.SYNOPSIS...
Issued at 325 AM CDT Thu Sep 6 2018

Surface cold front has settled well to our south across central IL/MO
as high pressure and attendant cool/dry fall-like airmass builds
from the Upper Midwest to the Great Lakes. Radar imagery and loop
reveals mid level circulation over southeast IA with seahorse
configuration to band of moderate to locally heavy stratiform rain
extending into northeast MO and west central IL with weak moisture
transport into tightening elevated baroclinic zone. Moisture feed
into areas along/s of I-80 remains near record levels in 95th-99th
percentile with PWATs around 1.9-2.1 inches, with DVN raob at 2 inches
with 00z sounding which is in the top 10 for September.

.SHORT TERM...(Today and Tonight)
ISSUED AT 325 AM CDT Thu Sep 6 2018

Mid level circulation rippling slowly e/ne today will continue to
provide focus for mainly rain/showers much of the area generally
south of CID-FEP axis. Some concerns for SHARS (Subtle Heavy
Rainfall Event) central and south, with slow moving vort max
potentially strengthening due to tightening baroclinicity,
presence of very deep anomalously high tropospheric moisture,
limited/skinny CAPE, weak shear and low/shallow EL. Heavy
rainfall amounts of 1+ inches likely where rain band stays
anchored and training occurs within LLJ transport and continuous
forcing. However, it appears as though thunder will be limited
which should reduce the threat for intense rates, thus not
confident on life threatening flash flood threat to go with any
headlines at the moment. Anticipate threat more slowly evolving
with filling of ditches and low lying areas and ponding water on
roads. In addition much of this will be occurring in areas ravaged
by drought conditions. But this does bear watching for any
convective uptick later today which would change things and
elevate to more of a flash flooding threat. Confidence for later
today and tonight is low as considerable disagreement between
CAMs and deterministic models. General consensus seems to support
some decrease in rain coverage toward more spotty activity later
today and this evening with deepening northerly flow surface to
850 mb and attendant dry advection. However, some concerns also
exist that remnant mid level circulation could still be lurking
about and re-focus additional moisture transport for renewed
development and higher coverage of showers tonight especially
further north through the Hwy 30 to Hwy 20 corridors, as being
recently suggested by HRRR. For now though siding with the more
southerly consensus of the deterministic models mainly along/s
of I-80 with deeper drying taking more of a hold across the north.
This will be something that later shifts will have to monitor for
potential refinement on PoPs and QPF. Temps today cooler with the
clouds and rain holding most areas in the lower 70s with some
mid 70s possible north/west where best prospects for peeks of sun
exists. Lows tonight in the 50s north to lower 60s south.

.LONG TERM...(Friday through Wednesday)
ISSUED AT 325 AM CDT Thu Sep 6 2018

Active forecast through we weekend as a stalled out surface boundary
will interact with the remnants of Gordan south of the area.  After
this period, expect quiet weather with gradual warming.  The pattern
looks to shift and we should start to dry out across the area.

Main forecast concern in the long term is the placement of the
synoptic boundaries and the associated QPF.  The placement of the
QPF along with the forecast amounts will continue to have a great
affect on the forecast river levels.

Most of the synoptic models keep Gordan south of the area.  This has
been consistent through previous runs.  The 00Z Euro has charted a
different course as it now picks Gordan up in the flow and quickly
whisks it east at the same time leading to cyclogenesis and increase
in QPF.  It also brings the boundary back north.  At the current
time, not buying into this idea.  However, if the Euro forecast
continues to hold and/or other guidance jumps on this train, we may
need to change messaging across the area.  That said, the current
forecast has little changed as far as QPF from the 12z Wed WPC
guidance. With dry air coming in from the north and rather weak to
no h85 flow expect the best chance for rain to be along the Hwy 34
corridor, where it is much needed.

Past this, quiet weather is expected.  Moisture content should
decrease the further north you go across the CWA.  This will lead to
pleasant sensible weather across this area.

IFR and LIFR conditions will continue through the next few hours
as low cloud and rain look to continue at all sites except for
DBQ. These conditions may be slower to improve than currently
forecast and will need to be monitored by later shifts.

.HYDROLOGY...
Issued at 325 AM CDT Thu Sep 5 2018

Raised the forecast for Sigourney tonight.  Rainfall across the area
appears to be higher than expected.  As a result the the rate of
rise was faster than forecast.  This also led to the forecast being
raised to Major.

Previous discussion below...

Runoff from today's rainfall was already impacting rivers with
the most notable being the English River at Kalona. The river has
rebounded past flood stage and is now forecast to reach moderate
flooding, cresting around 17 feet Friday. Thus, the flood warning
has been reissued for that site. On the Iowa River, a flood
warning was issued for Lone Tree, where minor flooding is now
expected by Thursday night. Further downstream, recent adjustments
have increased major flood crests at Columbus Junction and
Wapello and moderate flooding at Oakville.

Adjustments on the Cedar River have lowered expected crests some
at both Cedar Rapids and Vinton. At Vinton, the river is now
expected to crest in minor category flooding.

From earlier today:

River flooding continues due to the recent heavy rainfall along the
eastern Iowa and northwest Illinois tributary rivers and will
continue to expand into the Mississippi River into the weekend and
next week. The flooding is at currently from Minor to Major levels
on the tributary rivers. The on-going very wet weather pattern will
continue through tonight, then likely refocus further south with
a slowly advancing cold front over northeast Missouri, southeast
Iowa and west central Illinois later this week.

On the Illinois tributaries, flood warnings continue along the
Rock River from Como to Moline. The latest forecasts maintain
Minor flooding at Como and Moderate flooding at Joslin and Moline.
Minor flooding will continue on the Pecatonica River at Freeport
through early Friday morning.

Mississippi River:

The flood warning for Rock Island has been upgraded to moderate
flooding based on the latest forecasts. Further downstream, minor
flooding remains forecast for Illinois City and Muscatine,
Moderate flooding from New Boston through Burlington, and Minor to
Moderate Flooding further downstream through Gregory Landing.
Flooding all along this stretch will likely extend well into mid
September, based on current forecasts.

...Localized Flooding Possible This Morning...

An area of nearly stationary moderate to heavy rainfall was
occurring in the Quad Cities area and vicinity. Rainfall since
midnight has been close to an inch and additional rainfall of
another inch is likely this morning. If rain becomes heavier than
expected then a flash flood warning may need to be issued.

Runoff from additional rain this morning, combined with very
saturated soil conditions, could lead to localized flooding in low
lying areas and along creeks and streams, and to ponding or standing
water on roadways. Make sure to slow down and avoid flooded roads if
