...A Flood Warning continues for portions of the following rivers and
creeks in Indiana...

  Driftwood River...East Fork White River...Flatrock River...
  Mississinewa River...Muscatatuck River...Tippecanoe River...Wabash 
  River...White River...Wildcat Creek...Youngs Creek...


.Extensive river flooding will continue to develop across much of
central and southern Indiana this weekend and continue through much
of next week.  Near major to major flooding is possible in southwest
Indiana.

Major flooding will continue along the Tippecanoe River in north
central Indiana through Wednesday night.  Flooding along the Wabash
River at Lafayette will be the highest since April 2013.

As of late Wednesday morning, 1 to nearly 8 inches of rain had
fallen in Indiana since February 14.  The heaviest rain of 4 to 8
inches fell in northwest and north central Indiana since Monday. 
Central and southern Indiana had received the least with only 1 to 2
inches of rain.

Additional rainfall of 1 to more than 4 inches will fall in the
state by Sunday morning.  This time the heaviest rain of 2 to more
than 4 inches will fall in central and southern Indiana. Much of this
rain will fall on Friday and Saturday.

Extensive flooding will develop in central and southern Indiana
during the weekend and continue through next week. Extensive flooding
will continue in northern Indiana through the weekend and into next
week. High water will close many roads and possibly affect additional
residential areas. Sharp river rises are likely during the weekend in
southern Indiana.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

* At 15.0 feet...Major flooding in progress.  Evacuation of many 
  people downstream of Oakdale Dam. Roads along both sides of the 
  river are flooded, some by more than a foot deep.  Substantial 
  property damage downstream of Oakdale Dam.  Flooded areas include 
  Horseshoe Bend, Tippecanoe Ranch and Tecumseh Bend Roads, CR 1275 W
  north of Bicycle Bridge Rd, extreme west end of CR 975 N and low 
  part of Goldsberry Rd.  Residents park cars on high ground.  
  Flooding affects numerous residential and recreational areas along 
  the river.

  extend from just north of the Happy Hollow Rd intersection to near 
  the Old Soldiers Home, a distance of nearly 2 miles.  The eastern 
  end of Catherwood Dr is now in the river.  Some residents along N 
  River Rd, in the Davis Ferry Rd area and Barton Beach Rd area, may 
  leave.  Low parking areas of Williamsburg Apt complex flood.  
  County Road 75 S west of CR 700 W floods.  Fountain CR 500 E just 
  north of Riverside and River Rd near Williamsport flood.

.Extensive river flooding will continue to develop across much of
central and southern Indiana this weekend and continue through much
of next week.  Near major to major flooding is possible in southwest
Indiana.

Major flooding will continue along the Tippecanoe River in north
central Indiana through Wednesday night.  Flooding along the Wabash
River at Lafayette will be the highest since April 2013.

As of late Wednesday morning, 1 to nearly 8 inches of rain had
fallen in Indiana since February 14.  The heaviest rain of 4 to 8
inches fell in northwest and north central Indiana since Monday. 
Central and southern Indiana had received the least with only 1 to 2
inches of rain.

Additional rainfall of 1 to more than 4 inches will fall in the
state by Sunday morning.  This time the heaviest rain of 2 to more
than 4 inches will fall in central and southern Indiana. Much of this
rain will fall on Friday and Saturday.

Extensive flooding will develop in central and southern Indiana
during the weekend and continue through next week. Extensive flooding
will continue in northern Indiana through the weekend and into next
week. High water will close many roads and possibly affect additional
residential areas. Sharp river rises are likely during the weekend in
southern Indiana.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

Wet pattern continues into early Sunday as a series of short waves
ride northeast from Texas up and across the Ohio and Tennessee
Valleys. Rainfall episodes tonight into early Thursday, Thursday
night into early Friday, and again Saturday and Saturday night
will in combination produce 2 to 5 inches of rainfall across the
area, especially south of I-70. High pressure will clear things
out Sunday and bring dry weather into midweek next week.

Temperatures will remain above normal through the next seven days
with tonight and Thursday the coolest in this period.

.NEAR TERM /Tonight/...

Issued at 306 PM EST Wed Feb 21 2018

As the next short wave lifts out to our southwest, the rain area
will expand northward overnight across central Indiana. Rain
amounts over one inch are projected by both the NAM and GFS for
our southern counties which appears reasonable. Given that these
areas have just today started into the rain and that stream
levels are normal there, we do expect a rise in rivers and
ponding in the usual low lying areas but do not anticipate
significant flooding issues.

Further north from Lafayette to Tipton and Muncie, temperatures
will be approaching freezing overnight and thus the precipitation
expanding north will likely be a mix of snow with mostly rain.
Should air temperatures reach freezing a light glazing of ice may
occur on above ground surfaces. At the moment the ground is much
warmer than the air and the likelihood of the ground reaching
freezing by tomorrow morning is pretty low. Will issue a special
weather statement to cover that possibility but at the moment that
does not appear to be a problem.

Forecast lows are near guidance in the lower 30s north and upper
30s south.

.SHORT TERM /Thursday through Saturday/...

Issued at 306 PM EST Wed Feb 21 2018

Wave 1 exits the area Thursday morning. Again a wintry mix of
precipitation may continue into the first few hours after
daybreak before temperatures are no longer an issue. Temperatures
near guidance were followed ranging from maxs near 40 in the north
to near 50 in the south.

