flood category from Minor to Moderate severity for the following 
rivers and/or creeks in Indiana...

  East Fork White River at Columbus 
  East Fork White River at Shoals 


.Significant flooding continues to impact central and southern
Indiana rivers and creeks.  A number of locations have crossed into
the moderate flood category.  Numerous water rescues have been
needed for people caught in areas that have flooded or where people
have chosen to venture into flood waters.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

  at Shoals.  Some evacuations or moving of mobile homes is 
  necessary.  Local roads flood more extensively.  Rural residents 
  move livestock and equipment to high ground.  State Road 550 floods
  on right bank and also between Trinity and Dover Hill.

* At 9.0 feet...Extensive flooding along Sugar Creek in southern 
  Hancock and western Shelby Counties.  After reaching this level, 
  one day later several homes along the creek west of Shelbyville 
  were evacuated.  The Big Blue River was near 16.5 feet when this 
  occurred.

..Significant to near major flooding developed quickly in central 
Indiana following heavy rains of 2 to 5 inches on Tuesday.  High
water from central Indiana will have little affect on flood crests in
southwest Indiana and southeast Illinois, but will cause significant
flooding to persist through April 11.  Flooding in much of the area
will be higher than levels experienced in late February and early
March.

Early Wednesday evening...most rivers locations continued to rise
and most creeks were cresting or falling. The White and East Fork
White Rivers and large streams in central Indiana will crest by
Friday.  Rivers in southern Indiana will be near crest by the
weekend and will remain near crest levels through much of next week.

Flooding closed numerous river roads and affected some residential
areas.  Numerous water rescues have been needed for people caught in
areas that have flooded or where people have chosen to venture into
flood waters.

Other than a negligible amount of rainfall late Thursday and
Thursday night, the next precipitation of any substance will be in
the area Friday night...heaviest in southern Indiana...with less than
half an inch of precipitation.

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

  in several residences and seasonal homes along CR 330W and CR 325W.
  Water is deeper on CR 330W just south of Ohio Ridge Rd and CR 500N 
  west of CR 250W.

* At 13.2 feet...During the July 2015 summer flood, water began to 
  overflow the road to the new Williams Bridge.  SR 450 closes in 
  several locations. Most local roads in the flood plain are 
  impassable at this level.  Huron-Williams Road flooded south of 
  Port Williams Road.  The summer flood crest of 13.2 feet came 3 
  weeks later in the summer season than the June 28, 1960 crest of 
  15.1 feet and is believed to be the latest for the summer season 
  since at least the late 1940s.

  Country Club. Backwater extends up Lost Creek to 13th Street. Seep

  in several areas. River Road is the rural way south from 
  Hutsonville to Palestine.  Flooding in this area affects large 
  expanses of agricultural land, river cabins and hunting areas on 
  both sides of the river.  Most local, unimproved roads leading 
  towards the river are flooded.  These roads led to farms, river 
  cabins, private residences, levees and a few oil wells.

.Significant to near major flooding developed quickly in central 
Indiana following heavy rains of 2 to 5 inches on Tuesday.  High
water from central Indiana will have little affect on flood crests in
southwest Indiana and southeast Illinois, but will cause significant
flooding to persist through April 11.  Flooding in much of the area
will be higher than levels experienced in late February and early
March.

Early Wednesday evening...most rivers locations continued to rise
and most creeks were cresting or falling. The White and East Fork
White Rivers and large streams in central Indiana will crest by
Friday.  Rivers in southern Indiana will be near crest by the
weekend and will remain near crest levels through much of next week.

Flooding closed numerous river roads and affected some residential
areas.  Numerous water rescues have been needed for people caught in
areas that have flooded or where people have chosen to venture into
flood waters.

Other than a negligible amount of rainfall late Thursday and
Thursday night, the next precipitation of any substance will be in
the area Friday night...heaviest in southern Indiana...with less than
half an inch of precipitation.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

  Port Williams Road.  The summer flood crest of 13.2 feet came 3 
  weeks later in the summer season than the June 28, 1960 crest of 
  15.1 feet and is believed to be the latest for the summer season 
  since at least the late 1940s.

  towards the river are flooded.  These roads led to farms, river 
  cabins, private residences, levees and a few oil wells.

