FRIDAY...

The National Weather Service in Twin Cities/Chanhassen has issued
an Excessive Heat Warning, which is in effect from 11 AM to 10 PM
CDT Friday. The Excessive Heat Watch is no longer in effect. 

* TEMPERATURE...High temperatures in the mid to upper 90s will
  combine with high humidity to yield dangerous heat indices on
  Friday. Peak heat indices in the 100 to 110 range are expected.
 
* IMPACTS...Heat illnesses are possible for those active 
  outdoors or those susceptible to heat illnesses, such as 
  children and the elderly. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Take extra precautions...if you work or spend time outside. When
possible...reschedule strenuous activities to early morning or
evening. Know the signs and symptoms of heat exhaustion and heat
stroke. Wear light weight and loose fitting clothing when
possible and drink plenty of water.

and health administration recommends scheduling frequent rest

.SHORT TERM...(Today and tonight)
Issued at 352 AM CDT Thu Jun 28 2018

Nighttime microphysics RGB imagery shows mostly clear skies across
the area, with some patchy fog. Some cloud cover, likely accas,
could be seen moving into the western portion of the area in
association with higher 850 mb theta-e values evident in the RAP
analysis. Some of the CAMs show isolated convection developing in
the western and northern portion of the forecast area over the next
few hours, but the last few runs of the HRRR and HopWRF have been
less bullish on that, and the current theta-e gradient would suggest
that it would probably occur just north of our area if it were to do
so. Otherwise, there is a better signal for more widespread
convection to get going across the western high Plains before
daybreak ahead of an approaching shortwave trough, and that has
already begun across western Nebraska. Expect to see it occur in
western South Dakota shortly. That activity will push east through
the morning hours, but is expected to weaken as it approaches
Minnesota. Left PoPs out of the forecast for the west today, but any
upstream activity that develops will need to be monitored, and it's
possible that some PoPs will be needed for the west central and
southwest portion of the forecast area for late morning or early
afternoon.

The guidance still indicates that widespread convection will develop
during the late afternoon and evening over Montana and the western
high Plains ahead of a vigorous shortwave trough currently seen
moving through the Pacific northwest. This activity should
eventually grow upscale into a forward propagating MCS overnight
tonight as it works east across North Dakota, and works into
Minnesota toward daybreak. The CAMs are in decent agreement on the
evolution of this MCS, and generally take it north of our area.
However, the NSSLWRF and HighResWindow ARW are a bit south of the
other guidance, and suggest the need for at least some PoPs across
the northern portion of the area late tonight. In addition, some
convection is suggested in the area of warm advection along the 850
mb theta-e gradient farther east across the northern and eastern
portion of the forecast area (mainly near and north of I-94)
overnight. The HREF probabilities of 40 dBZ highlight this potential
nicely, and forecast PoPs for the overnight hours match up closely
with what it suggests. Forecast effective shear in that area
overnight is on the order of 25 to 30 kt so anything that develops
should be multi-cellular, but with elevated CAPE of around 2000 J/Kg
could see some isolated severe hail with any activity that manages
to get going in that area (although freezing levels near 14k ft
should keep things in check).

.LONG TERM...(Friday through Wednesday)

Heat followed by the potential for storms producing heavy rain
and severe weather are the primary concerns in the long term
period.

A surface trough circa 998 mb will be entering western MN on
Friday afternoon. This will put much of central and southern MN
and west central WI in the thermal ridge axis ahead of the cold
front. There's decent model agreement that H85 temps will soar to
around +25C on Friday afternoon. Southerly flow ahead of the
trough will supply deep mixing to most likely yield high
temperatures from 90 to 100 degrees across the area. Said readings
combined with progged dewpoints in the low to mid 70s will likely
yield peak heat indices from 100 to 110 degrees across much of
central and southern Minnesota and west central Wisconsin, where
we have issued an Excessive Heat Watch. Will watch model trends on
nocturnal convection on Thursday night to deduce whether
convective debris clouds/outflow boundaries would tame down
heating slightly.

Friday evening the cold front passes across the area. Prior to
that 700mb temperatures around +15C should inhibit convective
initiation. Will have plenty of instability build up by Friday
evening, and shear will be increasing with the arrival of a
shortwave trough.

The front looks to take its time progressing across the area as it
encounters ridging to the east. Storms look to re-ignite on
Saturday afternoon as the heights fall with the approaching mid-
upper trough, unfortunately in areas that have been very wet
recently over southern MN and west central WI. Precipitable water
values around 1.75 inches combined with sufficient shear will
bring a threat for heavy rainfall with the stronger storms.

Another wave arrives for Monday, so the holiday week looks to
start out wet. Semi-zonal flow persists through next week, so
while no major systems are progged, the progressive nature of the
pattern will make it difficult to guarantee a a dry forecast for
Independence Day.

VFR conditions are expected with a scattered cu field developing
this afternoon around 3000-5000 ft. An area of scattered
thunderstorms moving east out of SD may impact AXN & RWF this
afternoon but coverage should only be enough for a VCTS mention.
There is an unlikely but small chance for thunderstorms to develop
this afternoon across central MN & west-central MN but the chances
look too low to mention in the TAF this afternoon. A more likely
chance for thunderstorms comes around midnight for the eastern MN
& west-central WI terminals. Winds will pick up & become gusty
overnight with gusts up to 20 mph possible during the overnight
hours, & 25-30 mph towards tomorrow afternoon. Southeasterly winds
this afternoon become southerly tomorrow morning as the gusts
pick up.

KMSP...Can't rule out isolated thunderstorm activity this
afternoon but the chances look too low to mention in the TAF. More
likely chances come between 11pm-3am tonight but will leave
mention as VCTS due to uncertainty in coverage. Winds become
gusty overnight with southerly gusts of 25-30 mph possible during
the day tomorrow along with some wind shear in the lowest 2000 ft.

This Hazardous Weather Outlook is for portions of central and
southern Minnesota...and west central Wisconsin.

.DAY ONE...This Afternoon and Tonight

Thunderstorms are possible later this afternoon over portions of
central Minnesota and across much of central MN and western WI
overnight. Large hail and strong wind gusts will be the main
severe weather threats with the stronger storms.

Flooding will continue along the Minnesota River and its
tributaries. Please refer to the Minnesota Department of
Transportation for any road closures due to flooding.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday

Heat and humidity will build into the end of the week, peaking on
Friday, when dangerous heat indices above 100 degrees are likely.
The heat and humidity will be accompanied by an increasing threat
for thunderstorms, possibly severe, with heavy rainfall. At this
time the highest chance for severe storms looks to be on Friday
evening and Saturday. In addition to heavy rainfall, the main
threats would be large hail and damaging winds.

River flooding will continue along the Minnesota River and its
tributaries through the week. Please refer to the Minnesota
Department of Transportation for any road closures due to
flooding.
