PREV DISCUSSION... /issued 439 AM CDT Mon Sep 3 2018/

SHORT TERM...

Large TUTT low circulation well defined in satellite imagery over
SW Louisiana this morning to aid in synoptic scale lift on robust
onshore flow. This will garner 60-70% chance today and Tuesday.
Meanwhile, broad circulation associated with Potential Tropical
Cyclone SEVEN appears to be moving a bit faster towards south
Florida. As a result, tropical storm watches will be elevated to
warnings with this package, due to expected arrival of impacts
upon the CWA closer to 36 hours. Have been in coordination with
surrounding offices and WPC to also consider Flash Flood Watch
issuance with this package. Based on WPC Day 2 and 3 Excessive
Rainfall Outlook for SLIGHT to MODERATE, will issue Flash Flood
Watch with this package for the entire CWA to go into effect noon
Tuesday through midnight Wednesday night. Little in the way of
change of thinking on impact magnitudes. Storm surge inundation in
the 2-4 foot range still expected in the watch area. QPF is
coming in with 3-4 inch areal average along the track, but feel
some banding of higher amounts to 6 inches are in play.
Temperatures should be held down a bit due to increasing cloud
cover, in the mid to upper 80s, with lows running the usual mid
70s to lower 80s. If track timing holds true, most influences of
PTC SEVEN should lift out of the forecast area by sunset
Wednesday.

LONG TERM...

A return to onshore flow pattern with daily lake and breeze features
for typical rainfall pattern Wednesday night into the weekend.
Temperatures should reach only the upper 80s for highs each day as
barotropic conditions prevail.

.AVIATION...

.Updated 1747Z...

Latest radar trends continue to illustrate spotty showers and
thunderstorms either over or near most area terminals. Expect this
trend to continue through the rest of the afternoon and evening.
With such a persistent easterly to southeasterly flow, some
banding is noted in some areas, which may allow for training of
some storms over one location. Within these storms, CIGS may
bounce as low as IFR due to reduced visibility in heavier rain.
Additionally, erratic gusty downdraft winds may be possible in
these storms in the range of 20 to 30kt, but should remain well
below severe limits. KLG

.MARINE...

All marine interests are urged to closely monitor the latest
tropical cyclone advisories. It is advised to remain in port until
the developing tropical cyclone moves inland and conditions improve
later in the day Wednesday. Winds and seas will be steadily
increasing in response to the system's development and eventual
track.

This Hazardous Weather Outlook is for portions of Southeast
Louisiana...South Mississippi and the adjacent coastal waters.

.DAY ONE...This Afternoon and Tonight

A Tropical Storm Warning is in effect from Morgan City to the
Alabama state line and all of the Louisiana and Mississippi
coastal waters. A Hurricane Watch is in effect for the Mississippi
coastal counties. A Storm Surge Warning is in effect from the
Mouth of the Mississippi River to the Alabama State Line. A
Coastal Flood Advisory is in effect for Lake Pontchartrain and
Lake Maurepas.

Otherwise, tropical showers and thunderstorms will be capable of
producing periods of heavy rainfall, at times in bands, gusty
winds 35 to 45 mph and occasional lightning. Waterspouts and
tropical funnels will be possible in marine areas.

.DAYS TWO THROUGH SEVEN...Tuesday through Sunday

Tropical Storm conditions are likely to be impacting a large
portion of the outlook area from late Tuesday through much of
Wednesday before conditions improve Wednesday evening.

Tropical funnels and large waterspouts will be possible Tuesday
and Wednesday. A few may move ashore near the coast.

.SPOTTER INFORMATION STATEMENT...

Spotter activation is not anticipated today, but may be requested
Tuesday through Thursday.

At 410 PM CDT, a strong thunderstorm was located near Baker, moving
northwest at 25 mph.

Winds in excess of 30 mph are possible with this storm.

Locations impacted include...
Baton Rouge, Zachary, Baker, Port Allen, New Roads, Jackson, St.
Francisville, Slaughter, Wakefield, Spillman, Brownfields and Baton
Rouge Airport.

Torrential rainfall is also occurring with this storm, and may cause
localized flooding. Do not drive your vehicle through flooded
roadways.

or 13 miles northwest of Larose, moving northwest at 25 mph.

North Vacherie, Garyville, Wallace, Raceland, Chackbay, Bayou Gauche
and Edgard.
