All persons with interests along the river should monitor 
the latest forecasts, and be prepared to take necessary 
precautions to protect life and property. 

River stage forecasts are based on observed rainfall along with 
predicted rain for the next 12 hours. If actual rainfall varies

  Reservoir. Livestock are cut off and potentially drowned below Juno to Amistad
  Reservoir.

Rain showers are spreading across the region, but conditions are
still VFR at all terminals. We expect these conditions to continue
through the afternoon and evening. Rain will move into Austin and San
Antonio within the next hour or two and there will be off and on rain
through the afternoon and evening. Ceilings will lower to MVFR/IFR
overnight in Austin and San Antonio. Lower ceilings will develop at
DRT later this afternoon. Not much improvement for Tuesday as
ceilings stay MVFR through the end of the period.

.PREV DISCUSSION... /ISSUED 410 AM CDT Mon Oct 22 2018/

SHORT TERM (Today through Tuesday)...
Area radars this morning show light showers streaming northeast
across portions of the Edwards Plateau and Hill Country. Despite
what appears to be cells capable of producing moderate rainfall,
observation sites within this area are still reporting cloud bases in
excess of 10,000 feet as a result of the dry low level air in place.
As a result, reported rain amounts so far this morning have been a
trace or less.

Early morning water vapor imagery shows a closed upper low over
northern California with southwest flow aloft across Texas ahead of
this system. Mid/upper level moisture from Pacific Hurricane Willa
and Tropical Storm Vicente was seen streaming across the region as a
result of this southwest flow and will continue to result in light
rain spreading towards the Interstate 35 corridor through the day
today. A very dry boundary layer will mean rain remains mostly virga
this morning, but repeated rounds of rain will allow for enough top
down moistening to occur for light rain to reach the surface by this
afternoon. Expect rain totals today to remain around or under one
tenth of an inch east of the I-10/I-37 corridor, with amounts as high
as one half inch west of this area. Persistent cloud cover and rain
will keep much below normal temperatures firmly entrenched across the
region and a few locations may tie or set new record low maximum
temperatures for today with highs in the low to mid 60s. A listing of
today's records are included in the Climate section below.

The bulk of the rainfall over the next week is expected to fall
tonight through Wednesday but which areas see rain (and how much)
will be heavily dependent on the location and trajectory of a few
different systems. The first of these systems is a coastal low
located just off the lower Texas coast early this morning. Most of
the 00Z deterministic guidance was fairly consistent in lifting this
low towards the middle Texas coast tonight, keeping lower level Gulf
moisture closed off from the region with the majority of the
heaviest rainfall occurring over the northwest Gulf. The 00Z NAM
however attempts to veer and strengthen low level flow over this
feature, creating an area of speed convergence across the southern
half of the region and produces forecast rain amounts nearly double
what any other one deterministic model run produces. Inspection of
the mass fields offers very little support for this veered flow as
the system appears to be as deep as 850 MB per 00Z CRP/BRO RAOBs
(keeping flow more backed as it lifts into the Middle Texas coast
tonight, limiting inland moisture advection) and have not gone as
robust as the NAM with forecast rainfall tonight as a result. Expect
light rain to continue to stream across the region tonight as
southwest flow persists ahead of the closed low over northern
California opening up and lifting into Nevada. Rainfall accumulations
of up to one inch possible overnight as additional top down
saturation allows for more rain to reach the surface. Otherwise,
expect overnight lows in the upper 40s to lower 50s.

Light to moderate rainfall will continue across the region during the
day on Tuesday as southwest flow persists and the coastal low
continues to lift up the Texas coast. Some breaks in the rain may be
possible depending on how quickly and how close this system lifts up
the coast with forecast rain amounts expected to remain under one
half inch. Limited insolation will keep below normal temperatures in
place with highs on Tuesday only in the upper 50s to lower 60s.

LONG TERM (Tuesday Night through Sunday)...
By Tuesday night, the final two systems to affect our midweek rain
approach the area. Hurricane Willa looks to make landfall in either
Sinaloa or Nayant (Mexico) sometime Tuesday afternoon or evening,
lifting across Mexico during the day Wednesday as the open
wave/trough over Nevada swings into the Four Corners. This will
increase upper level divergence across South Central Texas Tuesday
night and Wednesday with widespread rain developing across the region
during this time. While overall instability will be lacking (MUCAPEs
remaining under 500 j/Kg), dynamic forcing from the remnant wave
associated with Hurricane Willa as well as the passing upper trough
may be enough to enhance rain rates across the region on Wednesday
and periods of moderate to possibly even heavy rain will be possible.
Forecast rain amounts Tuesday night through Wednesday are in the 1
to 2 inch range. Rises on area rivers will be possible from forecast
rainfall during the mid-week period. As the upper trough sweeps
across the region during the day Wednesday, it will push the remnants
of Willa east of the region resulting in dry conditions Thursday
through Sunday.

HYDROLOGY...
Flash flood guidance values have recovered somewhat after the brief
drying that was observed on Saturday and Sunday, but area rivers,
creeks, and streams remain elevated from last week's rainfall. The
forecast of 1 to 3 inches of rain with isolated amounts near 4 inches
expected through the middle of this week may not be enough to produce
street or urban flooding (unless it falls very quickly in a short
period of time), but it is expected to produce secondary rises on
some of the South Central Texas rivers. Releases from the Highland
Lakes will keep portions of the lower Colorado River in action stage
over the next few days, but additional rainfall may result in river

Renewed flooding may also be possible along the Nueces, Frio, Llano,
Guadalupe, and Pedernales Rivers depending on where/how much
additional rain falls.

This Hazardous Weather Outlook is for South-Central Texas..

.DAY ONE...Today And Tonight.

No hazardous weather is expected. However, area rivers and lakes
will remain elevated, resulting in the flooding of some secondary
roadways.

.DAYS TWO THROUGH SEVEN...Tuesday through Sunday.

As an upper trough interacts with Pacific moisture from remnants
of Hurricane Willa periods of moderate rainfall will be possible
across much of South Central Texas Tuesday and Wednesday. Rainfall
amounts of 2 to 3 inches are possible from Monday through
Wednesday, with isolated totals up to 4 inches. This rain on
saturated soils could lead to renewed river flooding and some
minor flash flooding. The Colorado, Llano, Nueces, Frio, and Rio
Grande river basins are the areas most at risk from additional
rainfall.

While conditions dry out Thursday rivers and lakes will remain
elevated for the next several days.
