Expect VFR conditions through period with generally SCT-BKN150-200
through 06Z then FEW-SCT070 BKN150-200 along with isolated -SHRA
possible mainly along and south of a KMAF-KPEQ line through 12Z. A
cold front will be moving through the region after 06Z as well with
winds shifting from the SW at 5-15KTS to the W to NW at all
terminals by about 12Z and increase to 15-25G35KTS by end of TAF
period.

.DISCUSSION...

Low level moisture has returned quite significantly overnight
given the single digit dewpoints we saw just yesterday. Strong
southeasterly surface flow is bringing up low clouds across the
eastern Permian Basin with some showers even noted across the
middle Rio Grande. Surface pressure falls ahead of a strong upper
level system over CA will continue to induce lee troughing across
the area. Mid and upper level moisture will increase across the
area today bringing with it fairly thick high cloud cover. This
won't be enough, however, to keep temperatures from rising a good
10 degrees above normal as winds veer to the SW over much of the
region. Elevated fire weather conditions are possible mainly west
of the Pecos River where rh's are lowest and winds strongest.

The upper trough moves closer and becomes positively tilted as we
head into early Wednesday. A few showers will be possible across the
Big Bend and Lower Trans Pecos during this time as a weak mid level
disturbance passes overhead. Latest model runs have slowed this
system as it moves across NM during the day Wednesday. This will
likely delay the onset of strong winds for much of the area until
later in the day. With the approach of a mid level speed max,
winds will pick up first late morning in the Guadalupe Mountains
and SE NM where a High Wind Watch is already in effect. Winds may
not increase across the rest of the area until late afternoon with
the passage of the Pacific front. Confidence in duration of the
strong winds is not enough to include a High Wind Watch further
east at this time. On a side note, the ECMWF's latest run is
showing much less in the way of wind with this system as it brings
it through too late in the day for any appreciable mixing. There
remains a possibility of virga Wednesday afternoon which could
enhance the wind gust potential at the surface. Nonetheless, we
expect areas of blowing dust and possibly wind advisories to be
issued across portions area.

A cold front will push across the area Thursday following the
passage of the upper trough. Temperatures should fall below normal
briefly Thursday before southerly flow and warm conditions return by
the end of the week.

FIRE WEATHER... Expect another day of unseasonably warm
temperatures today across the area that will allow minimum RH
along and west of a Seminole to Fort Stockton line to fall to 15
percent or less. 20ft winds will become gusty during the afternoon
across the Guadalupe Mountains. A RFD will be issued today for SE
NM and the Guadalupe Mountains. Will continue the Fire Weather
Watch Wednesday for the Big Bend and Marfa Plateau as a Pacific
front moves across. The latest model runs are cooler and minimum
RH are higher so some concerns if these areas will still be able
to reach criteria but wind speeds should not be a problem.

A Fire Weather Watch is in effect on Wednesday across the Marfa
Plateau, Presidio Valley, and Big Bend area.

A High Wind Watch is in effect on Wednesday across the Guadalupe
Mountains and the Van Horn and Highway 54 Corridor.

Blowing dust is likely Wednesday afternoon across the Permian Basin,
portions of southeast New Mexico, and the Upper Trans Pecos with
windy conditions expected across much of the area.
