
Little to no coastal flooding is currently forecast through
Thursday. However, the threat increases for tidal flooding as
Dorian approaches the region and NE winds increase. While minor
coastal flooding is possible Thu night, moderate to major
coastal flooding is likely on Friday across the Lower Ches Bay,
and the Atlantic coast of SE VA/NE NC and areas near the
Albemarle Sound in NE NC. This is where a Storm Surge Warning is
now in effect due to the potential for 2-4 feet of inundation
above ground. A Coastal Flood Watch has been issued across the
Lower Ern Shore, VA Northern Neck, and VA Middle Peninsula.
There is the potential for moderate coastal flooding in the
watch area on Friday. Minor to potentially moderate coastal
flooding will likely linger across areas adjacent to the Ches
Bay through Fri night/Sat due to water being trapped in the bay.
