PORTIONS OF SOUTHWEST CALIFORNIA DUE TO GUSTY NORTH WINDS, HOT
TEMPERATURES, AND VERY LOW HUMIDITIES...

.A significant heat wave will affect Southwest California through
Sunday. The peak of the heat wave will be Friday and Saturday 
when widespread record breaking triple digit heat is expected. The
extreme heat in combination with single digit humidities and 
gusty north winds will likely bring critical fire weather 
conditions across the mountains, Santa Barbara south coast, Santa 
Clarita Valley, San Fernando Valley, and Santa Monica mountains. 
The strongest north winds for these areas are expected to occur 
Friday morning through Saturday morning where gusts between
35 and 45 mph will be common, with isolated gusts up to 50 mph
in favored mountain locations. In addition, the extreme heat will
create an unstable air mass that will be capable of producing 
large vertical plume growth with any new fire ignitions, 
especially in the mountains and foothills. Red Flag conditions
mean that there is the potential for rapid fire growth and 
extreme fire behavior. Brief critical fire weather conditions are
also possible for the Ventura county valleys and Central Coast.

will remain very warm and dry with elevated fire weather 
conditions. Remaining Red Flag Warning areas will see continuation
of hot and dry conditions today, with onshore winds gusting 
between 20 and 30 mph in the afternoon hours. 

Due to the hot and unstable conditions expected today, there is the potential
for very large vertical plume growth with any new fires, especially
over the mountains and foothills. A surge of monsoon moisture 
will bring a thunderstorm threat to our south and east today, with
the leading edge of the mid level monsoon moisture and 
instability bringing a slight chance of thunderstorms to the 
eastern San Gabriels this afternoon and evening. If any 
thunderstorms were to develop, there would be the potential for 
isolated dry lightning strikes and gusty erratic surface winds.

New Aviation and Beaches Discussion

.SYNOPSIS...04/939 PM.

A strong high pressure system east of the region will build in
for late week bringing very hot weather to Southern California.
Partly cloudy skies and a cooling trend will develop over the
weekend as high is forecast to shift east. Above normal temperatures
will likely persist into next week.

.SHORT TERM (TDY-SAT)...05/323 AM.

2 to 3 MB offshore trends over Srn Ca have inhibited marine layer
stratus formation. Skies will be sunny over the forecast area this
morning save for the VTA county coast and portions of the Central
Coast and LA county immediate coast.

Heat will be the dominant weather factor over the next three days
with a sub story of dangerous surf and rip currents across the
beaches. Anyone who runs away from dangers of the heat to the
beaches will face the dangers of the sea.

Currently a 599 mb high is over Colorado/Kansas and there are 588
DM hgts over Srn CA. This high will slide to the west and
strengthen through Friday when it will have 601 DM central hgts
over the 4 corners region and 596 hgts over LA county. The ridge
flattens somewhat Saturday and hgts over srn CA fall to about 594
DM. The hgts Friday are about as high as they get in July over
SoCal.

To further add to the heat the weak onshore west to east sfc grads
today will turn to near 3 MB offshore both Friday and Saturday
mornings. The near neutral North/South sfc grads will turn to near
6 MB offshore both Friday and Saturday mornings.

Max temps today will rise about 2 to 4 degrees across the coasts
but will rise about 10 degrees across the inland areas where max
temps will be 5 to 10 degrees above normal. The sunshine and the
already warm airmass will combine with the downsloping (and thus
warming) offshore flow on Friday to produce a record setting day
of dangerous heat. The inland areas which will not be affected but
the downsloping will warm the least only 6 to 9 degrees. The
coasts and vlys however will see a 12 to 18 degree jump in max
temps. Places like the San Fernando Vly will have max temps
between 106 and 113 degrees or about 15 to 20 degrees above
normal. The slightly lower hgts and some afternoon onshore trends
in the afternoon will allow for some cooling on Saturday but only
3 to 6 degrees.

The offshore flow that will develop each evening will keep many
vly and foothill area min temps in the 70s and even lower 80s
overnight both tonight and esp Saturday.

The combination both much above normal temps both during the day
and overnight will lead to dangerous heat conditions. The current
suite of excessive heat watches will be converted to heat warning
later today after proper coordination. People should begin to
make heat mitigation plans now.

The offshore gradients will produce local advisory level
northerly gusts tonight across the SBA south coast and near to the
LA/VTA county border. A stronger offshore push Saturday morning
will likely result in wind advisories for both of the above areas.

Todays low clouds will be the last seen during the period as the
offshore winds will eliminate them. Skies will turn partly cloudy
Friday and then cloudier still on Saturday as high level clouds
spin off from Hurricane Fabio and then over CA.

The location of the upper high over the 4 corners area will open
the door a crack for a some monsoon moisture to move into the LA
county area. Current mdls (esp the EC) keep the moisture to the
south and east of the area but still the position of the high
does warrant a slight chc of TSTMs Saturday afternoon for the
eastern San Gabriels.

.LONG TERM (SUN-WED)...05/345 AM.

The high will not weaken much during the extended period but its
center will shift to the east and settle over Iowa. Hgts will fall
to 594 DM Sunday and will remain near those levels through
Wednesday.

