  near the coast today with heavy freezing spray rates 
  developing tonight and continuing through at least Saturday.

* Water Levels...Northwest winds are resulting in lower than 
  normal water levels. Water levels should drop to 2 feet or 
  more, below Mean Lower Low Water late today. This may cause 
  navigation problems. Low tide is generally between 4 and 6 PM. 
  There may be a close repeat of low water during the Sunday 
  morning low tide cycle.

A Heavy Freezing Spray Warning means heavy freezing spray is
expected to rapidly accumulate on vessels. These conditions can

A Gale Warning means winds of 34 to 47 knots are imminent or
occurring. Operating a vessel in gale conditions requires

A Freezing Spray Advisory means that light to moderate
accumulation of ice is expected on vessels. Operating a vessel in
freezing spray can be hazardous. It is recommended that vessels
be prepared to take appropriate counter measures before putting
to sea or enter the advisory area.

Mariners are urged to ensure their life saving equipment remains
free of ice and that their fire fighting capabilities are not
impacted due to adverse weather conditions.

Area Forecast Discussion

941 PM EST Thu Jan 4 2018

.SYNOPSIS...
Intense low pressure will continue to track east of the New England
coast through this evening then into the Canadian Maritimes by
Friday. Arctic high pressure will then gradually build into the East
Saturday into Sunday. Low pressure and a cold front are forecast to
move through our area Monday night, then high pressure arrives later
Tuesday and should remain in place Wednesday into Thursday.

&&

.NEAR TERM /UNTIL 6 AM FRIDAY MORNING/...
No major changes with the 930 PM update. Deepening low pressure
will continue moving northeast away from the region. The tight
pressure gradient along with another arctic airmass coming into
the region will lead to a very windy and cold night. The wind
chill advisory has been expanded southward to cover the entire
region with the Southern Poconos under a wind chill warning.
Blowing snow will continue to be a major concern as well. Opted
to go closer to the ECMWF MOS guidance as it appears to handle
the depth of the cold air better. Lowered temperatures a bit
more where the snowpack is deepest by a couple additional
degrees. Lows will generally be in the single digits.

The combination of the cold and blowing snow will still make travel
difficult. Try to limit time outdoors and take precautions against
the cold.

Clouds will slowly clear out after snow ends late this
afternoon.

.SHORT TERM /6 AM FRIDAY MORNING THROUGH 6 PM FRIDAY/...
High pressure will build southeast over the Great Lakes as the low
pressure continues racing northeast through Atlantic Canada. A very
tight pressure gradient will result in continued bitter cold and
gusty winds. Given the increase in winds, wind chills will stay
below zero throughout the day. Once again leaned in the direction of
the ECMWF MOS which seems to have a better handle on the depth of
the cold air mass coming through our region. Blowing snow will still
be a concern. Highs will generally be in the teens.

Low level lapse rates will steepen in the afternoon as well leading
to an increase in clouds across northern NJ northwestward to the
Southern Poconos. Limited moisture from the Great Lakes intersecting
the higher terrain may result in a few flurries across the Southern
Poconos.

.LONG TERM /FRIDAY NIGHT THROUGH THURSDAY/...
Summary...Dangerous cold in the wake of the Nor'easter through much
of the weekend; some warming occurs early next with some mixed
precipitation and/or rain; turns a little colder Wednesday with some
warming possible again Thursday.

Synoptic Overview...A deep upper-level trough in the East weakens
and shifts offshore Saturday night into Sunday. The flow then backs
ahead of the next trough sliding across the Midwest to the Southern
Plains. This combined with a return flow on the backside of
departing cold high pressure will allow the arctic air to start
eroding. Some warming takes place early next week as low pressure
and a cold front moves through our area, however the cold low-level
air may take longer to erode especially north and west of I-95.

For Friday night through Sunday...Intense low pressure will be in
the Canadian Maritimes Friday and gradually spin down. This time
frame will be dominated by arctic air and dangerous cold, with the
lowest wind chill values at night. While the airmass starts to
modify Sunday since the trough aloft shifts east, it will still
remain rather cold. Until then, gusty northwesterly winds will
combine with very cold air temperatures leading to dangerously low
wind chills across the entire area. The gusty winds will result in
area of blowing and drifting snow in open areas, although this
should will with time as the snow cover becomes more packed.

A Wind Chill Warning is in effect through Saturday for the southern
Poconos, and the Wind Chill Advisory has been extended through
Saturday morning for all other areas (expanded southward). This will
probably need to be extended for Saturday night for at least parts
of the area, however the extent of this will depend on how much the
winds stay up. Record cold will be quite possible for some areas
over the next few days, however we are expecting dry conditions.

