...STRONG GUSTY WINDS EXPECTED TONIGHT OVER HIGHER ELEVATIONS OF
SOUTHWEST VIRGINIA AND THE GREAT SMOKY MOUNTAINS...

.Building high pressure tonight will bring strong and gusty winds
to the higher elevations of southwest Virginia and the Smoky
Mountains in Tennessee. Elevations above 3500 feet will see
sustained winds from 20 to 30 mph with gusts up to 45 mph. These
winds will decrease shortly after sunrise on Friday.

10 AM EST FRIDAY...

* EVENT...Northwest winds of 20 to 30 mph with gusts to 45 mph.

* TIMING...7 PM this evening until 10 AM Friday morning.

* IMPACTS...With the recent soaking rains, these gusty winds may
  down trees with shallow roots and tree limbs in exposed areas. 
  Loose outdoor objects should be secured. Motorists should be 
  extra cautious to cross winds, particularly when driving in the 
  higher elevations. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Wind Advisory means that winds of 26 to 39 mph and/or gusts of
40 to 57 mph are expected or occurring. Winds this strong can
make driving difficult...especially for high profile vehicles.

.AVIATION...A difficult forecast with ceilings bouncing up and
down. Band of showers across our southern areas is lifting north
into the central valley. This should help keep ceilings a little
higher at CHA, but still a tempo in for IFR. TYS should stay
MVFR, with a tempo for IFR, but again obs have been coming in up
and down. TRI is the only consistent site right now with MVFR/IFR
conditions. Expecting things to improvement later in the period
as showers exit and drier air begins to move in.

This Hazardous Weather Outlook is for portions of Southwest North
Carolina...East Tennessee and Southwest Virginia.

.DAY ONE...Today and Tonight

Widespread showers are expected through tonight with periods of
moderate to to locally heavy rain. A flood goes into effect for
portions of East Tennessee, Southwest North Carolina, as well as
the Cumberland Plateau this afternoon. With the ground already
soaked from the recent rains, flooding of low-lying areas, creeks,
and rivers will be possible. In response to area wide heavy rain,
some larger rivers may also rise toward flood stage by tonight.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday

Moderate to heavy showers will continue Thursday before ending by
evening as the flood watch will remain in effect through Thursday
evening. Continued heavy rains could result in additional flooding
of low-lying areas, creeks and rivers through Thursday evening.
As rainfall ends, some area rivers may also reach flood stage by
Thursday night.

Building high pressure Thursday night will bring strong, gusty
winds across much of the area. Higher elevations of southwest
Virginia and northeast Tennessee may see gusts in excess of 40 mph
before winds taper off during the day on Friday.