.Significant to near major flooding developed quickly in central 
Indiana following heavy rains of 2 to 5 inches on Tuesday.  High
water from central Indiana will have little affect on flood crests in
southwest Indiana and southeast Illinois, but will cause significant
flooding to persist through April 11.  Flooding in much of the area
will be higher than levels experienced in late February and early
March.

Early Wednesday evening...most rivers locations continued to rise
and most creeks were cresting or falling. The White and East Fork
White Rivers and large streams in central Indiana will crest by
Friday.  Rivers in southern Indiana will be near crest by the
weekend and will remain near crest levels through much of next week.

Flooding closed numerous river roads and affected some residential
areas.  Numerous water rescues have been needed for people caught in
areas that have flooded or where people have chosen to venture into
flood waters.

Other than a negligible amount of rainfall late Thursday and
Thursday night, the next precipitation of any substance will be in
the area Friday night...heaviest in southern Indiana...with less than
half an inch of precipitation.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

  weeks later in the summer season than the June 28, 1960 crest of 
  15.1 feet and is believed to be the latest for the summer season 
  since at least the late 1940s.

...A Flood Warning continues for the following rivers and streams in
Indiana...

.Significant flooding will continue in southern Indiana for much of
next week.  Flooding in much of the area will be higher than levels
experienced in late February and early March.

Early Thursday afternoon...most rivers have crested in central
Indiana and were receding.  Flooding will end in much of central
Indiana by the weekend. In southern Indiana...the crest on the White
River was at Spencer and the crest on the East Fork White River was
near Seymour.  In western Indiana...the crest on the Wabash River
was near Terre Haute. 

Flooding closed numerous river roads and affected some residential
areas.  Numerous water rescues have been needed for people caught in
areas that have flooded or where people have chosen to venture into
flood waters.

Other than a negligible amount of rainfall late Thursday and
Thursday night, the next precipitation of any substance will be in
the area Friday night...heaviest in southern Indiana...with less than
half an inch of precipitation. This rain may prolong high water in
southern Indiana.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

* At 22.8 feet...Flooding extends to what is locally called River Road
  in several areas. River Road is the rural way south from 
  Hutsonville to Palestine.  Flooding in this area affects large 
  expanses of agricultural land, river cabins and hunting areas on 
  both sides of the river.  Most local, unimproved roads leading 
  towards the river are flooded.  These roads led to farms, river 
  cabins, private residences, levees and a few oil wells.

...A Flood Warning continues for portions of the following rivers and
streams in Indiana...

  Big Blue River...Driftwood River...East Fork White River...Eel 
  River...Fall Creek...Flatrock River...Mill Creek...Muscatatuck 
  River...Sugar Creek...Wabash River...White River...Wildcat Creek...

.Significant flooding will continue in southern Indiana for much of
next week.  Flooding in much of the area will be higher than levels
experienced in late February and early March.

As of Thursday evening most rivers have crested in central
Indiana and were receding.  Flooding will end in much of central
Indiana by the weekend. In southern Indiana the crest on the White
River was between Spencer and Worthington and the crest on the East
Fork White River was near Seymour.  In western Indiana the crest on
the Wabash River was near Terre Haute. 

Flooding closed numerous river roads and affected some residential
areas.  Numerous water rescues have been needed for people caught in
areas that have flooded or where people have chosen to venture into
flood waters.

Other than a negligible amount of rainfall late Thursday and
Thursday night, the next precipitation of any substance will be in
the area Friday night...heaviest in southern Indiana...with less than
half an inch of precipitation. This rain may prolong high water in
southern Indiana.


Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go 
another way. Keep children away from flooded areas. Recreational and 
agricultural interests should remain alert to changing river 
conditions.

  extensively flooded.  Water flowing over CR 950 N to Club.  CR 330W
  is flooded just south of its intersection with Ohio Ridge Rd.  CR 
  500N west of CR 250W is flooded blocking vehicular access to 
  residences near the river bank.  Lowell Public Access site is 
  completely flooded.  Water very near several residences and 
  seasonal homes along CR 330W and CR 325W.

