...A Flood Warning continues for portions of the following waterways 
in Indiana...

  Driftwood River...East Fork White River...Muscatatuck River...Wabash
  River...White River...


.Periods of heavy rain last week resulted in extensive flooding 
across much of central and southern Indiana that continues 
this week.  Near moderate flooding occurred on some of the smaller 
streams.

As of late Sunday morning, the primary crest on the Wabash River was 
in the vicinity of Covington and Montezuma.  On the White River the 
crest was near Elliston.  On the East Fork the crest was slightly 
downstream of Seymour.  Flooding is expected to end by Wednesday, 
November 14.

Additional rainfall this week, heaviest Monday night into Tuesday, 
may lead to rises on area waterways.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

* At 12.0 feet...Lowland flooding reported along Sugar Creek and Big 
  Blue River in southern Johnson County in March 2011.  Lowland 
  flooding begins along portions of the Driftwood River in northern 
  Bartholomew County.  Water is near CR 950N to Double Y Saddle Club.

* At 25.0 feet...During the late March 2008 flood, the Bedford Times 
  reported the following County Roads still under water; River Road, 
  entire Road; Bartlettsville Road, by the bridge and in the bottoms;
  Judah-Logan Road, by the bridge; Logan Bottoms, the gravel part; 
  Donica Church Road, between Logan Bottom and the hill; Peerless 
  Road, by Mica Metals; Little Salt Creek Run; Stumphole Bridge Road,
  near Indiana State Road 450; Huron-Williams Road; Lawrenceport 
  Road; Rivervale Road and Earl Road.

* Forecast...It is forecast to rise above flood stage Tuesday 
  morning, crest at 21.7 feet late Friday night, and then fall below 
  flood stage by Monday November 12.
* At 21.2 feet...At this level during December 2013 backwater reached 
  the tailwater of Lake Monroe as Salt Creek stopped falling.  The 
  crest of the river followed 2 days later and reached 27.6 feet at 
  Bedford and caused Salt Creek to rise nearly 6 feet at the 
  tailwater of Monroe Lake.

  production ceases with the exception of pumping units on 
  substructures.  Access to these are by boat only.  Agricultural

  round.

An active weather pattern will remain over central Indiana through
the period. Rain and some breezy conditions will move over the area
today. A strong low pressure system will move through Monday night
into Tuesday and bring rain, chances for thunderstorms and possibly
some severe ones, and then windy conditions with rain chances on
Tuesday. After some dry weather on Wednesday, chances for rain
return Thursday and could see some flakes mix in as well Thursday
night.

.NEAR TERM /This Afternoon/...

Issued at 958 AM EST Sun Nov 4 2018

Surface analysis early this afternoon shows deep low pressure in
place over Iowa with strong Se flow in pace across Indiana, A cold
front was found across Central Missouri. GOES16 shows plentiful
clouds ahead of the front...across Missouri...Illinois and the
Mississippi river...advecting toward Central Indiana. Radar
mosaics shows a band of rain across Western Illinois associated
with these features. HRRR suggests this band will propagate to
Indiana late this afternoon as Time height shows good moisture
and lift arriving late this afternoon and persisting through the
evening. Thus have done a bit of fine tuning with pops...dry
weather initially and then raising pops later this afternoon.
Have used an increasing clouds type forecast as well.

Given the good heating...southeast flow and mixing prior to
precip onset...raised high temps a bit from the forecast
builder...closer to highs seen across Kentucky on Saturday and
LAV values.

.SHORT TERM /Tonight through Tuesday night/...

Issued at 330 AM EST Sun Nov 4 2018

Tonight a cold front will move through the area, and late tonight
this will bring an end to the rain from west to east. Dry conditions
with brief upper ridging will move across the area. By Monday
afternoon, though, the next system will approach from the plains.
This will bring chance for rain overspreading the area from
southwest to northeast. Current indications are that Monday
afternoon will not have any available instability and thus have no
thunder inclusion until after 0z Tuesday.

Monday night models show a negatively tilted trough approaching the
area along with a strengthening surface low that will move through
the Great Lakes. A strong upper level jet along with a low level jet
of 60 to 70 kts will be sliding through just south of the forecast
area. The low level jet could advect enough moisture/warmth
northward to bring some instability into the area. The forcing will
be strong, and the shear will be significant. Thus could see some
strong to severe storms. Southern counties will be have better
chances for these storms as they have the better potential for
instability and the proximity to the jets. Main threat remain
damaging winds, with an isolated tornado not out of the question.
Rainfall totals look a little lower this set of model runs, at
anywhere from half an inch north to perhaps an inch and a half
south, but this still may be enough to extend river flooding.

Tuesday the area remains in cyclonic flow, and thus chances for rain
continue through the day but move out during the afternoon. The
strong pressure gradient across the area though in the wake of the
cold frontal passage with the low still strengthening as it pull
away will create some strong winds across the forecast area. Expect
gusts of 40 to 45 mph, and will have to monitor these in upcoming
forecasts for potential advisory criteria. Highs appear similar for
Monday and Tuesday, but Tuesday night lows should dip back into the
30s with clearing skies after the cold frontal passage.

.LONG TERM /Wednesday through Sunday/...

Long term portion of the forecast will feature a quasistationary
baroclinic zone draped across the southern plains and southeastern
US, with a closed upper level low pressure system dropping into
the Great Lakes. The upper level system will be dominant with
little energy available to develop any sort of robust surface
reflection, and as a result the latest models are significantly
drier late in the week than in prior runs.

That said, the blend still keeps slight chance to chance pops in
Thursday into Friday, and this does not seem unreasonable with
cyclonic flow over the area, but suspect that if current model
trends keep up we will see this portion of the forecast gradually
dry up in the coming days.

Temperatures may be cool enough Thursday night to support a bit of
snow if precipitation does occur, but at this time the threat is
low probability enough to simply monitor.

In fact, low temperatures may be well down into the 20s by the end
of the week.

Blended initialization handled things relatively well and required
only minor adjustments.

.AVIATION /Discussion for the 041500Z Ind Taf/...

VFR conditions are expected for much of the day today.
Deterioration toward MVFR is expected after 00Z and IFR conditions
are possible overnight. A quick moving frontal boundary will
sweep across Central Indiana tonight. As seen on
Satellite...clouds will advance toward Central Indiana ahead of
the front. HRRR suggests precip arrival across the area after
20Z...with VFR Cigs initially.

Winds will generally be southeasterly early in the period,

Outlook: The weather will be unsettled at times through Tuesday as
a pair of fronts and upper areas of low pressure moves through the
area. Thunderstorms will be possible Monday night. A few severe
storms cannot be ruled out Monday night, mainly south of Interstate
70. Damaging winds will be the primary threat. Light snow is
possible mainly late Thursday night.

Discussion: A pair of frontal systems and upper troughs of low
pressure will bring unsettled weather at times to central Indiana
through Tuesday. Snow is possible by Thursday night from yet another
system.