For Monday and Tuesday...As the flow initially backs ahead of the
next system, some warm air advection occurs as high pressure is to
our east. Low pressure and a cold front is forecast to move quickly
across our area late Monday. Some guidance shows a split flow with a
stronger short wave tracking across the southern states. If this
remains separate, then we just get a cold front moving through. We
continue with chance to low likely PoPs for mostly Monday night
(Tuesday may end up dry). The dense arctic air may linger at the
surface longer, and this looks to result in some snow and mixed
precipitation for parts of the area especially north and west of
Philadelphia.

For Wednesday and Thursday...High pressure is forecast to be
generally over the region. Some cooling should occur Wednesday,
however warming may begin on Thursday as high pressure shifts east
and the next cold front moves through the Great Lakes and Plains.
Given ongoing weather today, we stayed close to continuity for
Wednesday and then Thursday is pretty much WPC Guidance.

.AVIATION /03Z FRIDAY THROUGH TUESDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG,
KILG, KMIV, KACY and surrounding areas.

Tonight...Returning to VFR. Northwest winds 15-20 knots with
gusts up to 30 knots. Blowing and drifting snow will continue,
however there is lower confidence how much this may impact the
true visibilities.

Friday...VFR with perhaps some clouds at or above 4,000 feet.
Northwesterly winds 15-25 knots with gusts to around 35 knots. Areas
of blowing and drifting snow will continue, however there is lower
confidence how much this may impact the true visibilities.

OUTLOOK...
Friday night and Saturday...VFR. Northwest winds 10-20
knots with gusts 25-35 knots, diminishing some Saturday night.

Sunday...VFR. West to southwest winds less than 10 knots.

Monday and Tuesday...MVFR conditions possible with a chance for some
mixed precipitation Monday night into Tuesday. Southwesterly winds 5-
10 knots.

.MARINE...
Heavy freezing spray already reported on the Delaware Bay;
therefore, replaced the freezing spray advisory with a heavy
freezing spray warning on the bay continuing into Saturday
(likely enhanced by funneling effects down the bay). A freezing
spray advisory continues on the Atlantic coastal waters where
the water temperature is slightly higher.

For all waters, the gale warning continues into Friday night.
Seas will gradually decrease tonight but stay well above five
feet. Wavewatch has been too conservative on seas today. So this
forecast starts more in line with current waveheights and leans
more on the model output later tonight.

Outlook...
Friday night and Saturday...Gale conditions with moderate to heavy
freezing spray (especially near the coast). Gale warnings may
need to be extended into Saturday. Low end gales may occur for
a time Saturday, then winds diminish Saturday night. There is
high confidence in gales through at least Saturday and in
freezing spray being an increasingly hazardous threat.

Saturday night...Small craft advisory conditions are forecast, with
light to moderate freezing spray.

Sunday through Tuesday...The conditions should be below Small Craft
Advisory criteria overall, although some gusts to 25 knots and 5-
foot seas are possible Monday for a time.

.TIDES/COASTAL FLOODING...
As the storm pulls away we will see very strong westerly winds
across the region and there will be the potential for blowout
tides. The most likely tide for this would be the low tide on
Friday afternoon/evening. Will wait to see the trends with this
morning's high tide before making a decision on low water
advisories.

So,  since odds strongly favor temps maintaining aob 32F through
Sunday Jan 7...here is a perspective on how this will rank in our
official records.

Leading with the following:  In a short 20 year period of accessible
history...Mount Pocono has never recorded a complete single day of
subzero temps. It has only 2 consecutive days of max temps sub 10F.
There is a good chance Mount Pocono will remain at or below zero
from about 7 PM Friday through about 10 AM Sunday. That will also
include some wind chill of 30 below.

At or below freezing consecutive days listing below with no change
from yesterday except PHL listed last.

ABE 13 consecutive days  would be ranking 4th longest (tied) and
coldest since February 1979. The last time ABE was above freezing
was 1835z/25th=135PM EST.

RDG 13 consecutive days would be ranking 7th longest and coldest
since December 2000. the last time RDG was above freezing was
1855z/25th=155PM EST. (This data is from our XMACIS;  Our climate
binder has this as 8th longest).

TTN 13 consecutive days would be ranking 4th longest and coldest
since February 1979. The last time TTN was above freezing was
2120z/25=420PM EST.

ILG 12 consecutive days would be ranking 3rd longest (tied) and
coldest since February 1979. The last time ILG was above freezing
was 2051z/26=351PM EST.

ACY  12 consecutive days would be ranking 5th longest and
coldest since February 1979. The last time ACY was above
freezing was 2125z/26=425PM EST.

Max temps at all locations listed for 12-13 consecutive day 32F or
less max temps made it through Wednesday January 3 except PHL which
rose to 33F for a couple of minutes at 337 PM January 3rd.  That
particular couple of minutes above freezing officially makes it a
discontinuous 12-13 day string of 32F or less,  but for all intents
and purposes...it marginally affects the ranking of coldest periods.

PHL recalculated below for 33F or lower.

PHL 12 consecutive days (33F or lower) would be ranking 8th longest
(tied) and coldest such period since January 1982.
