following rivers in Indiana...
  Kankakee River at Davis affecting La Porte...Starke and St. Joseph 
  Counties

.Recent rainfall led to flooding on area rivers. Up to around 1 inch of
additional rainfall is possible tonight, which will lead to 
additional rises. 

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Never drive vehicles through flooded areas. The water may be too deep
to allow safe passage. Never allow children to play in or near flood

* Forecast...The river will rise above flood stage Thursday morning  
  and crest near 10.0 feet around  1 PM Friday March  2 and fall 
  below flood stage around  3 AM Monday March  5.
* At 10.0 feet...Several residential streets are flooded in Goshen. 
  US 33 begins to flood. Flooding from Chicago Poke Plaza reaches 
  residential areas near the intersection of Indiana and Berkey 
  Avenues in Goshen.
* This crest compares to a previous crest of 10.4 feet which occurred

Issued at 323 AM EST Wed Feb 28 2018

Clouds and chances for rain showers will increase into this
morning as a weak disturbance moves through the region. It will
remain mild otherwise with early morning lows in the 40s and
highs later today in the low to mid 50s. A strengthening low
pressure system will provide a soaking rain Wednesday night into
Thursday. Rainfall amounts in excess of 1 inch are likely, which
may result in additional flooding. Precipitation will change to
snow before ending Thursday night. Snow accumulations of generally
1 to 3 inches are expected over far northern Indiana into Lower
Michigan. Quiet weather and seasonable temperatures are then
expected Friday into the weekend.

.SHORT TERM...(Today through Thursday night)

The challenges in the short term includes rainfall locations and
amounts that may accentuate flooding. Favored a general model blend
solution with rainfall amounts by Friday morning between 1.0 and
1.3 inches north of Highway 30. Will continue handling this event
with the Hydrologic Outlook product and mention the main impacts
with river rises extended river flood concerns. A fairly
impressive system will eject northeast across the area Thursday &
Thursday night. Rain should chance to snow before ending Thursday
night. Thermal profiles will favor snow very late in the event
with 1 to 3 inches over lower Michigan with generally less than an
inch over northern Indiana and northwest Ohio.

A mild and dry period is ahead Friday through Sunday with highs in
the 40s as an upper level ridge builds toward the region. A more
unsettled weather pattern fill follow with a rain/snow mix Monday
into Tuesday as a significant upper level system moves into the
area.