The offshore flow will turn onshore Sunday and then will increase
each day after that.

While the onshore flow at the sfc might eventually produce some
night time low clouds across the coasts think that the easterly
flow aloft will prevent stratus formation.

Max temps will fall through the period not so much inland but
more so across the coasts and vlys due to the stronger and earlier
sea breeze. By Wednesday max temps across the csts/vlys will be
back to near normal.

.AVIATION...05/1205Z.

At 12Z, the marine layer depth was around 1000 feet deep at KLAX.
The top of the marine inversion was around 4300 feet with a
temperature near 23 degrees Celsius.

Moderate confidence in TAFs at coastal terminals with high
confidence elsewhere. Return to VFR conds will be generally
within one hour of TAF. There is a 20 percent chance of IFR or
lower cigs/vsbys at coastal TAF sites after 06Z.

KSBA: Light to occasionally moderate LLWS is possible after 00Z.

KLAX...Moderate confidence in 12Z TAF. There is a 30 percent
chance of IFR cigs/vsbys before returning to VFR between 15Z and
17Z. There is a 20 percent chance of IFR or lower cigs/vsbys at
coastal TAF sites after 06Z. Any east winds are expected to remain
below 8 knots.

KBUR...There is a 10 percent chance of MVFR vsbys between thru
16Z. There is a 20 percent chance of 27008kt between 00Z and 03Z.

.MARINE...05/306 AM.

SCA conds are expected to become widespread across the coastal
waters by late this afternoon or early evening. There is a 30
percent chance that SCA conds do not occur across the inner
waters this evening. A Gale Watch has been issued for the Outer
Waters and is in effect from late Friday afternoon through
Saturday night. There is a 30 percent chance that Gale force winds
do not occur. There is also a 30 percent chance of Gale force
winds across the Inner Waters north of Point Sal during this time.
A SCA will likely be needed for the Santa Barbara Channel Friday
evening. Patchy dense fog is possible at times this evening
through this weekend.

A long period south swell generated by Hurricane Fabio will
continue to move across the coastal waters through Friday
evening, before gradually diminishing. This swell will lead to
hazardous boating conditions nearshore due to large breaking
waves. In addition, hazardous mixed seas are likely due to the
combination of south swell and building short period northwest
waves.

.BEACHES...05/503 AM.

A long-period SE to S swell from what once was Hurricane Fabbio
will peak in intensity across the coastal waters through Friday
before gradually diminishing. This swell, along with a building
short period northwest swell, is expected to produce high surf
with dangerous breaking waves nearing 10 feet. Strong rip currents
are expected and sneaker waves will be possible with this south
swell.

Minor coastal flooding is a concern for low-lying coastal areas
that have south to southeast exposure. Beach parking lots and
normally dry beach areas may be covered in sea water around the
late afternoon high tides. Any damage from the high surf is
expected to be minimal.

With record heat expected at the same time, and many people
heading to the beaches for relief, this swell event is likely to
be extremely dangerous. If entering the water, it always advised
to swim near an occupied lifeguard station.

.FIRE WEATHER...05/509 AM.

A significant heat wave is projected to affect Southern California
through Sunday, bringing a prolonged period of elevated fire
weather conditions to the southwest California. The peak of the
heat wave is expected to be Friday through Saturday, when record
breaking triple digit heat will be likely across many inland
areas. The warmest valley, lower mountain, and desert locations
could soar to between 102 and 113 degrees on Friday and Saturday,
while portions of the Los Angeles County Coast and Santa Barbara
South Coast will likely approach or exceed 100 degrees due to a
northerly offshore wind component. This heat wave will be
accompanied with very low humidities, with the potential for
widespread single digit humidities on Friday, possibly lingering
into Saturday. In addition, there will likely be very poor
overnight humidity recoveries across the mountains and foothills
Thursday night and Friday night. Gusty northerly winds will add to
the fire weather threat, with the strongest winds focused across
the mountains (especially I-5 corridor and Santa Ynez mountains),
Santa Barbara South Coast, Santa Clarita Valley, and Santa Monica
mountains where gusts between 35 and 45 mph are expected. These
areas will have the potential for critical fire weather
conditions. A Fire Weather Watch is in effect for the
aforementioned areas. The strongest northerly winds are expected
late tonight into Friday morning and again Friday night into
Saturday morning when both LAX-Bakersfield and Santa Barbara-
Bakersfield gradients peak around -6 mb. Also of note is the gusty
north winds and very low humidities that develop Thursday night
across southern Santa Barbara County and portions of Los Angeles
county which could bring brief critical fire weather conditions to
those areas. Other areas that could see brief critical fire
weather conditions during this event include the San Fernando
Valley, Ventura county valleys, and interior portions of the
Central Coast.

Excessive heat is likely across most of southwestern California
through Saturday with record high temperatures and warm overnight
conditions. Advisory-level northerly winds are possible through
Saturday morning across southern Santa Barbara County and through
the I-5 corridor. The hot, dry, and windy conditions will be
critically favorable for large fire growth. There is a small
threat for thunderstorms over the eastern portion on Saturday.
Heat advisories may be needed on Sunday.
