...A Flood Warning continues for portions of the following waterways 
in Indiana...

  East Fork White River...Mississinewa River...Wabash River...White 
  River...Wildcat Creek...Youngs Creek...

.Lowland flooding has developed or will develop along several creeks 
and rivers across central Indiana. Significant flooding is not 
expected.  Flooding is due to one to two inches of rain that fell 
across the state Sunday and is expected to be brief along Wildcat 
Creek, Youngs Creek, and the Mississinewa River.  Portions of the 
lower Wabash and White will be in flood through next week.

Flooding will affect some local and state roads, agricultural 
land, and some river parks and/or cabins.

Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

  begin falling. It will fall below flood stage Tuesday afternoon.
* At 13.0 feet...Significant flooding of Mississinewa River in 
  northern Randolph County.  Water is likely on SR 1 just south of SR
  28.  West CR 825 N east of SR 1 and West River Road west of SR 1 
  and possibly other county roads are flooded.  Little League field 
  in Ridgeville is flooded.  Noticeable agricultural flooding in 
  progress.

.Flooding has developed and will continue along rivers in central 
and southern Indiana. River levels may approach those experienced 
during recent times in a few areas. 

The Wabash is expected to crest at Lafayette on Wednesday, the White 
should crest at Muncie and Anderson today, and the East Fork White 
is expected to crest at Columbus and Seymour on Wednesday. The 
crests will then move downstream in the following days. 

Rain of up to an inch and a half, and locally higher amounts, across 
Indiana has lead to a rise in river levels. The next round of 
precipitation is not expected until Friday, which should give the 
rivers some time to fall. 

Flooding will affect some local and state roads, agricultural 
land, and some river parks and/or cabins.

...A Flood Warning continues for portions of the following waterways 
in Indiana...

.Flooding has developed and will continue along rivers in central 
and southern Indiana. River levels may approach those experienced 
during recent times in a few areas. 

The Wabash is expected to crest at Lafayette on Wednesday, the White 
has crested as far downstream as Noblesville, and the East Fork 
White is expected to crest at Columbus and Seymour on Wednesday. The 
crests will then move downstream in the following days. Smaller 
streams and rivers have crested and are continuing to fall.

Rain of up to an inch and a half, and locally higher amounts, across 
Indiana has lead to a rise in river levels. The next round of 
precipitation is not expected until Friday, which should give the 
rivers some time to fall. 

Flooding will affect some local and state roads, agricultural 
land, and some river parks and/or cabins.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

Widespread and locally heavy rainfall will accompany low pressure
tracking through the region today. Thunderstorms will be possible
over southern portions of central Indiana as well. Cloudy and colder
conditions will follow for New Years Day along with a potential for
pockets of drizzle and freezing drizzle as temperatures fall below
32F Tuesday night. Additional chances for rain and snow showers are
possible Thursday and Friday as a storm system passes south of the
region. Dry weather will return for the weekend.

.NEAR TERM /Rest of Today and This Evening/...
Issued at 952 AM EST Mon Dec 31 2018

Forecast is on track. Tweaked hourly PoPs to account for a lull in
rain moving through the area, but more rain is right behind it.
There will be a brief period of dense fog for some areas in the lull
as noted by latest observations, but the rain moving back in will
improve the visibility.

Will have to keep an eye on temperatures, as they may get warmer
than expected across the western forecast area if some of the latest
hi-res models are right in the path of the surface low.

Previous discussion follows...

Rain steadily expanding into the forecast area early this morning.
Warm advection has enabled temperatures to rebound from Sunday
evening lows with 08Z readings above freezing over all of central
Indiana. There are no concerns even for a brief period of freezing
rain at onset over north central Indiana...precip will start
everywhere as all rain.

A plethora of weather issues will impact central Indiana and the
Ohio Valley over the next 18 to 24 hours...making for a nasty last
day of 2018. Low pressure currently getting its act together over
east Texas early this morning will lift northeast into the region
and strengthen later today aided by a sharp upper trough.

There are three primary impacts for the region through this
evening...heavy rain and localized flooding...isolated strong to
severe storms this afternoon over southern portions of the forecast
area...and the potential for a period with gusty winds in excess of
40 mph focused over the southeast half of the area late this
afternoon and evening. We will run through each below.

The combination of southwest flow aloft and a strong low level jet
will transport both Gulf and Pacific moisture into the area today
with high confidence in widespread and locally heavy rainfall
impacting the entire forecast area through late day. Strong low
level lift will interact with a mid level deformation axis and
diffluence aloft to enhance rainfall rates and intensity. Precip
water values will peak between 1.25 and 1.50 inches this afternoon
which would in may areas end up above the climatological peak for
late December. Expect 1 to 2 inches of rainfall across central
Indiana by the time the widespread rain ends this evening. This will
likely produce localized flooding in low lying areas and along
rivers and streams.

