.SYNOPSIS...
Low pressure will intensify rapidly as it moves up the east
coast, passing well offshore of the Carolinas Wednesday night.
The potential for a winter storm is increasing and a Winter
Storm Watch has been issued for much of the area. Arctic air
will continue to be entrenched across the Carolinas with
temperatures averaging 15 to 25 degrees below normal into the
weekend.

&&

.NEAR TERM /THROUGH TONIGHT/...
As of 1115 AM Tuesday...11 AM temperatures are still running
below even the latest updated forecast curve, so I've reduced
high temperature forecasts by another degree for most spots.
Otherwise no significant changes. Discussion from 1000 AM
follows...

Overnight low temperatures reached the teens all the way down
to the beaches except around Georgetown. The coldest reading we
saw in our forecast area was 8 degrees at the Turnbull Creek
RAWS station in Bladen County operated by North Carolina
Forestry. 9 AM temperatures were running a bit below our
forecast curve, and given model performance over the past few
days consistently overforecasting daytime highs, I have bumped
forecast highs down by a degree or two for most spots. This
yields 34-36 for most areas today. Besides small tweaks to
dewpoints and wind speeds, no other forecast elements have been
changed through tonight. Discussion from 300 AM follows...

The max temp today, with plenty of sunshine, will only reach
into the mid 30s. This is only a few degrees off from the normal
low temps. Therefore our temps will be running about 20 degrees
below normal. Some high clouds will mix with the sunshine
through the afternoon and will begin to thicken overnight as mid
to upper trough digs down into the southeast producing an
increasing SW flow aloft. Northerly winds at the surface will
diminish as high pressure weakens as it shifts eastward.
Overall, another chilly day on tap and another cold night
tonight. Temps will drop down to near 20 most places and teens
inland.

Low pressure will just begin to deepen over the northern Bahamas
toward Wed morning as a shortwave digs down to the Gulf coast.
This will increase the SW flow above the surface. This warmer
and moister air will begin to overrun the dense shallow cold air
in place at the sfc. This enhanced isentropic lift along the
Southeast coast may produce pcp as far north as NE SC by the
very end of this period. Winds will increase toward daybreak,
mixing down some of the relatively warmer air aloft and this
will bring temps up into the lower 20s by Wed morning but still
well below freezing. Therefore a wintry mix of pcp may begin to
affect portions of the area by morning. A Winter Weather Watch
was issued beginning at 6 am Wed morning to account for this.

.SHORT TERM /WEDNESDAY THROUGH THURSDAY NIGHT/...
As of 300 AM Tuesday...A Winter Storm Watch has been issued for all
counties within our Forecast Area except for Marlboro and Darlington
counties. This means there is a good chance that snow will
accumulate to near 2 inches or more. There is also the possibility
that freezing rain and sleet will mix in, especially near the coast
and so some icing is possible given ground temps will be near or
below freezing through the event. Winds will be strongest at the
coast, 10 to 20 mph and this could be problematic if enough icing
can accrete to trees and power lines.

A Winter Storm Warning will likely be issued for all or a portion of
the area later today. A Winter Weather Advisory may be required for
Darlington and Marlboro counties where snowfall may reach or just
exceed an inch.

The precipitation should start across southern areas during the Wed
morning commute and then overspread the remainder of the area during
the morning hours as isentropic lift significantly increases. The
precipitation should be heaviest Wed afternoon and eve, as this is
when frontogenetic lift will be strongest. Any mixed precipitation
will change back to all snow by/during Wed eve with the snow ending
from SW to NE Wed night, lastly across the Cape Fear region late at
night.

Developing low pressure off the Florida east coast Wed will move
rapidly to the N. As it passes well off the Carolina coast Wed night
it will be in the process of rapid intensification. The Arctic air
will be reinforced in its wake with single digit wind chills
possible again Thu night.

Highs on Wed will be in the lower to mid 30s. Sunshine will return
for Thu, but with snow and ice expected to be on the ground across
most of the area, highs should struggle through the 30s. Lows Wed
night will be in the lower to mid 20s and then back to the teens for
Thu night. The low levels will obviously moisten on Wed, but the
very dry air will return Thu and Thu night with dewpoints dropping
back into the single numbers.

.LONG TERM /FRIDAY THROUGH MONDAY/...
As of 300 PM Monday...Extremely cold air will continue to plague the
Carolinas into next wknd, but there does appear to be an end in
sight for this arctic outbreak.

