The Flash Flood Watch continues for

* Portions of central Utah and southern Utah, including the 
  following areas, in central Utah, San Rafael Swell. In 
  southern Utah, Glen Canyon Recreation Area/Lake Powell, South 
  Central Utah, Southern Mountains, Southwest Utah, and Utahs 
  Dixie and Zion National Park.

* From Monday afternoon through late Tuesday night

* Tropical moisture associated with Hurricane Rosa will surge
  northward into Utah beginning Monday providing scattered to
  numerous showers and thunderstorms that will produce locally 
  heavy rainfall.
  
* Flash flooding is possible near burn scars, slot canyons, 
  normally dry washes, steep terrain and urban areas with poor 
  drainage. Streams and rivers will be running fast and high by 
  mid week. Travel may be impacted by mid week due to debris flows
  from burn scars and many unpaved surfaces may not be passable 
  due to muddy conditions. Those planning to be outdoors next week

* Flash Flood Watch for portions Utah, including the following
  areas. In central Utah, Central Mountains and Wasatch 
  Plateau/Book Cliffs. In northern Utah, Southern Wasatch Front 
  and Wasatch Mountains South of I-80. In southern Utah, Southern 
  Mountains and Utahs Dixie and Zion National Park.

* Through late tonight

* Moisture in place across the area will fuel scattered showers
  and thunderstorms this morning into this afternoon. Rain showers
  will become more numerous this evening and overnight with
  isolated to scattered thunderstorms continuing. Periods of heavy
  rain will be possible, especially from the stronger 
  thunderstorms.

* Flash flooding is possible near burn scars, slot canyons, steep
  terrain, and urban areas with poor drainage. Travel may be
  impacted by debris flows from burn scars and some unpaved 
  surfaces may not be passable due to muddy conditions. Those 
  planning to engage in outdoor activities should keep an eye on 
  the weather forecast and make contingency plans.

The Flash Flood Watch for portions of northern Utah, southeast
Utah, west-central Utah, and southwest Wyoming has been cancelled.

The potential for heavy rain has diminished early this morning. 
However, isolated to scattered showers and thunderstorms today and
tonight may still produce heavy rain, but any flash flood threat 
will remain isolated.

.SYNOPSIS...Dry and windy conditions are anticipated today ahead
of an approaching Pacific weather disturbance that will bring a
dry cold front into northern and central Utah Sunday afternoon
into early Monday. Tropical moisture associated with Hurricane
Rosa will spread northward into the forecast area early next week,
bringing the potential for widespread heavy rainfall. Moist and
unstable conditions will persist for the middle to latter part of
the upcoming week.

.DISCUSSION...
Impacts...
* Red Flag Warnings for widespread gusty winds and low RH through
  at least today, possibly extending into Sunday for portions of
  central and southern Utah
* Flash Flood threat Monday through midweek

Antecedent Conditions...
Exceptional Drought is occurring centered across San Pete county
and near the Four corners. Extreme drought continues across the
remainder of central and eastern Utah and northeast of the Great
Salt Lake, with Severe drought for the much of the remainder of
the state. Drought scales down to Moderate drought across
southwest Utah.

Big Picture...
During the past 5 days, the pattern across the Pacific remains
amplified and fairly stagnant. A ridge dominates the southwest
CONUS with a closed low off the northern California coast.

MDCARS 400mb-200mb aircraft observations reveal a 90-130kt
cyclonic jet from the northeast Pacific into northern California.

Local Observations...
12Z KSLC RAOB shows a well mixed dry layer to about 550mb, above a
nocturnal inversion, with a subsidence inversion above that
level. Winds are strong and veering with height, an indication of
warm advection.

Precipitable Water values range from 0.10"-0.25" mountains to
0.35"-0.65" valleys.

A 1001mb surface cyclone resides south of Boise, within a
southwest to northeast oriented surface trough. The frontal
boundary stretches near this trough based on 850-700mb Saturated
Equivalent Potential Temperature and Streamline analysis. South of
this boundary strong southwest winds are being observed with
numerous observations of 40-50+ mph gusts in the mountains and
favored valley locations.

24 hour trends:
* Precipitable Water 0.10"-0.35" higher
* Temperatures are 5-15F warmer, except 5-15F eastern areas
* Dewpoint Depression 10-35F lower (moister), except 5-15F higher
  (drier) northern Utah

Forecast...
Fire weather remains the main forecast concern in the immediate short
term. The combination of a 9mb southeasterly pressure gradient,
30-40kts of flow at 700mb, and pressure falls of 4-7mb/3hr should
generate widespread gusty winds this afternoon. Winds across the
western valleys may approach Wind Advisory criteria at times.

Mixing, warm advection and gusty southerly flow will result in
quite a warm afternoon today.

The morning RAOB was quite dry in the low and mid levels,
resulting in meager to no instability. It will be partly to mostly
sunny, with the greatest cloud cover across northwest Utah as
upper level moisture is fed into the state ahead of the closed
low.

