.SYNOPSIS...
A stronger system arrives late tonight and persists into
Thursday. This system will produce heavy mountain and valley
accumulations across the northern third of Washington and the
northern half of the Idaho Panhandle. Breezy winds are expected
in the Columbia Basin and Palouse behind this system Thursday
evening. Cooler and drier weather will then arrive for the
weekend and persist through early Monday. The next chance of
appreciable precipitation will arrive late Monday and into
Tuesday.

.DISCUSSION...
...Winter Storm expected early Thursday through Thursday Night...

Tonight through Thursday Night: Partly to mostly sunny skies this
afternoon will give way to increasing clouds this evening and
overnight ahead of the next Pacific storm to move into the Pac NW.
The brief period of partly clear skies this evening will help us
drop temps below freezing, which will be critical in forecasting
snow amounts for the region. The models have slowed down the
timing of the precipitation moving into E WA and N ID
overnight...now it looks to be more towards the 4-6 am time frame.
As the low pressure system moves towards Vancouver Island we are
inundated with a subtropic moisture tap across the region, with
values of 0.50 to 0.75.

Precipitation will begin across the Cascades late this evening
and then spread east through the overnight and early morning
hours. Given the low level easterly winds we will see a good
amount of precipitation in the Cascades as well as the Wenatchee
and Waterville Plateau area. The precip will spread east through
the early morning hours. By late morning and early afternoon
precipitation rates will be quite intense. Temperatures will be
fighting to go above freezing across the Spokane area, but think
any area that can change to rain briefly, may go back to snow
given the intensity of the rain. Quite a complicated forecast.

Areas across northern WA and ID will see all snow Thursday
morning. It isn't until late in the afternoon or early evening
that locations such as Wilbur to Deer Park to Spirit Lake to
Kellogg will see a rain/snow mix or transition to rain.

Precipitation will start to decrease in the evening across WA as
the storm begins to pull away. Rain or snow will continue across
most of the ID Panhandle through the night.

Will be upgrading all watches to warnings. Will also be issuing a
warning for the Wenatchee/Waterville Plateau area given the good
upslope flow. Will issue a winter weather advisory for the upper
Columbia Basin...mainly along the Highway 2 corridor as well as
the Spokane area. Current thinking is Spokane will hold on to
snowfall until about 2pm Thursday.

*Impacts: While it snows profusely across the north, locations
 such as the Columbia Basin and Palouse will see a lot of rain.
 0.40 is expected around Moses Lake...0.60 for Ritzville and
 around an inch for Pullman. Am expecting rises on area creeks,
 streams and Rivers. Main concern is the S fork of the Palouse
 River, Paradise Creek, Palouse River near Potlatch as well as
 Hangman Creek in south Spokane. They could very likely reach near
 bankfull buy Thursday afternoon and continue through Thursday
 night. In addition to that...given the snowfall and then rain on
 top of that, roads around Spokane, Coeur d'Alene, Pullman, and
 areas west of Spokane along Highway 2 to Coulee City will be a
 slushy mess, especially for the evening commute. The morning
 commute with the snow for most regions will be difficult. Then
 areas north of Highway 2 staying snow all day, and accumulating
 quite a bit of snow at that will make for an even more difficult
 evening commute. /Nisbet

Friday through Wednesday: The Inland NW transitions to a drier
weather pattern, before precipitation chances renew from the west
into next week. Friday the region will be in a northwest flow
between the trough exiting to the east and a ridge to the west.
Small scale disturbances and the flow will keep rain and snow
chances alive through Saturday near the Cascade crest and over the
north and central ID Panhandle, with minimal chances over the the
northern mountains and eastern third of WA/lower ID. Accumulating
snow is more apt to fall around the Cascades mountains and around
the NE WA/north and central ID mountain zones, down to some
valley floors. Accumulations are expected to be mainly light. Yet
if snow is still going behind Thursday's system highlights may
need to be extended around the Central Panhandle.

Then Sunday into Monday the ridge builds across the region,
drying the area out while the next trough approaches from the
west. That trough will start to bring precipitation chances to the
Cascades by Monday afternoon. Then between Monday night and
Tuesday night the system moves in, expanding precipitation chances
across the region from west to east, before the threat briefly
retreats to the mountain zones Wednesday. However another system
comes on its heels to renew the precipitation threat again in the
afternoon, especially in the west. Precipitation type will be
dependent on the time of day in some areas, but valleys may see a
rain/snow and the mountains will be more apt to see snow. Through
some of the period low clouds and fog will be a threat,
particularly in the more stable period between Friday and Sunday
in the morning and overnight hours. The threat will highest toward
the north and western Columbia Basin and sheltered mountain
valleys. But there is apt to be some sun in the afternoon hours.
