The local office's own words before this winter storm warning went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

Area forecast discussion, Mar 29, 11:50 PM CDT, 4 hours 46 minutes before
Area Forecast Discussion

1150 PM CDT Thu Mar 29 2018

.UPDATE...
Issued at 1150 PM CDT Thu Mar 29 2018

Adjusted POPs for snow entering the west central CWA. The RAP and
HRRR seem to have a decent handle on the snow band, and have it
moving southeastward into our southern counties after 06Z tonight.
Will continue to keep amounts in the 2 to 5 inch range with
isolated 6 inches possible with some convective elements thanks to
high mid level lapse rates.

&&

.SHORT TERM...(This evening through Friday)
Issued at 326 PM CDT Thu Mar 29 2018

It remains pretty quiet across the area late this afternoon, not
much happening yet. There have been a few flurries here and there,
but the first upcoming snow event looks to start a little later
now, more so in the early evening over east central North Dakota
and by late evening over west central Minnesota. Mid level lapse
rates will be pretty strong with this first upcoming event, with
the potential for some locally intense narrow snow bands. At this
point, the best potential for the band looks to be from
Cooperstown to the Fargo Moorhead area over toward Wadena
Minnesota. Have increased snow totals for tonight more to the 2-5
inch range across this area, with the thought this band could slip
a little further north or south. With these convective type snow
events, it almost needs to develop before you have a good idea of
where the band will be. And it can be fairly narrow, so one
portion of a county may get the band, while another does not. The
good thing with this band of snow is that temperatures will be
colder, so it will not be the heavy wet snow that has occurred
with the past couple of events. Wind speeds will also be lower, so
blowing and drifting snow will not be an issue with this event.
The snow from this round should be moving off to the east pretty
quickly by early Friday morning, with improving conditions
expected for most of the rest of the day. Round 2 should start to
move into the Devils Lake area by Friday afternoon.

.LONG TERM...(Friday night through Thursday)
Issued at 326 PM CDT Thu Mar 29 2018

After round 1 ends earlier Friday attention will turn to round 2
which looks to be the higher impact storm with blizzard conditions
possible. High winds and snow totals up into the six to ten inch
range possible. This storm is driven by a deepening lee cyclone
passing to the south in northern South Dakota. The pressure gradient
with this surface low will lead to high winds with this system.
Accompanied with the falling snow this will create widespread
blowing snow with blizzard conditions possible. Based on BUFKIT NAM
soundings winds into the 35 to 45 mph range are possible. Other
models in BUFKIT soundings such as the GFS have winds in the 30 to
40 mph range. Higher totals in banded are possible with higher
totals up near a foot possible. Models do have some variability in
the higher totals right now with the ECMWF to the north along the
Highway 2 corridor and the GFS down farther to the south more in the
Devils Lake to Fargo and Wahpeton area. NAM is in between the two
and generally has some of the highest QPF and snow totals. Overall
this is a high impact event but the specific locations of the
highest snow totals are still uncertain.

After the system on Saturday passes we will enter a quieter period
with a chance for some snow Monday, Tuesday, and Wednesday night.
The main story Sunday to Tuesday will be the below normal
temperatures with apparent temperature in the single digits above
and below zero overnight.

&&

.AVIATION...(For the 06Z TAFS through 06Z Friday night)
Issued at 1150 PM CDT Thu Mar 29 2018

Snow entering the southern forecast area will bring some lower vis
around 1SM to KFAR, while TAF sites further north with stay in the
3-5SM range with -SN. The first round of light snow exits the area
this morning. There will be a bit of a break with VFR conditions
and some breaks in the clouds possible Friday late morning and
afternoon. Conditions will deteriorate late in the period as the
second round of snow moves into the area. Ceilings will drop to
the MVFR to IFR range, with visibility down to 1SM or lower at
times. Winds will increase out of the east to northeast with
gusts to 25 kts or more after 00Z with even higher gusts not out
of the question.
