* WINDS...Northwest to north winds 20 to 30 mph with gusts to 50
  mph will continue through early this evening. Damaging northeast
  winds between 25 and 40 mph with gusts to 65 mph are expected
  from this evening through New Year's Day. Winds will be 
  strongest from about midnight through New Year's morning.

* IMPACTS...Winds this strong may down trees and power lines, 
  causing property damage or power outages. Cross winds can make 
  driving difficult, especially for drivers of high profile 
  vehicles and vehicles towing trailers. Roadways that will be 
  affected by the strong winds include Interstate 5 and Highway 
  14.

* TEMPERATURES...Temperatures will be between 29 and 32 degrees
  through mid morning across the Ojai Valley. Similar temperatures
  are possible late tonight through mid morning New Year's Day.
 
* WINDS...Areas of north to northeast winds 20 to 30 mph with
  gusts to 50 mph are expected to develop this afternoon and
  continue at times through Wednesday afternoon. Winds will be
  strongest during the late night through morning hours. Strong
  winds will be most widespread across eastern sections. 
  
* Impacts...A freeze can kill crops and sensitive vegetation, and
  harm outdoor pets and livestock. Extended exposure to cold can
  cause hypothermia. Gusty winds will make driving difficult,
  especially for drivers of high profile vehicles. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Freeze Warning means temperatures between 29 and 32 degrees for
two or more consecutive hours are imminent. Protective measures
to save crops and sensitive vegetation should be taken.

Cloudy skies across much of the area this morning will give way to
clear skies this afternoon as a cold Santa Ana Wind event develops
this evening through mid week. Below normal temperatures and fair
skies are expected through at least mid week along with cold
overnight lows. Warmer and calmer conditions are expected by
Wednesday. Increasing clouds are likely on Friday with a chance of
rain next weekend.

.SHORT TERM (TDY-WED)...31/304 AM.

The latest fog product imagery indicated low clouds developing
across much of L.A. and Ventura Counties except the Antelope
Valley. A rather strong eddy has developed south of Catalina
helping to spin up a deep marine layer over 3000 ft this morning.
NAM-WRF Cross sections are indicating some modest lift with this
moist layer across the eastern portion of L.A. County including
the Eastern San Gabriel Foothills and valley as well as the
southeast Coastal areas such as Long Beach. So have kept the
slight chance POPs for this area for this morning. Clouds are
likely to fill in across much of Ventura County as well by
sunrise. With the marine layer fairly deep this morning, the
offshore flow which is occurring across interior locations this
currently, might be delayed in surfacing across valley locations
under the marine layer influence until later this afternoon.

Synoptically, a very cold upper level low will continue to dig
south from Utah into Arizona this evening. A strong surface
pressure gradient will set up between the Great Basin and off the
SoCal Coast late tonight into New Year's Day. Due to the strong
upper level wind support and cold air driving this wind event,
there is the potential for these winds to surface in areas that
are normally more sheltered from Santa Ana winds, such as the San
Gabriel Valley (including Pasadena), Long Beach, and Catalina
Island. This is especially concerning due to the New Year's
celebrations in Pasadena, especially late tonight into the morning
hours where wind gusts up to 35 mph along with low temperatures in
the upper 30s to around 40.

The high wind watch for the L.A. County Mountains including the
Santa Monica Mountains has been converted to a high wind warning
valid from 4 PM this afternoon through 4 PM Tuesday. Otherwise
wind advisories have been issued to cover all of the Ventura and
Los Angeles Counties except for the Antelope Valley. This also
includes Santa Catalina Island as well. Advisories will go through
4 PM Wednesday, except only Tuesday 4 pm for the San Gabriel
Valley and Catalina Island. High temps for today will be
significantly cooler compared to yesterday. The Antelope Valley
will be around 15 degrees cooler with highs only reaching the
upper 40s to around 50 while mountains will also see a double
digit cooling trend. New Year's Day will be similar except a few
degrees cooler across interior areas of the forecast area. Highs
both Monday and New Year's Day for coast and valleys will be in
the upper 50s to lower 60s.

