The National Weather Service in Blacksburg has expanded the

* Flash Flood Watch to include portions of south central 
  Virginia, southwest Virginia, and west central Virginia, 
  including the following areas, in south central Virginia, 
  Halifax, Henry, and Pittsylvania. In southwest Virginia, 
  Montgomery, Pulaski, Smyth, and Wythe. In west central 
  Virginia, Franklin and Roanoke. 

* From Saturday morning through Monday evening.

* Heavy rain from Florence will lead to flash flooding across the
  area, especially by Saturday afternoon and evening into Monday.
  4 to 8 inches of rain are expected, with locally higher amounts
  of 10 inches or more possible along the Blue Ridge. 

* Life-threatening flash flooding may develop as heavy rain 
  bands occur this weekend into Monday. Streams and creeks may 
  rise quickly during heavy rain and flood. 

* As the excessive rainfall occurs across the headwaters of the
  larger rivers, moderate to perhaps major flooding could occur
  especially along the New, Roanoke and Dan rivers Sunday night
  into early next week. 

* Rainfall of more than five inches in similar storms has been
  associated with an increased risk of landslides and rock slides.

.SYNOPSIS...
Hurricane Florence will start to influence our weather by
pushing clouds and showers into the region through Friday. The
storm will then bring periods of heavy rain, strong gusty winds,
and the possibility of significant flooding to the Appalachians
and central mid Atlantic region this weekend. Conditions will
gradually improve through early next week as the slow moving
storm gradually moves away from the region

.NEAR TERM /THROUGH TODAY/...
As of 245 PM EDT Thursday...

Afternoon satellite imagery shows cloud bands associated with
hurricane Florence pushing into the region from the east but
still some breaks of sun west of the Blue Ridge. Radar shows
some isolated showers also pushing into the region from the
east and expect some showers to develop well west of the Blue
Ridge where some surface based instability is generating a
vigorous cumulus cloud field. Believe any scattered
showers/storms in the west will occur outside of our region
further int WV and southwest VA, and showers pushing in from the
east will remain isolated to widely scattered. However, this
will be changing as rain associated with Florence gradually
pushes in from the east and becomes steadier and more widespread
through Friday afternoon. This rain will still be on the light
side with the heavier rainfall associated with the storm holding
off until this weekend. Winds will also be on the increase
through tomorrow with gusts around 30MPH possible across
Southside VA bu Friday afternoon, decreasing further to the west
and north.

Lows tonight will generally be in the lower 70s east of the Blue
Ridge with mid/upper 60s to the west. Highs Friday will
generally in the upper 70s to near 80 east to mid/upper 70s
west.

.SHORT TERM /TONIGHT THROUGH SUNDAY NIGHT/...
As of 330 PM Thursday...

For this weekend, the center of weakening Florence is expected
to move westward through the Carolinas, then turn north along
the spine of the Appalachians late in the weekend. This will
subject the forecast area to gradual deteriorating weather
conditions with periodic showers morphing into areas of rain.
The rain will become heavy at times and will likely lead to
flooding issues as we transition into the first part of next
week. Flash flood or flood watches will likely be needed for
some portion of the forecast area. The only reason we are
holding off attm is that changes in the track of Florence may
delay the onset of heavier precipitation and there is no reason
to headline the forecast in the near term and possibly part of
the short term forecast. This does not mean folks should delay
preparation. It appears highly likely that at some point in the
life cycle of this system that we will undergo an extended
period of heavy rain... the models suggesting later in the
weekend as opposed to earlier.

In addition to the rain threat, winds will gradually increase
across the forecast area this weekend with magnitudes averaging
in the 15 to 20 mph range with some gusts approaching 30 mph.
Exposed ridge tops, such as the Blue Ridge Parkway may
experience gusts up to 40 mph. As we get closer to the time in
question, we may hoist wind advisories, not so much for the
wind speed, but the impact of even slightly gusty winds will
have on trees that will be in progressively saturated soils.
Trees will be more easily blown down than usual. As such, folks
should also prepare for potential power outages.

Abundant cloud cover and precipitation will lead to very little
temperature flucuation this weekend with daytime high vs.
overnight lows remaining within a 5 to 15 degree spread.

.LONG TERM /MONDAY THROUGH THURSDAY/...
As of 345 PM EDT Thursday...

Unfortunately, much of this period will continue to be dominated
by the remnants of Hurricane Florence. And also, unfortunately,
there still remains considerable differences in the timing,
especially with respect to the northward turning of the system,
and its eventual exit of the region, which will impact the
expected rainfall across our forecast area. The current forecast
entertains a blend between the progressive models which move the
storm progressively, versus some of the slower solutions which
are steering the system along at a snails pace. Until model
consensus becomes more apparent, we will continue to blend the
solutions. That said, this produces a wide set of goal posts
with respect to forecast storm total rainfall, ranging from 5
to 15 inches. With some voice of confidence the high end totals
will be favored along the upslope areas of the Blue Ridge
southwest of Roanoke and into the North Carolina High Country,
closer to the forecast track of the storm center.

