  North Carolina, as well as the South Carolina and Georgia 
  mountains, snow and sleet accumulations will be around 2 inches 
  in the lowest elevations, primarily in the form of sleet. Ice 
  accumulations of one to two tenths of an inch are expected at 
  these lower elevations as well. 12 inches of snow or more are 
  possible on the ridges near the tri-state border. In the eastern

.Cold high pressure along the East Coast is interacting with a
moist low pressure system transitioning to the southeast coast
today. Precipitation rates will steadily diminish from the
southwest today, but with many locations receiving additional
mixed, wintry precipitation. While a brief lull is expected
through late afternoon into the evening hours, precipitation will
break out once again overnight. Additional snow will redevelop

* WHEN...Until 10 AM EST Tuesday. Untreated and secondary road
  surfaces will re-freeze after sunset this evening, leading to
  widespread black ice. Conditions will improve during mid-morning
  on Tuesday when temperatures warm back above freezing.

* ADDITIONAL DETAILS...Plan on slippery road conditions during the
  Tuesday morning commute.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Winter Weather Advisory for Black Ice means that refreezing of
roads will occur, resulting in the development of widespread black
ice. Be prepared for very slippery roadways. Some roads that
appear clear may be covered by a thin layer of ice.

.SYNOPSIS...
Canadian high pressure will remain across the region and hold
temperatures below normal today. A strong winter storm will push
into the forecast area tomorrow and slowly move east through early
next week, bringing significant impacts to the southeast.

&&

.NEAR TERM /THROUGH TONIGHT/...
Quasi-zonal flow will be in place across much of the eastern half of
the country through tonight, with slight amplification expected, as
a series of short wave troughs pass over the Northeast and upper
Mid-Atlantic. Attendant weak cold front will continue to sag south
of our forecast area today, with little fan fare (at least
initially). Otherwise, increasing mid/high level clouds are expected
through the day, with max temps expected to average 5-10 degrees
below climo.

Sprawling/zonally oriented 1035-ish mb surface high pressure will
continue to build into the Mid-Atlantic tonight, allowing cold air
damming to gradually take shape along the Eastern Seaboard through
the night. Meanwhile, upglide/frontogenetical forcing will be
increasing late tonight across the Southeast, as a cyclone organizes
over the northwest Gulf of Mexico. This should result in precip
sweeping into the western Carolinas and northeast Georgia by
daybreak Saturday. During that time, cold/dry air advection should
be insufficient to allow for wet bulb temps supportive of wintry
weather across much of the Piedmont and foothills, other than
perhaps some sleet around the time of precip onset. However, thermal
profiles should be more favorable for mixed p-types over the mtns,
with rain and snow being most likely. Nevertheless, any accums
should be minimal until after 12Z Saturday.

.SHORT TERM /SATURDAY THROUGH MONDAY/...
As of 330 AM Friday: Confidence is high enough on significant
snow/wintry precip in the heart of the expected cold air damming,
that after collaboration with WFO RNK, portions of the watch have
been upgraded to a winter storm warning. The rest of the watch will
be left as is, as there is still some time to fine tune details.
Overall, no big surprises in the 00z guidance. If anything, they've
trended a little wetter. Adequate QPF for winter storm warning
criteria accums is not an issue. The two biggest concerns are the
evolution of a warm nose above the CAD, and the sfc-based warm layer
around the periphery of the wedge. These will determine the p-type
thru the event. I opted to take a 50/50 blend of the GFS/NAM
profiles. The NAM has the much stronger warm nose, bringing it even
into the central NC mountains for a time on Sunday.

So precip should start expanding north and east across the forecast
area during the day on Saturday. Thermal profiles suggest most of
the precip will start out as rain, except in the central and
northern mountains and adjacent foothills in NC. By early Saturday
evening, CAD should be really strengthening across the Piedmont, as
precip rates will be at their highest and the ~1036 mb parent high
reaches PA. The wedge looks to advect enough cold/dry air to
wet-bulb temps down into the upper 20s to mid 30s across the entire
Piedmont by daybreak Sunday. This will be about the time the warm
nose will punch in from the east, resulting in a wintry mix of
rain/sleet/freezing rain. Meanwhile, most of the I-40 corridor looks
to remain all snow. The sfc low will track from the FL panhandle
east to off the Georgia coast by Sunday aftn. The NAM has a dry air
punching in from the southwest, which could cut off ice nuclei
activation and turn snow/sleet to freezing rain/drizzle. However,
the GFS/ECMWF/CMC all seem to keep deeper moisture within a
developing deformation zone thru Sunday night. For now, I keep ice
nuclei active thru the event. This allows snow totals to continue to
pile up.