As far as low temperatures, tonight and Tuesday will be cold, especially
in wind sheltered areas, including much of San Luis Obispo and
Santa Barbara counties and the Antelope Valley. Tuesday night into
Wednesday morning has the potential to bring even more widespread
low temperatures as winds begin to diminish. Temperature could
drop into the teens and 20s across the interior portions of the
San Luis Obispo and Cuyama Valleys, and the Antelope Valley.
Overnight temperatures this cold have a history of bursting
exposed or poorly insulated pipes across the interior portions of
the area. Residents should act now to prepare for cold
temperatures the next several night across the region. Even colder
temperatures are forecast for Tuesday night into Wednesday when
overnight low temperatures will fall into the teens and 20s across
the interior portions.Frost advisories and Freeze Warnings will
likely be needed for the late night and early morning periods
between tonight and Wednesday.

For Wednesday, the upper level low over Arizona will begin to
push eastward into New Mexico causing the upper level support to
weaken considerably. However, there will continue to be Santa Ana
winds affecting the usual wind prone areas, but should not be as
widespread as New Year's Day. Wind advisories might need to be
extended into Wednesday. There will be a warming trend overall,
but especially across the coast and coastal valleys where high
temps will be around normal for this time of year, yet remain a
few degrees cooler elsewhere. As mentioned earlier, there will be
a good chance that freeze products will need to be issued once
again for the Central Coast, Santa Barbara County South Coast, as
well as the valleys of L.A. and Ventura Counties.

.LONG TERM (THU-SUN)...31/335 AM.

By Thursday, an upper ridge will build in across SoCal between
the exiting trough and another approaching trough across the
Eastern pacific. High temps should bounce back Thu and Fri due to
the warmer air aloft combined with weak offshore flow. Highs will
reach the upper 60s and 70s across most coast valley locations.

Both the GFS and ECMWF continue to agree on a Pacific storm system
moving into the region as early as Saturday afternoon and continue
through Monday. Models do disagree on the strength of the upper
low. but both do agree that a subtropical fetch of moisture will
be aimed at the very southern potion of California and Nrn Baja
with the bulk of moisture aimed into Arizona. There will still be
enough moisture being drawn up by the upper low to bring some rain
into the region before the cold front moves down the coast
affecting the entire forecast area Sunday into Monday. Some
elements of the storm system lean in favor of it being a decent
rain producer for southern California. If models continue to trend
with a wetter solution, POPs will have to trend higher. Will be
curious to see how model solutions resolve the differences between
the GFS and EC models over the next few day.

At 23Z, at KLAX, the marine layer was 3000 feet deep, with an
inversion up to 4300 feet at 11 degrees C.

Moderate confidence on gusty west winds at KPMD KWJF tonight.
Low-end LLWS likely at KSBA tonight. High confidence in gusty NE
winds increasing over region on Monday. Low confidence in all
other aspects of forecast.

KLAX...70 percent chance for BKN015-025 with a 06-10Z onset
window. 60 percent chance of east winds around 8 KT 06-16Z.
Moderate LLWS possible Monday night with strong NE winds aloft.

KBUR....20 percent chance of brief BKN010-020 sometime between 08
and 14Z. Otherwise, high confidence in forecast with increasing NE
winds on Monday.

.MARINE...30/923 PM.

Moderate confidence in low-end Gale Warning conditions beyond 30
miles from shore from the Central Coast to San Nicolas Island
into Monday morning. Small Craft Advisory (SCA) conditions are
likely closer to shore, including the Santa Barbara Channel,
either due to winds or choppy hazardous seas from these winds.
Northeasterly winds will become dominant by Monday afternoon and
night. High confidence that these winds will reach SCA south of
Ventura by Monday night and last through at least Tuesday. This
includes Anacapa, Santa Cruz, and Catalina Islands, and possibly
San Nicolas Island as well. Dangerous sea conditions are likely
inside Avalon and Two harbors on Catalina Island. There is a 50
percent chance of these winds reaching low-end Gale Force Monday
night and Tuesday morning, so a Gale Watch has been issued.

The winds will weaken Tuesday night and Wednesday, but will remain
generally northeasterly and locally gusty.

Gusty Santa Ana winds could linger into Wednesday for mainly Los
Angeles and Ventura Counties. Very cold overnight temperatures are
expected for the wind-sheltered areas Tuesday night and into
Wednesday, including much of Santa Barbara and San Luis Obispo
Counties and into the interior portions of the area. A storm
system could bring rain and mountain snow to the region next
weekend.
