.SYNOPSIS...
A cold trough dropping into the Great Basin today will spark
numerous showers across portions of Riverside, and mainly San Diego
Counties today. Rain will change to snow in the mountains, and
strong southwest winds may make for hazardous travel in some areas.
Strong, dry, and cold northeast winds will follow late tonight
through Tuesday night. Fair, with a warming trend for the latter
half of the week, but with chilly nights. Another storm system is
possible early next week with more widespread rainfall possible.

.DISCUSSION...FOR EXTREME SOUTHWESTERN CALIFORNIA INCLUDING ORANGE...
SAN DIEGO...WESTERN RIVERSIDE AND SOUTHWESTERN SAN BERNARDINO
COUNTIES...

A mix of clouds was indicated in satellite imagery early this
morning and radar showed a few, scattered, light showers moving
rapidly from SW to NE. Measured amounts of rainfall were below 0.05"
through 7 AM PST and mainly in the San Diego County mts. The sfc
pressure gradients were already turning offshore from the NE, but Sw
winds were howling in the San Diego County mts with peak gusts of 55
to 66 MPH. The 12Z Miramar sounding showed the marine layer
rocketing to 5K FT this morning, topped by a 4.5C inversion. NW
winds were 40KT at 9K FT.

Freezing levels are mostly above 5500 FT currently but southwest
winds are gusting over 50 MPH and looks like we have a lot of fog in
the mountains so updated the forecast to include these hazards.
Freezing levels will fall rapidly at some point later today which
will pose a hazard for travelers, along with the current hazards so
the Winter Weather Advisory remains in effect. No other forecast
changes this morning.

From previous discussion...

The weather as we finish 2018 and begin 2019 is going to be pretty
cool. Lots of different weather elements will be invited to
tonight's party. A deep low pressure trough is dropping south
across the western states today. It has already spun up a vigorous
coastal eddy, which has produced clouds across most of the coastal
basin. The sudden lift in this lower cloud layer has already
produced light showers in southwest San Diego County. The
trajectory of the trough is such that onshore flow will increase
the chance of showers today, mainly for San Diego County, but also
the mountains of Riverside County. Best chances of precip are from
late morning through early evening, and across southern San Diego
County. Light snow is expected mainly above 5,000 feet in
Riverside and San Diego Counties, where an inch or two could
fall. It may briefly impact highways through these mountains this
evening for holiday travelers even along I-8, hence the Winter
Weather Advisory in San Diego County. Measurable rainfall is not
likely in the metro areas, but a few spots could accumulate. In
San Diego County, precip should range between a few hundredths
along the coast up to a half inch for spots in the mountains. A
few spots could even measure in the Anza Borrego Desert. All
showers will end before the clock strikes midnight. Right on the
heels of this minor precip event will be the offshore winds. By
late morning today they'll get started in and below the Cajon Pass
and head on into Orange County this afternoon. Offshore winds
will develop and strengthen tonight across the region, but with
strongest winds in and just below foothills, and especially in the
corridor between Cajon Pass and central Orange County, where
gusts will reach 65 mph. Winds will peak Tuesday before decreasing
Tuesday night, however it will continue breezy in the foothill
areas through Wednesday. Offshore flow will continue all the way
into Saturday, but with only isolated breezy pockets in the
foothills. Skies will be mostly clear Tuesday through Thursday
under high pressure aloft. As the skies clear and winds calm
down, it will be quite cold each night. Frost is possible in the
valleys. More high clouds Friday as the high begins to break down
ahead of a Pacific trough of low pressure. This advances pretty
rapidly from the west and grabs quite a lot of moisture from the
south. Models have been consistently depicting rain on Sunday, but
less consistent on other details, like when it starts Saturday or
ends Monday, or not. I'd plan on rain Sunday for now, but tune in
for those finer details during this week. Right now it looks like
a warmer storm with high snow levels and possibly copious
rainfall, but there is a lot of wiggle room in the model solutions
before they lock in on something to count on.

.AVIATION...
311617Z..Coast/Valleys/Mountains...BKN stratus layers with bases
2000-3500 ft MSL and tops gradually building to 8000 ft MSL by the
afternoon. ISO light -SHRA this morning becoming more widespread
after 18Z, with greatest concentration in San Diego County. Local
vis 4-6 SM in showers, with mountain obscurations in clouds/fog.
Precipitation ending by 01/06Z with low clouds clearing from north
to south this evening as offshore flow develops.

Areas of northeast surface winds 15-25 knots with gusts 30-40 knots
will develop late afternoon VCNTY KONT, KSBD, KRAL, and KSNA. Winds
strengthening overnight and spreading into San Diego County. STG-SVR
UDDFS and LLWS developing over and SW/W of the mountains.

Deserts...BKN-SCT clouds this afternoon with bases mostly above 8000
ft MSL. -SHRA possible in the San Diego County deserts after 18Z,
ending in the evening.

.MARINE...
Northeast winds 15-25 knots will develop over the coastal waters
tonight through Tuesday morning, mainly off the coast of Oceanside
northward. A Small Craft Advisory is in effect from 9 PM this
evening through 10 AM Tuesday.

FIRE WEATHER...As the strong NE winds develop, RH will crash into
the 10-15% range later on Tuesday, with poor overnight recovery in
the wind-prone areas. Meteorologically, critical Fire weather
conditions are likely over an extended period from late Tuesday
morning through Wednesday. Due to the recent rains and poor
evaporation this time of year, fuels appear too damp to warrant any
fire weather product issuance at this time.