Wave 2 enters the picture Thursday night. Confidence in rain
amounts and the axis of heaviest rain is low given differences
between available models. A lean towards a compromise between the
models with a rain maximum axis between I-70 and the East Fork
White River looks best. Rain amounts from this wave near one inch
appear in line.

The final wave arrives Saturday with strong dynamics and continued
thrust of abnormally high moisture and with it, another inch of
rainfall by Sunday but this axis appears more likely to shift back
to our northern counties.

Thus the current flooding in the Upper Wabash will have a respite
from heavy rains into Saturday while the White and East Fork White
receive the brunt of rains tonight and Thursday night. The end
will result in river flooding, possibly major flooding, for some
stretches of the rivers.

As referenced in the synopsis, the period Thursday through
Saturday will remain warmer than normal with forecast temperatures
a blend of available model data.

.LONG TERM /Saturday night through Wednesday/...

As the long term begins, an upper wave is moving through central
Indiana. There is some instability with this pretty strong upper
system and surface cold front moving through, so included a thunder
mention. Rain could be heavy Saturday night until frontal passage,
with plenty of Gulf moisture to work with advected north on a strong
low level jet.

Once the front and upper trough pass through the area, dry weather
will move in to end the weekend and start next week. Broad upper
ridging slowly builds over the central and eastern U.S. during this
time. The GFS shows a weak upper wave sliding through to the north
on Monday, but right now that feature looks weak enough to only
result in a little increase in cloud cover if that. The next chance
for precipitation arrives at the end of the forecast period (Tuesday
night/Wednesday) as a front stretches east from the plains.

Temperatures will run above normal through the period, with 50s
for highs and 30s for lows throughout in the flatter flow regime.

.AVIATION /Discussion for 212100z TAF issuance/...

Updated current conditions at KIND, and extended restrictions at
KLAF for a few more hours as improvement there has been slower than
expected. Previous discussion follows...

Low end MVFR/high end IFR to start at the sites due to ceilings.
Short range models show improvement to ceilings to MVFR during the
afternoon/early evening (even VFR possible at KLAF) as rain moves
out to the east/southeast. Tonight the front will make its way
north again and bring more rain and IFR ceilings to the sites.
Winds will shift from NNEly around to ENEly during the period and
should remain about 6 to 14 kts throughout.

.DAYS TWO THROUGH SEVEN...Thursday through Wednesday.

Outlook: Rains end Thursday morning but another round of heavy
rain will occur late Thursday night into mid day Friday. One more
round of heavy rain is expected Saturday night before a couple dry
days early next week. More rain will return next Wednesday. Flooding,
possibly significant flooding, could develop as a result of this
rainfall. Thunderstorms are possible Friday night through Sunday
morning. No severe storms are expected at this time.

Discussion: A slow moving front will interact with warm and moist
air from the Gulf of Mexico to bring rain to central Indiana. The
rain could be heavy at times with an additional 2 to 5 inches
possible in spots by late weekend. Lowland flooding is expected, with
the possibility of the development of significant river flooding
later this week as well.

This hazardous weather outlook is for central Indiana.

.DAY ONE...Tonight.

Outlook: Localized flooding will be ongoing. A light wintry mix of
snow and freezing rain will develop.

Hazards: Wintry mix of precipitation. Flooding of low lying areas.

Timing: A wintry mix of rain snow and freezing rain will spread into
the area by late evening and continue overnight. Flooding will be
ongoing through the night.

Discussion: The next wave of precipitation will overspread the area
overnight. As colder air builds in...the rain will mix snow...sleet
and freezing rain late this evening and overnight. With air temperatures
only falling to near freezing and ground temperatures likely to
remain just above freezing...little to no impact from wintry
precipitation is expected on roads.

.DAYS TWO THROUGH SEVEN...Thursday through Wednesday.

Outlook: Wintry precipitation will end Thursday morning. Heavy
rainfall will return at times for Thursday night into early Friday
and especially Saturday and Saturday night. Ongoing flooding may
become significant as a result of this rainfall. Embedded
thunderstorms are possible Friday night through Sunday morning. No
severe storms are expected at this time.

Discussion: A slow moving front will interact with warm and moist
air from the Gulf of Mexico to bring rain to central Indiana. The
rain could be heavy at times with an additional 2 to 4 inches
possible in spots by late weekend. Lowland flooding is expected, with
the possibility of the development of significant river flooding
later this week as well.

...Heavier rains return overnight with local flooding possible...

Widespread light rain will become heavier overnight. With wet
ground, some ponding of water on fields is possible. Streams and
rivers will steadily rise and may cause problems for some of the
county roads that normally experience problems from heavy rain.

Travelers are urged to drive with caution tonight and early
Thursday due to visibility restrictions from rain and ponding of
water on roads.

...Wintry precipitation mix tonight...

Temperatures falling close to freezing tonight will result in a
mix of wintry precipitation as it overspreads the area overnight.
Rain will be mixed at times with snow, sleet and possibly
freezing rain. With ground temperatures above freezing and
expected to only approach freezing by daybreak, road surfaces are
not expected to be impacted. Elevated surfaces such as trees and
power lines could receive a light layer of icing but not enough to
cause problems.

Travelers are advised to drive with caution tonight and early
Thursday due to visibility restrictions from precipitation and wet
surfaces that will reduce traction.
