.A few light rain showers will be possible through Wednesday night.
Heavier rain will move in on Thursday, and will change to snow. This
additional precipitation will cause rivers to start rising again,
after falling the past couple of days. These rises will not be nearly
as bad as the last event. The following forecast is based on

.Rain showers will develop overnight, becoming more numerous through
Thursday morning. A broad area of rain is forecast to change to a
wintry mix and possibly to all snow through the day Thursday. This
additional precipitation will result in rising rivers through the end
of the week. Most rivers are likely to stay below flood stage, but
few could come close or achieve flood stage for a brief time once
again. 

The Looking Glass River at Eagle was experiencing suspicious rises
through the afternoon, which suggested a possible debris jam in the
river downstream of Eagle. Emergency management noted that water was
rising back into the DeWitt community. No further information was
available at the time. The river has since leveled off and does not
look to be much more of a threat.

The following forecast is based on observed and forecast 48 hour
precipitation.

.SYNOPSIS...
Issued at 330 AM EST Wed Feb 28 2018

A developing low pressure system will move through the Southern
Great Lakes region tonight and Thursday bringing both rain and snow
to the area. Some scattered rain showers are expected today, but the
more organized, persistent rain will show up late tonight towards
Interstate 94. Colder air will be pulled into the system on north
winds Thursday and allow a mix with and change over to snow in parts
of the area. Some rainfall totals may exceed an inch across Southern
Lower Michigan by Friday morning. A swath of snow is beginning to
look more likely from South Haven east-northeast towards Lansing.
Much of the area may see a wet inch or two of snow, but in the
heavier band totals of 2-4 or locally 3-5 inches look possible. Dry
and colder weather is expected on Friday.

.SHORT TERM...(Today through Friday)

The Wednesday night/Thursday system remains the main focus of the
short term period, Model uncertainties continue tonight, but a trend
is emerging that we will see a swath of snow across portions of
Southwest Lower Michigan. Heavier rain (1"+ possibly) still looks
likely for the far south (the Kalamazoo and St. Joe River basins).

The forecast remains contingent of how much two mid level shortwaves
phase and where that occurs over the Great Lakes. At present the
northern stream wave is moving into the Northern Plains from Alberta
and the southern stream wave is spinning over the Northern Baja of
Mexico. So, alot still needs to come together. The GFS looks like
the odd model out, with the NAM and Canadian similar with the
overall evolution. The ECMWF is near that of the NAM and Canadian.
The bottom line is we are expecting some phasing over our area
Wednesday night into Thursday. A deepening low should move towards
Kankakee IL at 12z Thursday, then moving eastward toward Toledo. The
deepening low and sharpening upper trough results in solid FGEN over
our southern CWA Thursday morning. Dynamic cooling and strengthening
cold air advection should begin a mix with and attempt to change
over to snow across the northern and central CWA, including the I-96
corridor. Thinking the axis of strongest lift may set up over the
Allegan to Ingham row of counties where a FGEN band of snow may
develop in the afternoon. Thinking this heavier band could be on the
order of 2-4 or 3-5 inches. If the forecast trends just a little
colder can't rule out higher amounts. In other areas think we are
looking at a wet 1-3 inches of snow. Impacts are certainly possible
given the heavy wet nature of the snow and strengthening north
winds.

As for the rain, thinking some locations could see around an inch in
the far south along I-94. Warmer air down there will try to keep the
precipitation more towards the rain end of the spectrum.

Snow should taper off quickly Thursday evening as the system rapidly
pulls away to the east. Dry weather is forecast for Friday with high
pressure nosing in.

.LONG TERM...(Friday night through Tuesday)

We are looking at a quiet and mild weekend for the area, before
unsettled weather moves in early next week. The unsettled weather
will eventually lead to somewhat of a pattern change where cooler
conditions compared to recent weeks will move in.

Temperatures should generally be a little above average for the
weekend with a good deal of sunshine likely. The highly amplified
upper air pattern over North America will benefit the area with the
upper ridge axis almost overhead through the weekend. Highs will
likely be in the 40s, with lows in the 20s.

Our next chance for pcpn now looks fairly certain to come in on Mon
next week. The upper ridge will slowly get pushed east of the area
as a strong low over the Ern Pacific pushes each of the upper air
features a little east. The air ahead of the incoming system looks
like it should be warm enough that rain will be the main pcpn type.
This will continue until Mon night when the front looks to move
through, and nocturnal cooling brings temps down enough.

We look to have showery conditions on Tue as the upper low moves
almost overhead. It could be a mix of rain/snow showers early when
temps are cool. More rain will mix in as diurnal heating warms the
boundary layer. Cooler air will move in beyond the long term,
bringing some snow showers chances to the area.

.AVIATION...(For the 12Z TAFS through 12Z Thursday morning)

VFR weather is in place at 12z across the area. Lower ceilings
will spread in slowly from the south today and tonight. This
afternoon, MVFR ceilings should be moving into the I-94 TAF sites.
The lower ceilings will spread north this evening. Overnight,
widespread MVFR and IFR conditions are expected. Scattered showers
today towards I-94 will become more widespread tonight with
visibilities dropping in both rain and fog.

.HYDROLOGY...
Issued at 300 PM EST Tue Feb 27 2018

The river flood crests have moved down the rivers. Eight river
warnings remain, as of 2 PM Tuesday. River levels are forecast to
hold steady at a few locations and continue to fall at most sites
through Wednesday. By Wednesday night, we should only have a few
river warnings still in effect.

Uncertainty exists in the precipitation forecast for Wednesday night
through Thursday night. There is potential for some locally heavy
rain, in excess of an inch. Further uncertainty exists on Thursday
and Thursday evening when a mix with and changeover to snow is
possible. The rain could result in a slowing of the fall of river
levels or even bring back some rising river levels. A re-issuance or
a continuation of river warnings is a possibility, if the heavier
rain/less snow forecast comes to fruition.

We will be closely monitoring the evolution of the forecast and the
resultant rainfall. Given elevated stream flows in all areas, if you
live near rivers and streams pay close attention to the forecast
through Thursday.