* At 13.2 feet...During the July 2015 summer flood, water began to 
  overflow the road to the new Williams Bridge.  SR 450 closes in 
  several locations. Most local roads in the flood plain are 
  impassable at this level.  Huron-Williams Road flooded south of 
  Port Williams Road.  The summer flood crest of 13.2 feet came 3 
  weeks later in the summer season than the June 28, 1960 crest of 
  15.1 feet and is believed to be the latest for the summer season 
  since at least the late 1940s.

For the next several days Indiana will have rapidly changing
conditions as high pressure and low pressure alternately control our
weather.

High pressure is expected to dominate tonight and Thursday, then
again Saturday and Sunday, then yet again the middle of next week.
Low pressure should rule Thursday night and Friday, and again Monday
into Tuesday.

.NEAR TERM (Tonight)...

There is good model agreement tonight will be dry. There is also
good agreement skies will be mostly cloudy. Low clouds caused by cold
advection early in the period will be followed by higher clouds
caused by warm advection late.

Given clouds should limit cooling, the consensus temperatures look
OK, but confidence is low. Only a little more clearing than expected
would cause a very cold night.

.SHORT TERM (Thursday through Saturday)...

The main issue is the chance for snow.

The models are close with the underlying fields. At times this puts
them on the edge about whether precipitation will fall and what
it will be.

The first example: Thursday into Friday could bring either light
rain, light snow, or no precipitation at all. There is strong
confidence there will be no significant snow accumulation. Beyond
that, chance wording is best.

The next big question is for Friday night. Snow is likely.
Accumulation is possible, but could range from little or none to a
couple of inches. The determining factor will be how much rain mixes
with the snow, which is still uncertain. Any accumulation would be
less on surfaces such as roads than surfaces such as grass.

An element of high confidence in this forecast is clearing Saturday.

Most errors in temperatures should be 3 degrees or less. Such errors
could be enough to make a big difference in precipitation type.

.LONG TERM /Saturday Night through Wednesday/...

In what is beginning to sound like a broken record...the
persistent cold pattern will linger throughout the extended and
there is yet another shot or two for snow.

The deep upper trough that has essentially parked over the
Canadian Maritimes for the better part of the last five weeks or
so will continue to significantly influence weather across the
Ohio Valley and lower Great Lakes as pieces of energy rotate
around the base of the trough. This will keep upper level flow in
a northwest regime for much of the extended. A surface wave that
looks very much like a winter style clipper will swing through
the area late Sunday into Monday. Precip type will once again
become a factor Sunday night as low level thermals are supportive
of a change to snow on the northern flank of the precip shield
over much of the northern half of the forecast area. Still a lot
to dissect at 4 days away and subtle changes in system track mean
changes in precip type but at this early stage...certainly appears
another chance at a late season snow accumulation of a couple
inches is possible before precip changes back to rain Monday.

Additional chances for light snow will exist Monday night before
high pressure finally builds in with drier weather late Tuesday
into Wednesday. High temperatures will remain below normal by
10-15 degrees through the extended and maybe as much as 20 degrees
on Sunday. While there does appear to be some modification in the
upper level pattern and the potential for at least some warmer
weather by late next week into next weekend...long range guidance
remains unimpressive on a more sustained period of much warmer
conditions. The search for Spring continues.

High confidence in VFR flying conditions through the TAF period.

High pressure will settle over central Indiana tonight which will
result in clearing skies. Model 925-850 millibar rh progs and
satellite trends lend high confidence that at least partial clearing
will take place at LAF and HUF around 01z and IND and BMG around
03z. Then, could see an increase in mid clouds toward 00z Friday,
mainly at LAF, as a warm front lifts northeast over central Indiana.
Would not even rule out a light rain shower at LAF toward the end of
the TAF period.

West winds less than 10 knots will become variable and then
southerly tonight.

Hazards: Flooded areas near rivers and streams.

Timing: Through the period.

Discussion: Flooding in many areas will slowly decrease. The process
should take time because recent rains were so heavy.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday.

Outlook: Accumulating is snow possible Friday night and again Sunday
night. Amounts are uncertain at this time.

Flooding near watercourses should slowly decrease.

Discussion: Low pressure systems are forecast to bring multiple
rounds of precipitation. It could be snow at times, especially
Friday night and Sunday night. Amounts should be light enough to
let rivers and streams slowly fall.
