Flash flooding will be a concern where storms train or pass over the same area of the eastern plains repeatedly or anchor over the same spot in the Sacramento Mountains. Breezy to windy southwest winds will peak Sunday and Monday focusing over the western high terrain and northeastern plains, with gusts of 40 to 50 mph. .SPOTTER INFORMATION STATEMENT...