Finally, Sunday night thru Monday, as the sfc low deepens off the
Carolina coast, cold air spills in behind the circulation and should
erode the warm nose aloft. Thermal profiles turn into ra/sn, with
some snow possible across even in the southern Upstate. However,
precip rates should be very light by this point. Temps will hover
mainly in the 28-35 deg range Sunday thru Sunday night, then rebound
slightly on the back side of the system on Monday to the upper 30s
to lower 40s.

We have expanded the watch to include the GA and SC mountains, along
with a tier of zones from Pickens to York County in SC, where
climatologically in CAD events should get higher wintry accums.
While the rest of the GA and SC Piedmont is still too low confidence
for a watch, but may need an advisory once the event is within 24
hours. Given the upward trend in QPF. Impacts from the combination
of what is expected to be a very wet snow, and icing in some areas,
look to be significant. Very windy conditions are expected Saturday
night and most of Sunday, which makes falling trees and power lines
likely.

.LONG TERM /MONDAY NIGHT THROUGH THURSDAY/...
As of 200 AM EST Friday: By Monday evening/Tuesday, the only
remaining precip from the winter storm (if any) will be light
snow/rain showers resulting from the development of a deformation
zone across the southern Appalachians as the upper low crosses the
Carolinas. A dry surface high and shortwave ridging will cross the
southeast on Wednesday, bringing an all too brief dry day before
another shortwave amplifies and dives southeastward out of the
Northern Plains.

Some uncertainty also exists with this system (but what's new?)
especially with regards to Thursday and the timing of moisture
arrival. This seems to be due to disagreement on how guidance is
handling the speed/intensity of a shortwave progged to cross the OH
River Valley late in the work week, so details will probably work
themselves out over the next couple of days. Anyhow, the main course
in the form of a deep upper low will spill precip across the
forecast area on Friday. The low looks much warmer that it did about
24 hours ago, so precip on the front side of the low should remain
predominately liquid. Instability looks to be basically nil on all
guidance sources, so a severe threat also looks unlikely at this
point. Some wrap-around moisture may become problematic as far as
the potential for frozen precip late next weekend as the uper trough
dives down and strong CAA takes over, but with that part of the
forecast 9ish days out, we'll take it with a grain of salt for now
and revisit it in future runs.

.AVIATION /09Z FRIDAY THROUGH TUESDAY/...
At KCLT and elsewhere: VFR through the period, with occl
high/mid-level cigs expected, esp during the daylight hours.
Generally light/vrbl winds overnight will become light NE by late
morning, then likely turning south of due E during late afternoon/
evening.

Outlook: Model guidance continues to point toward a major winter
storm across the western Carolinas this weekend. Precipitation is
expected to begin overspreading the area early Saturday, but should
initially be rain in most locations until colder air arrives late
Sat/Sat night. Wintry precipitation, possibly significant, is likely
to develop during this time, with widespread flight restrictions
possibly continuing through Monday.

Confidence is increasing that a winter storm will develop this
weekend across the region, with the potential to produce a
significant amount of wintry precipitation across the Upstate and
northeast Georgia. Rain could begin as early as Saturday morning
over northeast Georgia spreading northeast across Upstate South
Carolina through the day. Conditions may deteriorate late Saturday
night into Sunday as the precipitation changes to a wintry mix of
snow and sleet along and north of the Interstate 85 corridor to Rock
Hill, and freezing rain to the south. Accumulations are still
uncertain, but amounts in excess of three inches are possible across
the mountains, and from Greenville to Rock Hill and north. Amounts of
an inch of sleet and snow would be possible from Toccoa to Anderson
east to Chester. Up to two-tenths of an inch of ice is possible south
of there. The wintry precipitation may persist across the area
through Monday morning. People with travel plans across the region
this weekend should monitor the latest weather forecasts. Future
developments will determine when and where a Winter Storm Watch will
be issued.