A very strong trough brings what now looks like the coldest
blast of this entire outbreak Friday. The CMC continues to show
record 850mb temps of -18C dropping into SE NC, while the ECM
and GFS are, while still bitterly cold, more reasonable at -15C.
Regardless of the actual value, temperatures through Saturday
will be 15-25 degrees below normal, with mins Friday night
likely dropping into the low teens most places. Lighter winds
Fri night could make that the coldest night of the week. Highs
Friday may not exceed freezing.

However, there appears to be relief on the horizon. 12Z GFS
ensembles suggest 850mb temps climbing above 0C late Sunday into
Monday, coincident with the approach of a low pressure and cold
front from the NW. This will provide relief in the form of 40s
on Sunday, and near seasonable temps by Monday! Monday will also
feature increasing chances for showers however, but it will
feel more like typical January for NC by the end of the period.
Will note however this reprieve may be brief, as the long-range
guidance suggests a return to frigid temperatures the middle of
next week, so don't store away those gloves just yet.

.AVIATION /18Z TUESDAY THROUGH SUNDAY/...
As of 18Z...High pressure will remain the dominant influence through
tonight before a low pressure develops and moves along the coast on
Wednesday. Increasing high level cirrus will be the only sky cover
today, gradually lowering through 12 kft by Wednesday morning. Winds
will be northerly around 10 kts, veering to the NE and decreasing
tonight. As surface low development begins near FL and lifts NE
towards the Carolinas beginning Wed morning, low clouds will begin
to overspread the terminals from south to north. Have introduced BKN
MVFR at the Myrtles late Wednesday morning along with a mention of
FZRA, although p-type is a bit uncertain. The other terminals will
also likely see frozen or freezing precip on Wednesday, but starting
just beyond this valid period. Once wintry precip begins, it will
likely last into Thursday morning with periods of MVFR and IFR
likely.

Extended Outlook...Potential for MVFR/IFR Wed/Wed night in
wintry precipitation. Gusty NW winds Thursday. Otherwise, VFR.

NEAR TERM /THROUGH TONIGHT/...
As of 1115 AM Tuesday...Observations don't show any substantial
trend in wave heights, so I've been forced to extend the Small
Craft Advisory by a few hours, now scheduled to end at 3 PM.
Tweaks wave height forecasts up by a foot for the next few hours
to match. Discussion from 1000 AM follows...

Latest coastal and buoy observations confirm this is a horrible
day to be on a boat. Air temperatures in the 20s across the
coastal waters combined with 15-25 kt winds are creating wind
chills in 10-15 degree range. In terms of wind speeds and wave
heights, latest NOAA and CORMP buoys were very close to forecast
values and no significant changes are needed with this update.
Discussion from 300 AM follows...

A Small Craft Advisory remains in effect until 1 pm this
afternoon. Arctic high pressure in place over the region will
maintain strong northerly winds up to 25 kts with higher gusts.
Seas will continue to run 4 to 7 ft except 2 to 5 ft in the
marine zones south of Cape Fear to Murrells Inlet through early
this afternoon.

The gradient will relax a bit into tonight as high pressure
weakens to the north and west. This will allow winds and seas to
diminish through this afternoon down to 15 to 20 kts. Seas in
return should drop to 3 to 5 ft. Should be able to squeak by
without extending the SCA. A brief period will exist through
tonight without any advisory conditions as winds drop to 15 kts
or less and seas drop down to 2 to 4 ft. This will be shortlived
as winds and seas begin to pickup again by daybreak Wed.

SHORT TERM /WEDNESDAY THROUGH THURSDAY NIGHT/...
As of 300 AM Tuesday...A Small Craft Advisory will likely be
required Wed and Wed night. Low pressure will be in the process of
rapid intensification as it passes well offshore of the Carolinas
Wed night. The low will be well NE of the area Thu morning. Arctic
high pressure will slowly build across the waters for the remainder
of the period. NE to NNE winds Wed morning will back to N Wed
afternoon and to NW Wed night. NW winds will hold across the waters
Thu and Thu night. Sustained wind speeds will increase to 20 to 25
kt during Wed, peaking near 25 kt Wed afternoon and eve. Wind speeds
will then decrease to 15 to 20 kt early Thu morning. Wind speeds may
tick higher as the Arctic push intensifies late Thu and will remain
Thu night. Seas will peak in the 5 to 8 ft range late Wed and Wed
night and then linger in the 4 to 6 ft range Thu due to backswell.
Seas will be highest across the outer waters given the expected
trajectories.

LONG TERM /FRIDAY THROUGH SATURDAY/...
As of 300 PM Monday...Arctic high pressure will build in from
the NW Friday and then shift eastward to become centered across
the Mid- Atlantic by late Saturday. While the gradient will
relax a bit, winds will remain northerly at 10-15 kt through the
period. This will allow seas to fall to 2-4 ft Friday and
Saturday.