At some point, as the storm gains latitude, we will become
subject increasing wind shear and potential for spinup of weak
tornadoes. Monday appears to be the most favorable day if this
occurs.

By far, the main threat will be the potential for excessive
rainfall, and folks should prepare for the worst case scenario
as opposed to watching the day to day fluctuations in the
forecast rainfall amounts which are being governed by the
inconsistency in the models.

Until the storm clears the forecast area, which may take until
mid week, temperatures will change little through the period,
remaining well above normal for lows in the mid 60s to lower 70s
and maximum temperatures near to slightly below normal for highs
with readings mostly in the 70s.

.AVIATION /06Z FRIDAY THROUGH TUESDAY/...
As of 120 AM EDT Friday...

Dropping ceilings to MVFR/IFR already as far west as the Blue
Ridge and will see this spread into ROA/BCB in the 06z/09z time
frame, reaching LWB/BLF 08z-12z. Sub 1kft ceilings will be
prevalent in the LYH/DAN area and some at LWB since the low
levels remain highly moist, and northeast to east flow sends
more moisture our way. Will see gusty winds to 20kts at times in
the piedmont with possibility for a light shower.

As we head into Friday will see cigs turn back to MVFR as mixing
increases around Florence. Not too confident in the rainfall
threat during the day in the mountains and think subsidence will
keep areas west of the mountains fairly dry, but cannot rule out
a shower. Will see better chances for rain showers at LYH/DAN by
early-mid afternoon with cigs in the IFR to MVFR range.

Northeast winds will gust as high as 25 to 30kts in the
piedmont.

Cigs will trend low again after sunset in all locations.

Medium confidence in cigs and winds increasing through the
period.

Extended Discussion...

With Florence now expected to drift west toward the western
Carolinas this weekend...a delay in widespread heavier rain
bands associated with the hurricane with heavy rain may remain
mainly south of most terminals until late Saturday night or on
Sunday. IFR/LIFR will be widespread early next week as remnants
of Florence turns northwest and crosses the southern
Appalachians.

Confidence gradually transitions to below average through
Sunday due to existing uncertainties associated with the
movement and placement of Florence.

.HYDROLOGY...
As of 400 PM Thursday...

The long build-up to this event continues as Florence forecast track
has been adjusted and readjusted. The big question mark at this
point of course remains the QPF--forecast rainfall. The next two
days through 12z Saturday are not of too much concern as the storm
will be dousing coastal Carolinas and QPF in our area in this time
frame not expected to be above 1 to 1.5 inches (except possibly far
NW NC with up to 2 inches) in any area and less in most of the river
basins. Cannot rule an outer band dropping brief heavy rainfall.
More significant QPF is outlooked in the Day 3 time frame the a WPC
Moderate risk for rainfall exceeding flash flood guidance in the NC
mountains and far southwest VA and a Slight risk to the north
through the central CWA. Hydrologic models from the different RFCs
will be incorporating 72 hours of QPF throughout this event so the
Day 3 numbers are just now getting into the hydro models and the
effect is evident on the Advanced Hydrologic Prediction (AHPS) page
along the Dan River from Wentworth to South Boston with Action
stages being indicated and even Minor flooding at South Boston.
Moving forward in time, more of the QPF from Florence will be
ingested into the hydro models and significant responses can be
expected on the upper New, Yadkin, upper Roanoke basins and to a
lesser extent on the James and Greenbrier. The track and
rainfall pattern beyond Day 3 will determine the extent of
flooding that occurs. Will likely hold off on a Flood/Flash
Flood Watch until tomorrow unless there is a more immediate
threat as this storm has already been delayed considerably and
messaged heavily for most of the week and it is doubtful that a
Flood Watch is going to alert a great many people.

The effects of the wet antecedent conditions are unclear because if
it rains hard enough and long enough it may not matter much but soil
moisture and stream flows are well above the seasonal norms. Output
from the National Water Model shows positive streamflow anomalies on
nearly all our streams and rivers for this time of year and similar
numbers are shown on the USGS Waterwatch website. The Roanoke River
at Roanoke forecast point for example, is running at the 98th
percentile of all flows for this date and over 500 percent of the
mean flow for the date. The New River at Allisonia, above Claytor
Lake is at the 95th percentile and over 200 percent of mean
flow. Because these flows are near their annual minima in early
to mid- September it may be a less of a factor but cannot be
discounted. With the existing QPF consensus, moderate to major
flooding within several river basins is a very real possibility,
unless of course Florence shifts track. The other concern is
the risk for landslides which become start to become a concern
in steep terrain with 5 inches or more of rain and a big concern
above 10 inches. This will be discussed more in upcoming
Flood/Flash flood Watches that may become necessary,
