Kansas...Missouri...

  Missouri River at St Joseph affecting Doniphan...Andrew and 
  Buchanan Counties.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Do not drive through flowing water. Nearly half of all flood 
fatalities are vehicle related. As little as 6 inches of water may 
cause you to lose control of your vehicle. Two feet of water will

* At  5:30 AM Sunday the stage was 16.9 feet.
* Flood stage is 17.0 feet.
* Fell below flood stage at 11:00 PM Saturday.
* Forecast...The river will continue to fall to 16.7 feet by Monday 
  morning.
* At 17.0 feet...Lowland flooding upstream and downstream from St. 
  Joseph occurs.

Several features of note on water vapor imagery early this morning.
The most prominent of these was an MCS that was working its way east-
southeastward across the OK/TX Panhandles, south-central Kansas, and
western Oklahoma. Cloud tops continued to expand and cool as the
northern half of this feature pushed eastward along the instability
gradient overnight. A second convective complex was also noted
across portions of NE/IA/SD/MN where ongoing thunderstorms have
resulted in several Flash Flood Warnings. A closed low could be seen
rotating over the CO/NE/KS region and continues to slightly dig
south as it slowly translates eastward. Lastly, convection was noted
across southeast Missouri and western Kentucky along the warm front
extending from a surface low near the NE/KS border eastward to
southeast Missouri and Kentucky given a bit of isentropic lift as
LLJ noses in.

At the surface, the aforementioned surface low was noted across
southeast Nebraska and northeast Kansas with attendant cold front
extending down across Kansas and bending back westward into western
Oklahoma and the Texas Panhandle. Convection (MCS) along the front
was finally beginning to take its northward turn as upper trough
becomes more neutral then negatively tilted. Short-range models have
this MCS turning north and nearing the KC metro area by 12Z before
quickly weakening through the remainder of the morning. Southeast
sections of the metro may see a quarter to half inch of rain with a
few areas seeing a bit more this morning, but not a drought buster
unfortunately.

By late this morning into the early afternoon, the upper trough
should be swinging into its negative tilt which would effectively
stall the frontal progression later this afternoon and evening.
Depending on where this front stalls will determine the area that
would most likely see redevelopment later this afternoon. Much of
the day should see decent cloud cover which should inhibit
instability, but if we do see some break in the clouds or the dry
slot works in...an increase in instability will ensue. While the
overall severe threat looks low for much of the region, moderate
instability of 1500-2500 J/kg and bulk shear values of around
30-35 kts nearer the surface low and triple point (along the IA/MO
border) will favor organized storm structure and offer the best
chance for severe weather late this afternoon and
evening...including large hail, damaging winds, and a few
tornadoes. The warm front is progged to lift north through the
morning and afternoon, and depending on the position this
afternoon should provide a better idea of where greatest severe
threat should exist. Further south, several outflow boundaries and
the weakening cold front will provide focus for scattered
storms...some on the strong side to marginally severe.

As we head into Tuesday...the severe potential continues with weak
cold front still in the region and upper trough just to the north
moving across Iowa. However, tomorrow's severe threat looks to be a
little more conditional and will depend on if the atmosphere can
recover sufficiently by afternoon. We could still have quite a bit
of cloud cover across the region and this could limit the severe
threat if it doesn't scattered out by early afternoon. If it is
able to scatter out, moderate instability and 30-35 kts bulk shear
would allow storms to initiate by afternoon. Models have the LLJ
nearly parallel to the front and if this plays out we could see
some training of storms before the cold pool builds and pushes the
storms south.

Wednesday brings dry weather and warmer temperatures with upper
trough moving up into the Great Lakes region and broad upper ridge
building across the central conus. Thermal ridge axis pushes into
the region Thursday and this looks to be one of our warmest days
yet this month. Temperatures will easily reach the mid 90s and
will likely see several locations reaching the upper 90s.
Unfortunately, humidity will allow heat indices to climb into the
lower 100s and will likely be looking at a heat headline for that
day. The remainder of the week looks warm and dry.

A rather complicated TAF period with line of showers and embedded
thunderstorms moving into the terminals early in the period, and
then the potential for scattered storms to possibly develop near
the terminals after 20Z. All this is associated with a cold front
moving through the terminals this morning. This early convection
will gradually weaken and dissipate this morning with ceilings
quite variable as it moves through. MVFR and VFR cigs are most
likely but the terminals could see cigs dropping to IFR behind the
main band of precipitation. Afternoon convection will be
dependent on the extent of cloud cover. If cloud cover can
scattered out, storms are possible...especially along and near the
cold front and residual outflow boundaries. Given the uncertainty
in both the placement of front/boundaries and afternoon cloud
cover, have opted for VCTS after 21Z for most terminals.

 evening. Greatest severe threat will be this afternoon and evening
 across northwest and north-central Missouri where all modes of
 severe weather are possible.

 A conditional severe threat will exist for Tuesday with large hail
 and damaging winds possible during the afternoon. Thursday brings
 much warmer temperatures, and combined with high humidity, will
 allow heat indices to climb above 105 degrees at many locations.
