  bring surf of between 20 to 24 feet beginning late Thursday 
  morning through Friday morning. Surf will lower from Friday 
  afternoon through Friday evening with high surf between 10 to 
  15 feet. Surf is expected to lower to below high surf advisory 
  thresholds Friday night or early Saturday morning. 

* COASTAL FLOOD...Minor coastal flooding of low-lying areas and 
  beach erosion is possible during times of high tide. 

* TIDES...A high tide of 5.4 feet is expected around 115 pm 
  today, then 5.1 feet around 230 pm Thursday, and 4.7 feet 
  Friday at 400 pm. 

* IMPACTS...There is an increased risk for ocean drowning. Rip 
  currents can pull swimmers and surfers out to sea. Large 
  breaking waves can wash people off beaches and rocks and

Coast on Wednesday and slowly move into Ventura and Los Angeles
Counties by Wednesday night through Thursday morning. Cool
temperatures will prevail during this time and through the
weekend.

.SHORT TERM (TUE-FRI)...27/747 PM.

***UPDATE***

Some low clouds were developing along the coast this evening and
should expand overnight especially along the Central Coast and the
L.A. County coast. Low clouds should also develop over the nrn SLO
County interior vlys later tonight. A cold front was moving into
Central CA this evening with rain in the Bay Area to nrn Monterey
County. As the cold front pushes further S, some rain should
develop across the northern half of SLO County by daybreak Wed.
Otherwise, partly to mostly cloudy skies will prevail across the
forecast area thru the night as more hi and some mid level clouds
move into the area from the NW.

There was a burst of gusty N winds this evening below and thru the
passes and canyons W of Goleta, with gusts up to 48 mph noted at
the Refugio RAWS at 6 PM. The SBA-SMX gradient at 03Z was around
-3.0 mb. This should weaken overnight with the gusty winds in this
area abating probably by midnight or shortly thereafter.

***From Previous Discussion***

A couple of wet days on tap as two systems move through the area.
The first one is just hitting the northern part of the Bay Area
and is expected to spread rain into northern SLO County by
Wednesday morning and as far south as Ventura County by afternoon.
As that fronts sags south across the area a second system that is
currently near 36N/150W will merge in with the first one
Wednesday night into Thursday and cause rainfall to intensify as
southerly flow and precipitable waters increase. The models have
been pretty consistent with the overall rainfall amounts though
have bounced around some with the locations and times of heaviest
rain. Earlier model runs, including the 12z solutions were pretty
benign in terms of instability, however the 18z NAM has increased
the LI's to between -1 and -3 across the coastal waters and
adjacent coast Thursday into Thursday evening as some cooler air
moves in aloft. Looking at forecast soundings there is a pretty
strong capping inversion at around 600mb so while the the low
level lapse rates are decent it's going to be tough to get past
that mid level inversion. Topography alone likely won't be enough
to generate rainfall rates in excess of USGS thresholds, however
the addition of thunderstorms could push those numbers into more
concerning territory so at this point would prefer to hold off
going with any burn area flash flood watches and see if the 00z
and 06z runs continue to show increasing instability.

Rainfall amounts remain more or less on track. The lower end
totals have been raised as confidence in a longer duration event
increases so most areas should see at least .75" with the vast
majority seeing 1-2". Upslope areas 1.5-3" and the extreme portion
of NW SLO County near Hearst Castle as much as 4". Still going
with rainfall rates peaking at or just below .5"/hr, however if
thunderstorms become a more realistic probability then rates could
be slightly higher and justify a watch issuance for the burn
areas.

This is a pretty warm event with snow levels at or above 8000'
during the lion's share of the precip. Snow levels will fall late
Thursday into early Friday and any lingering precip could fall as
snow down to 5000-6000', though accumulations would likely only be
a couple of inches.

Dry but cool weather expected Friday with some breezy northwest
winds.

.LONG TERM (SAT-TUE)...27/156 PM.

