THURSDAY...

The National Weather Service in Los Angeles/Oxnard has issued a
Wind Advisory, which is in effect from 6 PM this evening to 5 AM
PDT Thursday. 

* HIGH TEMPERATURES...Daytime high temperatures will range from 
  90-102, except 80s at cooler beaches. The hottest days are 
  expected Tuesday and Wednesday. 

* LOW TEMPERATURES...Overnight low temperatures will offer 
  little reprieve from the heat, ranging from 65-70. 

* WINDS...Areas of northwest to north winds 25 to 35 mph with
  gusts to 50 mph, strongest below passes and canyons during the
  evening and overnight hours primarily western portion. 
  Otherwise, areas of northwest to north winds 15 to 25 mph with 
  gusts to 35 mph.

* Impacts...Increased potential for serious heat-related 
  illnesses, especially for the young and elderly, those 
  performing outdoor activities, as well as those without access 
  to air conditioning. Increased potential for power outages. In 
  addition, gusty winds will make driving difficult, especially 
  for high profile vehicles. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Never, ever, leave people or pets in enclosed vehicles, even for
a short period of time.

Take extra precautions if you work or spend time outside. When
possible, reschedule strenuous activities to early morning or
evening.  Know the signs and symptoms of heat exhaustion and heat
stroke. Wear light weight and loose fitting clothing when
possible and drink plenty of water.

To reduce risk during outdoor work the occupational safety and
health administration recommends scheduling frequent rest breaks
in shaded or air conditioned environments. Anyone overcome by
heat should be moved to a cool and shaded location. Heat stroke
is an emergency - call 911.

When driving, use extra caution. Be prepared for sudden gusty
cross winds.

.SYNOPSIS...23/1139 AM.

Building high pressure over the southwestern US will bring a four
day period of record and near-record high temperatures. Weak onshore
flow will begin a cooling trend on Friday.

.SHORT TERM (TDY-WED)...23/956 AM.

This week well-advertised warm up is on the way this morning with
temperatures a good 5 to 10 degrees ahead of yesterday's pace most
areas and that rate will continue for today. Wednesday will still
be the warmest day of the week by a few degrees over today's
highs. Last night's temperatures stayed up in the 70s in many
areas except for areas of Ventura County, the central coast and
over into inland SLO County. Overnight lows will be even higher
the next few nights for all but those areas. Some lows will stay
in the low 80s in the foothills and mountains over SBA-VTU-LA
Counties and the AV. Summarizing, heat products kick in today at
1000 am and continue through Thursday.

Convectively, parameters not favorable today and even less
favorable tomorrow and Wednesday as 850 dewpoints and PWAT
continue to decrease through week due to the upper high shifting
westward. Overall tstorm chances over the mountains are less than
10 percent. Will still get some flat cumulus development this
afternoon, however.

Winds along the western portion of the Santa Barbara south coast
stayed up along isolated areas this morning. Winds mainly western
portions gusted into the mid 40s last night and N-S gradients as
favorable or slightly more tonight. Gradients do drop off during
the day, although not noticeably. Will be reissuing the wind
advisory for SBA south coast and mountains starting this evening
and will likely leave it up through the day hours through Thursday
morning when gradients finally relax. Focus area again will be
western portions from Goleta westward although could get some
gusty NE winds in Montecito.

.LONG TERM (THU-SUN)...23/314 AM.

Gradients will start trending onshore Thursday which will begin a
slow cooling trend going into next weekend. Temps will still be
well above normal through at least Friday but 5-10 degrees cooler
than earlier in the week. At mid week will have to take a closer
look at Friday to determine if any heat products will be needed
for that day as well. Monsoon moisture will start to increase
across the area late Saturday into Sunday as the upper high
retreats eastward with the first possibility for convection being
on Sunday afternoon. Stratus will slowly reform across some
coastal areas starting Friday or Saturday as the onshore flow
strengthens and the hgts fall.

.AVIATION...23/1840Z.

At 1748z at KLAX...the marine layer depth was only 400 feet. The
top of the inversion was around 2200 feet with a temperature of
about 30 degrees Celsius.

Moderate to high confidence in the 18z TAFs. Northerly low level
flow is on the increase today and this should limit or even
eliminate the marine clouds on the coast south of Point
Conception. Brief periods of marine cloud coverage are possible
tonight on the coast north of Point Conception. Gusty north winds
will affect the south coast of Santa Barbara County this evening,
possibly causing some low level wind shear at KSBA.

KLAX... Moderate confidence in the 18z TAF. There is a 20 percent
chance of marine clouds late tonight and early Tuesday.

KBUR... High confidence in the 18z TAF. VFR conditions will
prevail throughout the forecast period. There is a 60 percent
chance of a brief period of northwest winds this evening.

.MARINE...23/908 AM.

For the outer waters...a Gale Warning is in effect for the
southern two zones for this afternoon and tonight. There is a
decent chance that this warning may need to be extended or
reissued for Tuesday and Tuesday night. For the northern outer
waters, a Small Craft Advisory (SCA) was added for late this
morning through late Tuesday. There is a good chance that this
advisory will be extended.

For the inner waters north of Point Conception...SCA conditions
will become more likely during the afternoon and evening hours of
today through Thursday and an advisory has been added for late
this morning through late tonight. There is a good chance that
this advisory will be extended or reissued.

For the inner waters south of Point Conception...SCA level winds
will continue through tonight across the Santa Barbara Channel,
especially western portions. Winds could drop off briefly early
this morning, but winds will increase again by the afternoon.
There is a 40 percent chance of SCA level winds developing each
afternoon and evening through Wednesday, again mostly in western
sections. For the western portion of inner waters south of Point
Mugu there is a 40 percent chance of SCA conditions developing
this afternoon and evening.

.BEACHES...23/914 AM.

A long-period southerly swell will be moving through the coastal
waters producing strong rip currents and high surf conditions at
Southern California beaches today through Wednesday. The greatest
impact will occur on south facing beaches.

.FIRE WEATHER...23/1049 AM.

Strong high pressure aloft will bring a long-duration heat wave
through at least Thursday, with widespread highs over 100 degrees
away from the beaches and warm night conditions. Humidities will
lower each day through Wednesday when minimums between 10 and 25
percent will be common inland. Meanwhile, several days of gusty
northerly winds are expected over the wind prone areas (including
Santa Barbara County and the I-5 Corridor) through at least early
Thursday morning. As a result, widespread elevated fire weather
conditions will occur through at least Thursday, with Red Flag
Conditions over Santa Barbara County. There is a possibility that Red
Flag conditions will form around the I-5 Corridor on Wednesday or
Thursday.

Some improvement is expected Friday into early next week. The gusty
northerly winds should weaken quickly, but the improvement for the hot
and dry conditions will be more gradual. As a result, elevated fire
weather conditions are possible into the weekend.

This is a dangerous fire weather situation. The public is urged to
use extreme caution with any potential fire ignition
sources...such as campfires, cigarettes, welding and brush
clearing equipment.