Forecast in good shape with only minor edits, including adjusting
the hourly T/RH curve based on the latest observations and model
data.

.PREVIOUS DISCUSSION...
The forecast area remains under dry and mild high pressure this
morning, resulting in mostly clear skies. Southwest flow aloft is
on the increase as a Pacific low moves onshore along the
California coast. This will result in breezy conditions across
much of the area this afternoon that will combine with the dry
airmass to result in large areas of critical fire weather
conditions. See the fire weather section of the AFD for more
details. The warming trend will continue for another day across
northern Utah and southwest Wyoming, but southern Utah will see
slight cooling of the airmass as the low moves onshore, so maxes
will be a few degrees cooler than yesterday.

The low is progged to open up and weaken considerably overnight
before grazing northern Utah Sunday afternoon into early Monday,
pushing a surface boundary through northern and central Utah.
Ahead of the front, gusty southwest flow will persist and will
start to draw tropical moisture associated with Hurricane Rosa
northward. Global models have come into better agreement with the
timing of the moisture, but GFS remains a bit faster than the EC
in this regard. Currently, the moisture is expected to push into
southern Utah Sunday night into Monday, spreading into northern
portions of the forecast area Monday night into Tuesday with the
arrival of the remnant circulation.

PWs are expected to peak in the 1.0 to 1.2 inch range, which is
at least 0.1 inch more than the maximum observed this time of
year. Such an airmass combined with the instability from the
remnant circulation would produce widespread rainfall with the
potential for heavy rain with any showers that develop, especially
over southern Utah where the greatest moisture will be. With
increasing confidence, have raised POPs, especially for the Monday
night/Tuesday period and added more widespread mention of the
heavy rain potential. With the possibility of heavy rain comes the
potential for flash flooding, especially for prone areas such as
burn scars, slot canyons, dry washes, and urban areas with poor
drainage.

Active pattern to remain on tap through late next week. Although
the bulk of the energy from Rosa will be shifting downstream by
Wednesday, pattern will become more heavily influenced by northern
branch short waves interacting with plentiful residual moisture
from the days previous. The initial short wave (previously the
closed low that will have steered the northward trajectory of
Rosa) will finally kick inland while minoring out as it lifts NE
across the area Wed night/Thu. Do note solid jet support
coincident with this, but this wave lacks much baroclinic
structure and should be more showery in nature. Mid level CAA
(though fairly subtle) coupled with additional precip should
continue a net cooling trend.

Globals continue to advertise the kicking short wave will be
quite progressive as it amplifies SE into the Great Basin region
late Thursday into Friday. Baroclinic structure is more pronounced
with this trough, and expect another round of focused precip to
track SE across the area with passage of the mid level front. Will
likely need to increase PoPs further for the later Thursday into
Friday timeframe as timing differences narrow, but for now have
increased roughly 10-20% to begin that trend. Potential exists for
the first accumulating snow for the higher elevation peaks with
this, but it's still a bit early to jump that gun.

Thereafter through day 7 the big picture maintains a long wave
trough over the intermountain west, with additional short wave
energy and a strong anticyclonic jet further amplifying the long
wave pattern into next weekend. Much cooler temps will be
supported with this, but extent of additional precip is less
certain at this time.

.AVIATION...
Winds will be the primary impact to operations at the KLSC
terminal today. South to southeast winds with gusts between 20-30
kts will persist through the day with peak gusts up to 40 kts
possible this afternoon. VFR conditions will prevail under passing
mid and upper level clouds.

.FIRE WEATHER...
ERC values are running close to the 97th percentile across
northern and west central Utah, closer to the 70th-79th percentile
across the southwest. ERCs have been trending higher during the
past several days.

Widespread Red Flag Warning conditions today with gusty southwest
winds and low humidity ahead of an approaching cold front. These
conditions may persist across portions of central and southern
Utah tomorrow as the cold front settles into northern Utah.

Heavy rainfall associated with Hurricane Rosa will advance
northward into southern Utah Monday, and overspread the region
through mid week. Debris flow flooding is a concern, and the
Chance of Wetting Rainfall will be quite high.

This Hazardous Weather Outlook is for the western two thirds of
Utah and southwest Wyoming.

.DAY ONE...Today and Tonight

Gusty southwesterly winds will combine with a very dry airmass to
produce critical fire weather conditions this afternoon into this
evening across all but southern Utah. Any fires that develop will
have the potential to spread rapidly.

.DAYS TWO THROUGH SEVEN...Sunday through Friday

Tropical moisture associated with Hurricane Rosa will spread
northward into the area beginning Sunday. Southern Utah will see
the potential for heavy rain as early as Monday, with the threat
spreading into northern Utah and southwest Wyoming Monday night
into Tuesday. The moist and unstable airmass will remain over the
region for much of the week. With this rain, there will be the
possibility of flash flooding, particularly over prone areas such
as burn scars, slot canyons, normally dry washes, and urban areas
with poor drainage.