Models once again are at odds for the Saturday system with the GFS
consistent with it's quick moving system bringing rain to the area
while the ECMWF has reverted back to keeping the system to the
north and east with very little cold air dropping into the Great
Basin. The hangup appears to be with the trough over the Midwest
which the ECMWF lingers much longer and prevents the west coast
system from amplifying. So still some uncertainty for Saturday
but opted to go with the more consistent GFS and increase pops to
likely for most areas. This will be a much faster and weaker
system overall with just a few hours of rain in any one area and
amounts mostly under a half inch. Keeping temps on the cool side
as well at least through the weekend until both models agree on
some weak ridging early next week to bring temps closer to normal.

Looks like another pretty good chance of rain around the middle of
next week though again there are significant differences between
the models.

.AVIATION...28/0721Z.

At 0535Z at KLAX, the marine layer was 1200 ft deep. The top of
the inversion was at 1500 feet with a temperature of 17 degrees C.

Low confidence in coastal TAFs. Through 16Z there will be a
chance of low clouds at all coastal TAF sites. Low MVFR will be
the predominate flight cat but there will be some IFR cigs along
with a 20 percent chc of LIFR cigs. Conditions will likely also
switch back and forth SCT/BKN. After 16Z mid level clouds will
roll in but there is a chc of MVFR cigs at all stations through
the afternoon. Rain will likely develop North of Pt Conception
after 00Z.

Moderate confidence in inland TAFs with just lowering cigs but
still VFR.

KLAX...Low confidence in TAF. MVFR cigs could form at any time
between 08Z and 13Z. There is a 20 percent chc of IFR cigs. There
is a 30 percent chc that MVFR cigs will last into the afternoon.
There is a 20 percent chc of rain after 00Z. There is a 20
percent chc of east winds 8kt 13Z-18Z

KBUR...Moderate confidence in TAF. There is a 30 percent chc of
MVFR cigs 12Z-20Z.

.MARINE...27/752 PM.

For the outer waters, the northern zone shows a SCA for hazardous
seas through Wednesday morning, followed by a SCA for winds and
seas from Wednesday morning through midday Thursday. After midday
Thursday, the winds may increase to Gale force. In the other two
outer zones, a SCA is in effect through midday Thursday. After
midday Thursday, the winds may increase to Gale force.

For the inner waters north of Point Sal, a large and long-period
west to northwest swell will affect the waters tonight and
Wednesday, resulting in hazardous seas. Therefore a SCA was
issued for hazardous seas tonight through Wednesday evening. After
Wednesday evening, the winds will increase to SCA levels.

For the inner waters south of Point Conception, winds will
remain below SCA levels thru Wed. However, a 7 foot swell and
higher will develop overnight, initially across the Santa Barbara
Channel then reaching the Santa Monica Basin later tonight into
Wednesday morning. A SCA for hazardous seas is in effect valid
from this evening through Friday evening. There will be periods of
SCA level wind gusts as well Thursday into Friday.

.BEACHES...27/756 PM.

An extended period of high surf will affect west and northwest
beaches from San Luis Obispo County through Los Angeles County,
including the western shores of the Channel Islands, as well as
Catalina Island. The high surf on the Central Coast this evening
will spread southward tonight and Wednesday into the SoCal Bight
affecting exposed west facing beaches of Santa Barbara, Ventura
and Los Angeles Counties.

Along the Central Coast, surf of 10 to 15 feet with local sets to
20 feet is expected through Fri. For beaches south of Point
Conception, surf of 6 to 12 feet is expected later tonight into
Wed then continue through Fri. High surf advisories are in effect
for the Central Coast and for exposed west facing beaches S of
Point Conception.

Computer models continue to show an even higher swell (just over
22 feet at 13 second period) pushing into the northern outer
waters late Thu and Thu night. A High Surf Warning might need to
be issued for the Central Coast for breakers up to 24 feet
Thursday afternoon through early Friday morning.

Along with the high surf will be strong rip currents and sneaker
waves that can create life-threatening conditions in the surf zone
as well as minor coastal flooding and beach erosion during the
time of high tide.
