* WHAT...Very cold wind chills expected. The cold wind chills will
  cause frostbite in as little as 30 minutes to exposed skin.
  Expect wind chills to range from 20 below zero to 30 below 
  zero.

* WHERE...Portions of north central, northwest and west central 
  Minnesota and northeast and southeast North Dakota.

* WHEN...Until 10 AM CST this morning.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Wind Chill Advisory means that cold air and the wind will
combine to create low wind chills. Frost bite and hypothermia can
occur if precautions are not taken. Make sure you wear a hat and

.SHORT TERM...(This evening through Wednesday)

Light snow amounts and wind chills again will be the main issues
for the period.

Shortwave currently digging into the Northern Plains from
Saskatchewan will bring a bit of light snow to the CWA late this
afternoon and into tonight. There is a decent amount of synoptic
scale forcing and even a tiny bit of frontogenesis. However, the
best dendritic growth zone of near -15 C is closer to the ground
than where the rising motion is occurring. Some light snow has
started to develop over our north central counties, and short
range models have light QPF continuing to develop over this area
before pushing southeastward later this evening. Amounts continue
to look very light, and winds will not be too much of an issue as
snow falls thanks to the surface trough axis overhead. Will
continue to keep likely POPs for a portion of the CWA this
evening, with amounts of less than 1 inch.

The clouds will quickly clear out behind the shortwave, and temps
will drop into the teens to single digits below zero tonight.
Winds will be picking up a bit later tonight as high pressure
builds in behind the surface trough. Wind chills will again
approach the -25 and lower range later tonight and into tomorrow
morning, mainly across the northern and western counties. Have put
out yet another advisory for all but the southern and southeastern
counties.

Tomorrow should be fairly quiet with northwesterly flow aloft and
the surface ridge axis over the Northern Plains. Highs should
get into the single digits to low teens above zero.

.LONG TERM...(Wednesday night through Tuesday)

Northwest flow aloft remains over the area with
split flow. One stream is over the Northern Plains and the other
stream from the Pacific Northwest into the Central Plains. Forecast
area will be affected mainly by the northern stream. Short waves
will move through the flow. Next short wave is expected to move
through Thu night. Cold air will precede short wave on Thu. Precip
is expected to stay south and west of the area with southern stream.

Sat - Tue
Longwave upper low remains northeast of Hudson Bay through
the period. Longwave ridge off the west cost of North America
weakens over AK. Models were in reasonable agreement at the start of
the period. The GFS was faster than the ECMWF through Sun then the
ECMWF becomes faster than the GFS after Sun.

Next short wave is forecast to move through late Sat/Sun. Precip for
now is forecast over the angle inlet in Lake of the Woods county for
Sun. High temperatures were decreased two degrees for Sat and
decreased about a degree for Sun. Highs were increased one to four
degrees for Mon and little change to Tue from the early morning
forecast.

.AVIATION...(For the 18Z TAFS through 18Z Wednesday afternoon)

All sites VFR as some high and mid level clouds have started to
enter the northwestern counties. There are some MVFR ceilings in
patchy areas upstream, but coverage is hit or miss. Increasing VFR
and at times MVFR ceilings will move in late this afternoon and
tonight, along with some light snow. Visibility in the areas with
snow will be mainly in the 2-5SM range but could go down to 1SM
for a brief period, so included some tempo groups. Snow and the
lower ceilings will move off to the southeast after 06Z, and skies
will begin to clear out. Winds will shift around to the northwest
and pick up a bit to the 10 to 15 kt range overnight.

Hazardous wind chills are expected through the early to mid
morning hours. Most of the area will receive an inch or less of
snow this afternoon into the evening, except around the Lake of
the Woods region, which may not see any snow at all. Hazardous
wind chills are possible for portions of the area again tonight.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday

Hazardous wind chills are possible for portions of the area mainly
during the overnight hours from Wednesday night through Friday
night.
