.UPDATE...The forecast was updated to add fog for mainly interior
lowlands through Sunday morning. Lack of clouds has allowed the
fog to develop.

.PREV DISCUSSION... /issued 1000 PM PST Sat Nov 24 2018/
SYNOPSIS...A weak front will stall just offshore and most of
Western Washington will remain dry into sunday. A strong frontal
system will reach Western Washington Monday, with heavy rain on the
coast, in the Olympics, and in the north Cascades. Rivers will rise
and windy conditions are possible.
SHORT TERM...A weak front just off the coast will bring a little
spotty light rain to the north coast and Olympics, but most of the
area will stay dry into Sunday. There are some mid and high clouds
moving across the area, as well as patchy fog tonight.
A much stronger system is expected to begin to affect the area
Sunday into Monday. This system will bring rising snow levels, to
well above 8000 ft by Monday morning and a pattern optimal for heavy
rain along the coast, southwest slopes of the Olympic Mountains, and
the west slopes of the northern Washington Cascades. Rainfall is
expected to really ramp up Monday morning with the heaviest period
Monday afternoon especially over the coast and Olympics. Rainfall
will likely produce significant rises on area rivers and the
potential for river flooding especially those the flowing off the
Olympics and north Cascades. A hydrologic outlook has been issued to
highlight the potential for river flooding.
In addition to the expected rainfall with this system, lingering
cold air at the passes - including Snoqualmie and Stevens
Passes - will support at least the possibility for some freezing
rain over a short period of time as precipitation begins to work
inland Monday morning. While this may not result in significant or
even widespread ice accumulation, if it occurs it would certainly
impact travel over the passes. Finally this system is also
expected to bring locally windy conditions over the coast and
northwest interior as the surface low approaches the coastal waters.
Winds will rise Sunday night, with the strongest winds likely
occuring Monday afternoon into the evening, again for the coast and
the north interior. For most other areas, this will likely result in
breezy conditions.
LONG TERM...Medium range models continue to show heavy rain
will lingering at times along the coast, Olympics and North cascades
into Tuesday morning, then begin to taper off as the forcing driving
the heavier precipitation moves southward into Oregon and Northern
California. The leading upper level trough also shifts across the
region on Tuesday which will help snow levels to fall to
near 5500 feet. Precipitation will become more showery Tuesday
afternoon and evening. The medium range models differ pretty
significantly beyond Tuesday. There is a hint of system
affecting the area on Thursday with snow levels around 3000 to 4000
feet and a possibility of heavy snow in the mountains at the end of
the period.
AVIATION...Mid and high clouds into Sunday, plus patchy fog tonight
and Sunday morning. The coast will see some spotty light rain, but
the front just off the coast is rather weak. A strong front will
arrive Monday.
KSEA...Some mid and high clouds into Sunday. Some patches of fog
should stay in the valleys with Sea-Tac above that.
MARINE...A weak front over the offshore waters will continue to
approach the coastal waters tonight, then stall just west of the
waters late tonight through Sunday. Expect small craft advisory
south to southeast winds to develop this evening across most of
the coastal zones, to spread into the most southeastern coastal
marine zone late tonight, then spread to the western entrance to
the strait Sunday morning. Small craft advisories are now in
effect for all of the coastal zones and the west entrance to the
strait.
A stronger frontal system will move through the waters Monday and
Monday night. This front will likely produce widespread gales along
the coast, at the entrances to the strait, and in the northern
inland waters. A gale watch has been issued for those waters as
well as for Admiralty Inlet starting late Sunday night.
Winds and seas will gradually improve midweek.
HYDROLOGY...Rising snow levels combined with heavy rain associated
with a strong Pacific storm system will result in potential
for flooding on some of the rivers flowing off the Olympic
range and north Cascades. South-southwest 850 mb winds are
anticipated to strengthen to 45-55 knots on Monday. This pattern
supports potentially high rainfall rates due to strong upslope
flow.
At this time, the Skokomish and Nooksack rivers are forecast to
flood early next week with other rivers rising to near flood stage
such as the Stillaguamish and Satsop rivers.