The track of the low this afternoon from southern Illinois to lower
Michigan will place much of the forecast area in the warm sector
with the likelihood of a narrow axis of unstable air to be drawn
north into south central Indiana. Hi-res models capturing this
thinking with the development of a low topped squall line across the
Tennessee and lower Ohio Valleys immediately ahead of a cold
front...a common convective setup in a cool season high shear/low
instability environment. Confidence is highest that the northern
part of the line will make it into southern counties in the 19-22Z
timeframe and carry a locally damaging wind threat as the atmosphere
through the boundary layer becomes supportive to pull stronger winds
aloft to the surface. Will continue to mention thunder in these
areas and will highlight the potential for strong to locally severe
wind gusts accompanying the squall line within the HWO.

Once the line goes through...the focus will turn to a roughly 6 hour
window late afternoon into the evening where the combination of
steep low level lapse rates and developing cold advection behind the
front will continue to pull down stronger winds aloft with gradient
surface gusts potentially exceeding 40 to 45 mph. The greatest
potential for this will be across the southeast half of central
Indiana in closest proximity to the core of the low level jet. Will
introduce a Wind Advisory roughly along and east of a Vincennes-
Indy Metro-Anderson line from 20Z through 05Z. While the headline
covers a 9 hour period...the strongest wind gusts will most likely
be confined to a 3-4 hour period in any one location impacting
southern portions of central Indiana first and eastern counties last.

Temps...sharp temperature gradient will exist across the forecast

southeast. Overall this placed highs closer to the warmer MAVMOS.
Temperatures will tumble quickly back into the 30s and 40s this
evening.

.SHORT TERM /Overnight Tonight through Wednesday Night/...

Forecast challenges focus on a potential sneaky drizzle/freezing
drizzle setup for New Years Day into New Years night and the
likelihood of clouds lingering through much of the short term.

Split flow regime aloft will continue through the short term with an
upper trough extending from the northern Plains back into the
southwest U S while a ridge holds firm off the Florida coast.
Persistent southwest flow will transition to a quasi-zonal flow by
early Thursday as the upper low to the west ejects into the Plains.
The low pressure moving through the area today will move away from
the region rapidly tonight with a broad area of high pressure
overspreading the Ohio Valley through midweek.

While widespread rainfall will end by early evening over central
Indiana...deep low level moisture will become trapped tonight as
progressively drier air aloft advects into the area above the
boundary layer. The inversion will only strengthen further Tuesday
as flow lightens through the boundary layer. With subtle forcing
present aloft...sounding profiles support a rather classic setup for
a prolonged period of drizzle developing late Monday night and
persisting all day Tuesday. Surface temperatures should remain above
freezing over the entire forecast area late Monday night through
Tuesday. Impacts will increase Tuesday night as surface temperatures
fall below 32F with drizzle transitioning to freezing drizzle.
Confidence remains lower than desired in this scenario...but the
potential exists for a pesky icing setup in some areas Tuesday night
and Wednesday morning with trace amounts of liquid. Will continue to
monitor closely.

While the near surface layer will remain saturated with light winds
Wednesday...a subtle increase in winds through the upper portion of
the boundary layer may be enough to largely shut off any sort of
lingering drizzle threat. That being said...lower stratus is likely
to be rather stubborn scattering on Wednesday and may hold off until
Wednesday night as direr air finally works into the lower levels.
Any precipitation now appears likely to remain south of the region
Wednesday night with low pressure developing over the lower
Mississippi Valley by Thursday morning.

Temps...a general model blend should work fine for much of the
period...with a lean towards cooler daytime temps and warmer
nighttime lows due to the thick cloud cover expected for much of the
period. HIghs will be in the upper 30s and lower 40s Tuesday
followed by mid and upper 30s Wednesday. Expect lows primarily in
the mid and upper 20s Tuesday and Wednesday nights.

.LONG TERM (Thursday Night Through Monday)...
Issued at 220 PM EST Mon Dec 31 2018

Models are close enough that the model blend initialization
was accepted for most items.

Models have come into better agreement with the upper level low and
surface low pressure that will impact the area late this
week. Thus, feel more comfortable with the initialization's chances
of precipitation.

The system will bring the threat for some rain and snow Thursday
night into Friday night across the area. At the moment it appears
that the air will be warm enough for the bulk of the precipitation
to fall as rain, with perhaps just a little snow near the beginning
and end of the precipitation.

High pressure will then provide dry conditions into the weekend.
Another system could bring some precipitation on Monday.

Temperatures will be above normal through the period.

Good confidence in poor flying conditions expected through much of
the period.

Rain will continue much of the time through the remainder of the
daylight hours. Isolated thunder is possible at mainly KBMG mainly
19-23Z, but odds are too low to include in the TAF.

Strong winds aloft will begin to mix down by 21Z with low level wind
shear before that. Wind gusts over 35kt are possible mainly in the
23-03Z time frame. Winds will veer through the day as low pressure
moves nearby.

IFR (or lower at times this afternoon) will persist through most of
the valid time, with perhaps MVFR conditions during late afternoon
into evening.
