...HEAVIEST RAINFALL HAS SHIFTED SLIGHTLY EASTWARD...

.The heaviest rain has shifted east and is expected to fall in
southeast Minnesota and western Wisconsin. This area will see 
occasional heavy rainfall later this afternoon, and into tonight. 
The potential of thunderstorms in the watch area will also help 
increase rainfall rates, which will lead to runoff and possible 
flooding. The potential for river flooding in the headwaters of 
the Minnesota River Valley has decreased, but from Mankato, 
northeast into the Twin Cities, and west central Wisconsin, the 
increase in river flooding continues later this week as runoff is 
expected.

...HEAVIER RAINFALL EXPECTED TONIGHT...

.The heaviest rain is expected to develop late this afternoon and
continue tonight across southeast Minnesota and western Wisconsin.
The potential of thunderstorms will also help increase rainfall 
rates, which could lead to runoff and possible flooding. The 
potential for river flooding along Minnesota River Valley has 
decreased, but remains across west central Wisconsin, where river
flooding is still possible later this week.

.The heaviest rain is expected to continue through tonight across
southeast Minnesota and western Wisconsin. The potential of 
thunderstorms, mainly in western Wisconsin, will also help 
increase rainfall rates, which could lead to runoff and possible 
flooding. The potential for river flooding along Minnesota River 
Valley has decreased, but remains across west central Wisconsin,

.SHORT TERM...(Today and tonight)
Issued at 400 am CDT Sun Oct 7 2018

High pressure located over southwestern Ontario will drift to the
east today and we will continue with another day of clouds and
minimal temperature increases. Forecast soundings indicate the
layer between 2000 and 3500 feet remaining pretty much saturated,
like yesterday. Therefore expect no sunshine today. Moisture and
warm air advection will increase this afternoon into tonight in
the low levels in response to the deep trough over the Rockies
slowly moving toward the high Plains. A scattering of showers will
move into the southern part of our forecast area later this
afternoon and reach the northern part of the area in the evening
as deep southwesterly flow develops aloft. There are some
differences in when precipitation arrives as the RAP is a few
hours faster than the GFS so went with a compromise. Regardless of
the timing differences, this will merely be the start of a
significant and prolonged rainfall event, with increased moisture
transport with the threat for heavier precipitation arriving
late tonight. Overall not a very pleasant day relatively speaking
if you intend to be outdoors.

.LONG TERM...(Monday through Saturday)

...Confidence Increasing On A Period Of Excessive Rainfall...

The main forecast concern deals with where the frontal boundary lies
late Monday/Tuesday/early Wednesday which will dictate the axis of
the heaviest rainfall.

There is no doubt that the Upper Midwest will see bouts of rainfall
from tonight, through Wednesday morning. Percentages will range from
60 to 100% which is based on timing of the individual short waves
riding northeast across the Plains, and into the Upper Midwest.

Consistency on where the frontal boundary lies remains a problem
with the GFS and the parallel GFS which will become operational in
the next 6 months. Both the EC and Canadian models have better
consistency on the frontal boundary which also has a narrower axis
of where the heaviest rainfall will fall over the next 72 hours. The
GFS, and the parallel run remain the outliers and have lifted the
frontal boundary further to the west/north. This leads to the
heavier axis of rainfall further west than the EC/Canadian
depiction. There still remains some uncertainties on where this
frontal boundary eventually lines up, which will likely be dictated
by convection and the strength of the mean upper ridge off the east
coast. Therefore, will continue to forecast that the probability of
excessive rainfall in the forecast, but where the heaviest axis lies
remains questionable.

One of the aspects of the GFS/Parallel GFS, is if the frontal
boundary is further to the west/north, the chances of severe weather
also increases based on the available instability.

CIPS analogs (00Z/07) support a high probability of 2" rainfall
totals Between Monday night, and Wednesday morning. There is also a
few percentage points of 4 inch totals based on the mean weather
parameters of the current operational GFS.

The EC mean precipitable water and return interval for this time
frame does support a very anomalous high value. Based on climatology
(1979-2009), these values (3-4 standard deviation above normal) are
rare and usually only happen every 10 to 20 years.

Wednesday will be the turning point of when the precipitation will
slowly depart, with a few days of dry weather. The mean upper flow
continues to support a cold period through the 15th of October.
After the 15th of October, there are signs that the mean upper flow
will become more zonal, which will lead to a moderation in
temperatures.

.AVIATION...(For the 18Z TAFS through 18Z Monday afternoon)
Issued at 115 PM CDT Sun Oct 7 2018

Fairly straight forward TAFs as the beginnings of a prolonged
rain event are quickly heading north across Neb/IA. As the rain
moves in, cigs will drop down to the IFR level and will remain
IFR/LIFR through the period. Visibility forecasts may be a bit
pessimistic. The front that is currently down from the MO/IA/IL
border over to northern IN/OH will lift northwest overnight and
move into southeast MN/central WI Monday. Look for the worst
cigs/vis along and ahead of this boundary. Right now, cigs are
003-007 with 2-4sm vis across northern IL and the MI/IN border and
this will be up here much of Monday.

KMSP...Fairly high confidence in this forecast. It will not rain
the entire time tonight/Monday, but with no significant changes
in cig/vis conditions in dry periods, didn't try to get cute and
time some dry periods in. Something else we'll have to watch out
for Monday afternoon is the treat for thunder as the warm front
approaches. Kept it out for now, but reflectivity forecasts from
the NAM indicate we'll have potential for convection here at the
end of this TAF period.

.HYDROLOGY...
Issued at 400 am CDT Sun Oct 7 2018

A very moist airmass with precipitable water values between
1.5 and 1.75 inches will produce periods of relatively heavy rain
for October. A stationary front will begin moving toward the area
today as a warm front with several disturbances moving through the
area during next few days. This will provide us with several
periods of potentially heavy rain. Because of an abundance of
rainfall earlier this month and in September and the fact that its
been so cloudy and cool, soils are very wet and rainfall later
tonight will help saturate the soils. We can expect rivers to
rise with some flooding possible. Much of our forecast area will
see 2-4 inches of rain by Wednesday morning. Some areas across
southern and eastern MN extending into western WI may see rainfall
amounts in the 4 to 6 inch range depending where the warm front
sets up. This rain will cause rises on rivers and streams and will
likely lead to flooding in some areas, especially in the corridor
of heaviest rainfall. In addition, lowland flooding may also
occur as the ground quickly becomes saturated. Keep updated on the
latest forecast for any future watches and warnings.
