Did it verify
Not verified. The Iowa Environmental Mesonet's Cow found no qualifying storm report inside this flash flood warning while it was in force. That is not proof nothing happened: reports are thin where few people live.
Cow counts a report within 15 km of the polygon while the warning was in force: a tornado for a tornado warning; hail of 1 inch or more, a gust of 58 mph or more or wind damage for a severe thunderstorm warning; a flash flood report for a flash flood warning.

ROCHEWhat forecasters said that day
The local office's own words before this flash flood warning went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.
NWS Charleston, WV wrote its last area forecast discussion before this flash flood warning went out at Sep 5, 3:38 PM EDT, 1 hour 57 minutes earlier.
Area forecast discussion, Sep 5, 3:38 PM EDT, 1 hour 57 minutes before
Area Forecast Discussion National Weather Service Charleston WV Issued by National Weather Service Pittsburgh PA 338 PM EDT Wed Sep 5 2018 .SYNOPSIS... High pressure remains in control through tonight, with warm and humid conditions. Cold front approaches from the northwest Thursday bringing unsettled weather which lasts into next week. && .NEAR TERM /THROUGH THURSDAY/... As of 230 PM Wednesday... A high pressure system, centered just south of the area will provide dry conditions tonight. Upper level clouds, sheared from the remnants of Gordon, will spread across our CWA through Thursday. Cloudiness will gradually increase Thursday, especially Thursday afternoon, along with scattered showers and thunderstorms aided by afternoon heating, as a cold front approaches from the northwest. Coded likely PoPs mainly along southeast OH, as models suggest a series of vorticity maxes moving north, over ample theta-e ridge at H850 Thursday afternoon and evening. && .SHORT TERM /THURSDAY NIGHT THROUGH SATURDAY NIGHT/... As of 338 PM Wednesday... The upper level pattern slowly transitions to a moist southwest flow regime over the weekend as what has been a dominant upper ridge gets pushed southward into the Carolinas and Deep South. At the surface, a front will slowly sag southward into our region bringing increasing chances for showers/storms. Will paint highest PoPs, in the likely range, across our northern counties on Friday and then sag them into the heart of our forecast area on Saturday as the front slowly settles south. The increased clouds and lowering heights aloft will help bring down high temps into the 70s and lower 80s for most locations by Saturday. && .LONG TERM /SUNDAY THROUGH WEDNESDAY/... As of 338 PM Wednesday... Moist southwest flow continues aloft into early next week as the remains of Gordon get absorbed into shortwave energy over the Plains forming a weakly closed low near Chicago. In response to the upper level feature, a wave of low pressure forms on the surface front draped across the Ohio Valley and rides northeastward. This forces the front stalled over our area to lift northward Sunday into Monday. Longer range models then bring the front back into the area and stall it out towards the end of the period as the upper ridge over the western Atlantic builds westward and Hurricane Florence approaches the East Coast. All of this points to a continuation of unsettled weather through the bulk of the long term period. Accumulated model QPF is quite high as you get into early next week, especially over southeast Ohio and northern West Virginia. We are in better shape to handle a good bit of rain hydrologically thanks to some drier weather lately. However, we will need to watch future model runs closely as the interaction of tropical systems with slow moving frontal boundaries can produce copious amounts of rain. && .AVIATION /19Z WEDNESDAY THROUGH MONDAY/... As of 140 PM Wednesday... High pressure centered just south of our CWA will provide widespread VFR conditions under mostly clear skies except for gradually increasing clouds at the upper level. Afternoon heating will allow for some low level cu formation. Perhaps, a storm or two could develop either side of the OH River, and along the eastern mountains. Confidence runs low of these storms to affect directly an airport site. Therefore, were not included in TAFs. Any convection or diurnal cu will dissipate by sunset. Otherwise, isolated and brief periods of MVFR/IFR conditions will be possible along the heavier showers/storms this afternoon and evening. With weak BL flow, and very high level clouds could promote IFR/LIFR dense fog formation during the predawn hours along the Tygart River Valley including EKN Thursday. Any fog will quickly dissipate by 12Z. FORECAST CONFIDENCE AND ALTERNATE SCENARIOS THROUGH 18Z THURSDAY... ALTERNATE SCENARIOS: None. FORECAST CONFIDENCE: High AFTER 18Z THURSDAY... IFR possible in showers and storms later in the week. && .RLX WATCHES/WARNINGS/ADVISORIES... WV...None. OH...None. KY...None.
