* At 211 AM EDT, Doppler radar indicated a large area of moderate
  to heavy rain moving into the warned area. Rainfall of 1-3 inches
  has been common across this region during the past 24 hours and
  additional heavy rain will quickly result in flooding or flash
  flooding. Flash flooding is expected to begin shortly.

* Some locations that will experience flooding include...
  Lynchburg...
  Bedford...
  Altavista...

  and Brookneal.

COUNTIES AND THE CITY OF LYNCHBURG WILL EXPIRE AT 815 am...

At 805 AM EDT, Doppler radar the heaviest of the rain has exited
the area. There have been no reports of flash flooding, however, 
there will likely be ponding of water and flooding of poor drainage
areas due to continued runoff from the rain last night. 

Some locations that may continue to experience poor drainage 
flooding include...

and Bedford.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause lowland flooding 
of small creeks and streams, country roads, farmland, and other low lying
spots.
