Freeze conditions are likely across the Ojai Valley with patchy to areas of frost possible elsewhere. Similar conditions are likely Monday night through New Year's Day. * IMPACTS...A freeze can kill crops and sensitive vegetation, and harm outdoor pets and livestock. .SYNOPSIS...30/820 AM.
Below normal temperatures and mostly fair skies are expected over
the region. Gusty Santa Ana winds will develop across the usual
wind prone mountain and valley passes of L.A. and Ventura
Counties. The strongest winds will impact the area on New Years
Eve and Day. Warmer and calmer conditions expected by Wednesday.

.SHORT TERM (TDY-TUE)...30/1035 AM.
The latest satellite imagery indicates weak ridging aloft over the
region while a cold upper-level trough dives into the Great Basin
this morning. A warmer day is forecast today with high cloudiness
expected. The trough will continue to dig into Arizona and New
Mexico between Monday night and Wednesday, brushing the region.
There is an outside chance of precipitation over Los Angeles
County late early Monday, but amounts will likely be trace amounts
to a few hundredths, if any. Low clouds could develop tonight
through Monday morning across the Central Coast warming overnight
low temperatures, and across southern Los Angeles County tonight
through Monday morning due to an eddy circulation developing.
The main story with the trough will be the winds and cold
temperatures. Gusty northerly winds will likely develop across
southern Santa Barbara County and through the Interstate 5
Corridor tonight as a cold front washes out over the region, then
strong surface high pressure building into the Great Basin on
Monday will develop moderate to strong offshore flow New Year's
Eve into New Year's Day. A High Wind Watch has been issued for the
Los Angeles County and Santa Monica Mountains from Monday evening
through Tuesday afternoon. Wind advisories will likely be needed
elsewhere across Los Angeles and Ventura Counties. A wind advisory
is also being pondered for the northerly flow tonight across southern
Santa Barbara County and through the Interstate 5 Corridor.
A cold air mass will remain in wind-sheltered areas tonight,
though warmer than the last several nights. A Freeze Watch was
added mainly for the Ojai Valley portion of the Ventura County
Interior Valleys. The air mass will get much colder on New Year's
Night and Wednesday night. Overnight lows into the teens are
possible across the interior portions of the area, possibly
presenting hazards for those working outdoors and potentially
damaging for homes with poor insulation or with uninsulated pipes.

By Monday morning, Low clouds should scour out fairly quick
across L.A. County as north to northeast winds start to develop
across the usual Santa Ana wind prone mountain and valley passes
of L.A. and Ventura Counties. Offshore winds will eventually reach
the coast later in the morning. At this time, looks like winds
should remain below advisory levels Monday, but confidence is high
that the usual wind prone valley and coastal areas will all have
wind advisories in place for Monday evening through Tuesday. High
temps will be 3-7 degrees cooler across the forecast area,
especially across the mountains and Antelope Valley. Highs will
only reach the lower 60s in most coast an valley locations and
only the mid 50s for interior valley locations.
By Monday evening, the Santa Ana winds will become stronger and
more widespread as much colder air will be pushing in across the
high desert and with the location of the upper low over Arizona,
the upper level support will be ideal to enhance the winds. A High
Wind Watch was issued for the L.A. County Mountains including the
San Gabriel Mountains where Northeast winds 25 to 40 mph with
with gusts to 65 mph will be possible. Due to the strong upper
level wind support and cold air driving this wind event, there is
the potential for these winds to surface in areas that are
normally more sheltered from Santa Ana winds, such as the San
Gabriel Valley (including Pasadena), Long Beach, and Catalina
Island. This is especially concerning due to the New Year's
celebrations in these areas. The Rose Bowl Parade and Game in
Pasadena could see wind gusts up to 35 mph along with cold wind
chill readings in the 30s during the early morning hours.
For New Year's Day, the cold Santa Ana winds will continue through
much of the day, with the strongest gusts occurring in the
morning. As mentioned earlier, due to the cold air with this
event, some areas that usually are not affected such as the San
Gabriel Valley, Catalina and Long Beach should experience gusty
winds through at least noon. High temps will be about the same as
Monday or a few degrees cooler across L.A. County.
.LONG TERM (WED-SAT)...30/309 AM.
The upper low is expected to move east Wednesday which will
significantly reduce upper support, though there will still be
enough lingering offshore gradient to generate locally gusty
northeast winds. With the cool and very dry air mass in place,
along with weakening winds, Wednesday morning could be quite cold
in many portions of Southwest California. Freeze Warnings/frost
advisories may be required for Wednesday morning. In addition,
very cold temperatures are expected to settle into the Antelope
Valley on Wednesday morning with the potential for minimum
temperatures to fall into the upper teens. A warming trend will
occur Thursday into Friday as the eastern pacific ridge moves
into the area from the west. There will be some increasing
mid and high level clouds on Saturday, then there will be a
chance of rain as early as Saturday evening into next Sunday. Have
added slight chance POPs to the forecast from Sat afternoon
through Sunday.

likely through Mon afternoon. Winds will diminish briefly, then
SCA level NE winds are expected late Mon night through Tue

For the nearshore waters north of Point Sal, conditions are
expected to remain below Small Craft Advisory levels through
this morning. Moderate confidence in Small Craft Advisory winds
this afternoon through tonight. From late tonight through Thu,
mostly light winds are expected.
For the inner waters south of Point Conception, Small Craft
Advisory conditions are expected this afternoon through tonight
in the western Santa Barbara Channel. The winds will decrease
Monday morning before a surge of winds comes in from the
northeast. Monday night and Tuesday morning will have either SCA
winds or possibly Gale force winds below passes and canyons
nearshore between Rincon Point and Pacific Palisades, and outward
across the outer waters. Choppy short period seas between 4 to 7
feet are expected nearshore, and could be up to 8 feet farther
